Jeste li čuli za zaljev Lakonikos? Radi se o dijelu Mediteranskog mora koji je postao vrlo zanimljiv otkako su uvedene međunarodne sankcije protiv Rusije s ciljem limitiranja mogućnosti izvoza nafte i generiranja vrlo visokih deviznih prihoda koji Putinovom režimu mogu relaksirati financiranje rata u Ukrajini, piše Jutarnji list.

Naime, istraga Bloomberga utvrdila je kako je Lakonikos postala pomorska destinacija na kojoj se iz tzv. ruske ‘flote u sjeni‘ prekrcava nafta u druge tankere koji je pak prevoze do konačnih destinacija. Iako se na prvu čini kako se radi o vrlo ozbiljnom kršenju sankcija koje će netko urgentno penalizirati, izgleda da su trgovci pronašli način da zaobiđu sankcijski režim te zarađuju posredujući između ruske ponude i globalne potražnje.

Isto tako, dojam je kako i Zapadu, posebno Europskoj uniji, odgovara da se ne smanjuje drastično globalna ponuda nafte jer bi radikalno smanjenje iznova moglo potaknuti snažni rast cijene ključnog svjetskog energenata, što bi pak bio impuls za oživljavanje inflacijskog trenda.

Imamo tako situaciju u kojoj grčke vlasti tvrde da nemaju pravnu mogućnost intervencije koja bi blokirala pretovar nafte iz tankera u tankere jer se sve odvija oko šest milja izvan grčkih teritorijalnih voda, pa svi čekaju što će reći EU.

Reakcija EU na istragu Bloomberga nije bila posebno žestoka. Šef EK za trgovinu Vladis Dombrovskis prokomentirao je kako će institucije EU nadzirati primjenu sankcija te će posebno raditi s zemljama gdje primijete neobične obrasce trgovine. Obratite pažnju da je ovo reakcija na istragu velikog i uglednog medija.

Treba naglasiti kako su količine nafte koje se prekrcavaju u zaljevu Lakonikos vrlo značajne; samo tijekom Bloombergove istrage, tj. praćenja tankerskog prometa, oko 23 milijuna barela nafte prebačeno je s jednog na drugi tanker od početka godine. Ovo je samo jedan od primjera da su sankcije prema režimu Vladimira Putina u svojim dijelovima ne samo upitne što se tiče konačnog učinka, nego i svjesno mekane.

Zaljev Lakonikos nije jedino mjesto gdje se zaobilazi ‘naftni embargo‘. Bloomberg piše da su trgovci i brodarske kompanije pronašle više načina za trgovinu. Slična aktivnost kao u zaljevu Lakonikos odvija se i kod Ceute, španjolske enklave u sjevernoj Africi. Nakon prekrcavanja, Bloombergova je hipoteza, nafta se vozi prema azijskim tržištima.

Posao s pretovarom ruske nafte iz jednog u drugi tanker, kako bi se zaobišle sankcije (STS), osjetljiva je operacija koju je praktično nemoguće sigurno izvesti bez usluga europskih kompanija. Naime, jedino kompanije iz članica EU smiju pružati takve usluge ukoliko je nafta kupljena po cijeni nižoj od one koju je G-7 odredio kao limit.

Postoji i pitanje ekološke sigurnosti čestog prekrcavanja nafte na otvorenom moru, pogotovo jer se radi o floti starih tankera. Tankeri koji su uključeni u ovaj posao prosječno su stari 18 godina, a imaju i nejasan status kod osiguravatelja. Grčka se kao članica EU zalagala za što viši limit cijene na rusku naftu, ali isto tako pod njezinom zastavom plove brojni brodovi, uključivši značajni broj tankera.

Što se tiče španjolskih vlasti, odnosno prekrcaja kod Ceute, treba reći da su Španjolci poslali upozorenje kompanijama koje daju brodarske usluge te im poručili kako ne smiju sudjelovati u poslovima prekrcaja nafte zbog naftne prohibicije EU.

EU je naložila članicama da kompanije koje sudjeluju u trgovini nafte moraju provjeravati ateste nafte u čijem transportu nekako sudjeluju, što znači da se prvenstveno mora poštovati limit cijene nafte koja se prevozi, a što znači da nafta mora biti osigurana.

Ako je tako, koja je onda poanta tajnovitih prekrcaja, ‘flote u sjeni‘ i blage reakcije europskih birokrata? Imamo li situaciju u kojoj je bitno imati radikalni sankcijski mehanizam zbog političke propagande, ali ne baš tako snažan u stvarnosti, kako ne bi došlo do slabljenja ponude na globalnom tržištu nafte?

Jeste li čuli za zaljev Lakonikos? Radi se o dijelu Mediteranskog mora koji je postao vrlo zanimljiv otkako su uvedene međunarodne sankcije protiv Rusije s ciljem limitiranja mogućnosti izvoza nafte i generiranja vrlo visokih deviznih prihoda koji Putinovom režimu mogu relaksirati financiranje rata u Ukrajini, piše Jutarnji list.

