Sjedinjene Države, Europska unija, Velika Britanija i Kanada u subotu su Rusiji blokirale pristup globalnom sustavu plaćanja Swiftu, u sklopu novog kruga sankcija protiv Moskve koja nastavlja napad na Ukrajinu.
Mjera, koja uključuje restrikcije međunarodnim rezervama Ruske središnje banke, bit će provedena u idućim danima, najavile su navedene zemlje u zajedničkoj izjavi.
"Osigurat ćemo da se određene ruske banke uklone iz Swifta", kazala je u subotu navečer predsjednica Europske komisije Ursula von der Leyen.
Time će te banke biti isključene iz međunarodnog financijskog sustava što će naštetiti njihovoj sposobnosti da djeluju globalno.
Predsjednica EK kazala je da će izbacivanjem iz Swifta banke biti onemogućene u provedbi većine njihovih međunarodnih transakcija i time će efektivno biti blokiran ruski uvoz i izvoz.
Saveznici će time spriječiti Rusiju da koristi "svoju ratnu škrinju", paralizirati imovinu središnje banke i zamrznuti njezine transakcije.
Ruskim oligarsima bit će zabranjeno korištenje financijske imovine na europskim tržištima, rekla je.
"Sve navedene mjere znatno će otežati Putinovu sposobnost da financira rat i teško pogoditi njegovu ekonomiju. Putin je krenuo na put uništenja Ukrajine, a zapravo uništava budućnost vlastite zemlje".
Europski ministri vanjskih poslova razgovarat će o tome na virtualnom sastanku u nedjelju navečer.
Swift (Society for Worldwide Interbank Financial Telecommunication) globalna je financijska žila kucavica koja omogućuje nesmetan i brz transfer novca preko granica.
Funkcionira kao sustav za brzu razmjenu poruka kojima se korisnika obavještava kada je novac poslan i kada je sjeo na račun.
Uspostavljen je 1973. u Belgiji i povezuje 11.000 banaka i institucija u više od 200 zemalja. Kroz njega dnevno prođe više od 40 milijuna poruka o 1.000 milijardi dolara transakcija kompanija i vlada.
Smatra se da ruska plaćanja čine više od jedan posto poruka.
Tko ga kontrolira?
Swift su zajedno uspostavile američke i europske banke kako nijedna od njih ne bi razvila vlastiti sustav i time stekla monopol na prekogranične novčane transfere.
Mreža je danas u zajedničkom vlasništvu više od 2.000 banaka i financijskih institucija.
Nadzire ju belgijska središnja banka u partnerstvu s vodećim središnjim bankama iz cijelog svijeta, uključujući američki Fed i britansku središnju banku.
Swift svojim članicama omogućuje sigurnu međunarodnu trgovinu i ne bi trebao zauzimati stranu u sukobima.
Međutim, Iranu je zabranjen pristup Swiftu 2012. godine u sklopu sankcija zbog nuklearnog programa. Izgubio je gotovo polovinu prihoda od izvoza nafte i 30 posto vanjske trgovine.
Swift je priopćio da nema utjecaja na sankcije i da svaka odluka o njihovom uvođenju ostaje na vladama.
Kako će isključenje utjecati na Rusiju?
Ruske tvrtke izgubit će pristup uobičajenim i trenutnim transakcijama koje Swift omogućuje i teško će naplaćivati svoje vrijedne energente i poljoprivredne proizvode.
Banke će vjerojatno morati izravno poslovati jedna s drugom, što bi izazvalo kašnjenja transakcija i dodatne troškove i u konačnici bi ruskoj vladi uskratilo prihode.
Rusija je zamalo ostala bez pristupa Swiftu nakon što je 2014. pripojila Krim. Moskva je tada bila poručila da bi taj potez bio jednak objavi rata.
Zapadni saveznici nisu proveli tu prijetnju u djelo, ali je Rusija nakon toga odlučila razviti vlastiti sustav prekograničnog transfera novca, koji je još u povojima.
Kako bi se pripremila za takvu sankciju, ruska vlada uspostavila je Mir, Nacionalni sustav za kartična plaćanja, ali trenutno ga koristi vrlo malo zemalja.
Rizik
Isključenje Rusije iz Swifta naštetit će tvrtkama koje izvoze robu u Rusiju i kupuju je od nje, posebice Njemačkoj.
Bivši ruski ministar financija Aleksej Kudrin procijenio je da bi isključenje Rusije iz Swifta moglo smanjiti njezin BDP za pet posto.
Pitanje je i bi li blokada pristupa Swiftu na dulji rok utjecala na rusko gospodarstvo. Ruske banke mogle bi preusmjeriti plaćanja preko zemalja koje Moskvi nisu uvele sankcije, poput Kine, koja ima vlastiti sustav plaćanja.
Kompanije s potraživanjima prema Rusiji bit će pak prisiljene pronaći alternativne kanale naplate.

Sjedinjene Države, Europska unija, Velika Britanija i Kanada u subotu su Rusiji blokirale pristup globalnom sustavu plaćanja Swiftu, u sklopu novog kruga sankcija protiv Moskve koja nastavlja napad na Ukrajinu.
Mjera, koja uključuje restrikcije međunarodnim rezervama Ruske središnje banke, bit će provedena u idućim danima, najavile su navedene zemlje u zajedničkoj izjavi.
"Osigurat ćemo da se određene ruske banke uklone iz Swifta", kazala je u subotu navečer predsjednica Europske komisije Ursula von der Leyen.
Time će te banke biti isključene iz međunarodnog financijskog sustava što će naštetiti njihovoj sposobnosti da djeluju globalno.
Predsjednica EK kazala je da će izbacivanjem iz Swifta banke biti onemogućene u provedbi većine njihovih međunarodnih transakcija i time će efektivno biti blokiran ruski uvoz i izvoz.
Saveznici će time spriječiti Rusiju da koristi "svoju ratnu škrinju", paralizirati imovinu središnje banke i zamrznuti njezine transakcije.
Ruskim oligarsima bit će zabranjeno korištenje financijske imovine na europskim tržištima, rekla je.
"Sve navedene mjere znatno će otežati Putinovu sposobnost da financira rat i teško pogoditi njegovu ekonomiju. Putin je krenuo na put uništenja Ukrajine, a zapravo uništava budućnost vlastite zemlje".
Europski ministri vanjskih poslova razgovarat će o tome na virtualnom sastanku u nedjelju navečer.
Swift (Society for Worldwide Interbank Financial Telecommunication) globalna je financijska žila kucavica koja omogućuje nesmetan i brz transfer novca preko granica.
Funkcionira kao sustav za brzu razmjenu poruka kojima se korisnika obavještava kada je novac poslan i kada je sjeo na račun.
Uspostavljen je 1973. u Belgiji i povezuje 11.000 banaka i institucija u više od 200 zemalja. Kroz njega dnevno prođe više od 40 milijuna poruka o 1.000 milijardi dolara transakcija kompanija i vlada.
Smatra se da ruska plaćanja čine više od jedan posto poruka.
Tko ga kontrolira?
Swift su zajedno uspostavile američke i europske banke kako nijedna od njih ne bi razvila vlastiti sustav i time stekla monopol na prekogranične novčane transfere.
Mreža je danas u zajedničkom vlasništvu više od 2.000 banaka i financijskih institucija.
Nadzire ju belgijska središnja banka u partnerstvu s vodećim središnjim bankama iz cijelog svijeta, uključujući američki Fed i britansku središnju banku.
Swift svojim članicama omogućuje sigurnu međunarodnu trgovinu i ne bi trebao zauzimati stranu u sukobima.
Međutim, Iranu je zabranjen pristup Swiftu 2012. godine u sklopu sankcija zbog nuklearnog programa. Izgubio je gotovo polovinu prihoda od izvoza nafte i 30 posto vanjske trgovine.
Swift je priopćio da nema utjecaja na sankcije i da svaka odluka o njihovom uvođenju ostaje na vladama.
Kako će isključenje utjecati na Rusiju?
Ruske tvrtke izgubit će pristup uobičajenim i trenutnim transakcijama koje Swift omogućuje i teško će naplaćivati svoje vrijedne energente i poljoprivredne proizvode.
Banke će vjerojatno morati izravno poslovati jedna s drugom, što bi izazvalo kašnjenja transakcija i dodatne troškove i u konačnici bi ruskoj vladi uskratilo prihode.
Rusija je zamalo ostala bez pristupa Swiftu nakon što je 2014. pripojila Krim. Moskva je tada bila poručila da bi taj potez bio jednak objavi rata.
Zapadni saveznici nisu proveli tu prijetnju u djelo, ali je Rusija nakon toga odlučila razviti vlastiti sustav prekograničnog transfera novca, koji je još u povojima.
Kako bi se pripremila za takvu sankciju, ruska vlada uspostavila je Mir, Nacionalni sustav za kartična plaćanja, ali trenutno ga koristi vrlo malo zemalja.
Rizik
Isključenje Rusije iz Swifta naštetit će tvrtkama koje izvoze robu u Rusiju i kupuju je od nje, posebice Njemačkoj.
Bivši ruski ministar financija Aleksej Kudrin procijenio je da bi isključenje Rusije iz Swifta moglo smanjiti njezin BDP za pet posto.
Pitanje je i bi li blokada pristupa Swiftu na dulji rok utjecala na rusko gospodarstvo. Ruske banke mogle bi preusmjeriti plaćanja preko zemalja koje Moskvi nisu uvele sankcije, poput Kine, koja ima vlastiti sustav plaćanja.
Kompanije s potraživanjima prema Rusiji bit će pak prisiljene pronaći alternativne kanale naplate.