Naime, istraga Bloomberga utvrdila je kako je Lakonikos postala pomorska destinacija na kojoj se iz tzv. ruske ‘flote u sjeni‘ prekrcava nafta u druge tankere koji je pak prevoze do konačnih destinacija. Iako se na prvu čini kako se radi o vrlo ozbiljnom kršenju sankcija koje će netko urgentno penalizirati, izgleda da su trgovci pronašli način da zaobiđu sankcijski režim te zarađuju posredujući između ruske ponude i globalne potražnje.

Isto tako, dojam je kako i Zapadu, posebno Europskoj uniji, odgovara da se ne smanjuje drastično globalna ponuda nafte jer bi radikalno smanjenje iznova moglo potaknuti snažni rast cijene ključnog svjetskog energenata, što bi pak bio impuls za oživljavanje inflacijskog trenda.

Imamo tako situaciju u kojoj grčke vlasti tvrde da nemaju pravnu mogućnost intervencije koja bi blokirala pretovar nafte iz tankera u tankere jer se sve odvija oko šest milja izvan grčkih teritorijalnih voda, pa svi čekaju što će reći EU.

Reakcija EU na istragu Bloomberga nije bila posebno žestoka. Šef EK za trgovinu Vladis Dombrovskis prokomentirao je kako će institucije EU nadzirati primjenu sankcija te će posebno raditi s zemljama gdje primijete neobične obrasce trgovine. Obratite pažnju da je ovo reakcija na istragu velikog i uglednog medija.

Treba naglasiti kako su količine nafte koje se prekrcavaju u zaljevu Lakonikos vrlo značajne; samo tijekom Bloombergove istrage, tj. praćenja tankerskog prometa, oko 23 milijuna barela nafte prebačeno je s jednog na drugi tanker od početka godine. Ovo je samo jedan od primjera da su sankcije prema režimu Vladimira Putina u svojim dijelovima ne samo upitne što se tiče konačnog učinka, nego i svjesno mekane.

Zaljev Lakonikos nije jedino mjesto gdje se zaobilazi ‘naftni embargo‘. Bloomberg piše da su trgovci i brodarske kompanije pronašle više načina za trgovinu. Slična aktivnost kao u zaljevu Lakonikos odvija se i kod Ceute, španjolske enklave u sjevernoj Africi. Nakon prekrcavanja, Bloombergova je hipoteza, nafta se vozi prema azijskim tržištima.

Posao s pretovarom ruske nafte iz jednog u drugi tanker, kako bi se zaobišle sankcije (STS), osjetljiva je operacija koju je praktično nemoguće sigurno izvesti bez usluga europskih kompanija. Naime, jedino kompanije iz članica EU smiju pružati takve usluge ukoliko je nafta kupljena po cijeni nižoj od one koju je G-7 odredio kao limit.

Postoji i pitanje ekološke sigurnosti čestog prekrcavanja nafte na otvorenom moru, pogotovo jer se radi o floti starih tankera. Tankeri koji su uključeni u ovaj posao prosječno su stari 18 godina, a imaju i nejasan status kod osiguravatelja. Grčka se kao članica EU zalagala za što viši limit cijene na rusku naftu, ali isto tako pod njezinom zastavom plove brojni brodovi, uključivši značajni broj tankera.

Što se tiče španjolskih vlasti, odnosno prekrcaja kod Ceute, treba reći da su Španjolci poslali upozorenje kompanijama koje daju brodarske usluge te im poručili kako ne smiju sudjelovati u poslovima prekrcaja nafte zbog naftne prohibicije EU.

EU je naložila članicama da kompanije koje sudjeluju u trgovini nafte moraju provjeravati ateste nafte u čijem transportu nekako sudjeluju, što znači da se prvenstveno mora poštovati limit cijene nafte koja se prevozi, a što znači da nafta mora biti osigurana.

Ako je tako, koja je onda poanta tajnovitih prekrcaja, ‘flote u sjeni‘ i blage reakcije europskih birokrata? Imamo li situaciju u kojoj je bitno imati radikalni sankcijski mehanizam zbog političke propagande, ali ne baš tako snažan u stvarnosti, kako ne bi došlo do slabljenja ponude na globalnom tržištu nafte?

Jeste li čuli za zaljev Lakonikos? Radi se o dijelu Mediteranskog mora koji je postao vrlo zanimljiv otkako su uvedene međunarodne sankcije protiv Rusije s ciljem limitiranja mogućnosti izvoza nafte i generiranja vrlo visokih deviznih prihoda koji Putinovom režimu mogu relaksirati financiranje rata u Ukrajini, piše Jutarnji list.

Naime, istraga Bloomberga utvrdila je kako je Lakonikos postala pomorska destinacija na kojoj se iz tzv. ruske ‘flote u sjeni‘ prekrcava nafta u druge tankere koji je pak prevoze do konačnih destinacija. Iako se na prvu čini kako se radi o vrlo ozbiljnom kršenju sankcija koje će netko urgentno penalizirati, izgleda da su trgovci pronašli način da zaobiđu sankcijski režim te zarađuju posredujući između ruske ponude i globalne...
