Ruski parlament usvojio je prošli tjedan posljednju fazu zakona o povlačenju moskovske ratifikacije Sporazuma o sveobuhvatnoj zabrani testiranja nuklearnog oružja (CTBT) i uputio ga predsjedniku Vladimiru Putinu na potpisivanje.

CTBT, dogovoren 1996., zabranjuje "svaku probnu eksploziju nuklearnog oružja ili bilo koju drugu nuklearnu eksploziju" bilo gdje u svijetu, s ciljem smanjenja i konačnog uklanjanja nuklearnog oružja.

Njegova preambula kaže da je usmjerena na potporu razoružanju i neširenju nuklearnog naoružanja ograničavanjem razvoja nuklearnog oružja i zaustavljanjem zemalja u proizvodnji naprednijeg oružja.

Ukupno 187 država potpisalo je sporazum, a 178 ga je ratificiralo u svojim parlamentima.

Od devet zemalja koje posjeduju nuklearno oružje Britanija i Francuska su ga potpisale i ratificirale, Sjedinjene Države, Izrael i Kina su potpisali, ali nisu ratificirali a Rusija je potpisala i ratificirala, ali sada povlači ratifikaciju, rekavši da "oslikava" stajalište SAD-a.

Indija, Pakistan i Sjeverna Koreja tek trebaju potpisati ili ratificirati. Sporazum nije pravno valjan dok ga 44 navedene zemlje ne potpišu i ratificiraju - svih devet koje imaju nuklearno oružje i 35 ostalih koje posjeduju nuklearnu energiju i istraživačke reaktore.

Ima li CTBT onda ikakvog praktičnog učinka?

Da, u praksi je sporazum stvorio tabu protiv eksplozivnih nuklearnih pokusa. Nijedna zemlja nije provela takav test od 1990-ih osim Sjeverne Koreje, koja je provela posljednji od svojih šest testova 2017. godine.

Sporazumom je uspostavljena globalna mreža promatračkih postaja koje mogu detektirati zvuk, udarne valove ili radioaktivne padavine od nuklearne eksplozije. Kada bude dovršena, sadržavat će 321 stanicu za praćenje i 16 laboratorija, čiji će domaćini biti 89 zemalja. Otprilike 90% toga već je operativno, uključujući Rusiju i Sjedinjene Države.

Što znači ruska promjena stava?

Rusija kaže da ne planira provesti testiranje osim ako to ne naprave Amerikanci. 

Ali neki analitičari smatraju da je ruski test sada vjerojatniji. Putin objavljuje ono što Zapad vidi kao nuklearne prijetnje od početka rata u Ukrajini i možda drži testiranja u rezervi u slučaju da ruski položaj u sukobu naglo opadne, kada bi to mogao iskoristiti da upozori Zapad da odstupi. Javno se nije izjasnio smatra li da je test potreban ili ne.

Što bi se postiglo nuklearnim testiranjem?

Ne mnogo u znanstvenom smislu, kažu stručnjaci, jer se detonacije u punom opsegu mogu točno simulirati pomoću testova bez nuklearne lančane reakcije.

I Rusija i Sjedinjene Države imaju napredne istraživačke programe za razumijevanje performansi i ponašanja oružja, rekao je Dylan Spaulding, viši znanstvenik u Union of Concerned Scientists: "Ta vrsta istraživanja ne zahtijeva pravo testiranje, ono zahtijeva računalno modeliranje."  

Ali stručnjaci kažu da bi test poslao snažan politički signal.

Andrey Baklitskiy, viši istraživač na Institutu UN-a za istraživanje razoružanja, rekao je da bi svaka država s nuklearnim oružjem to učinila samo u iznimnim okolnostima: "Argument ‘možda će naše nuklearne bojeve glave biti malo bolje‘ nije baš dobar razlog da se to učini". 

Treba li biti zabrinut oko nastavka nuklearnog testiranja?

Sigurnosni analitičari kažu da bi nuklearna proba gotovo sigurno potaknula druge zemlje da slijede njihov primjer, uništivši CTBT i pokrenuvši novu utrku u naoružanju.

Borci protiv nuklearnog oružja kažu da bi to moglo uzrokovati štetu okolišu, iako bi se testiranja - za razliku od ranih desetljeća Hladnog rata - provodila duboko pod zemljom.

Ali to bi također ukazivalo na širu nestabilnost. "Ako se nalazimo u svijetu u kojem se testiranja odvijaju, prva stvar koju nam to pokazuje jest da su nuklearni rizici porasli", rekao je James Acton, suvoditelj programa nuklearne politike pri Zakladi Carnegie za međunarodni mir.

"Mislim da je testiranje simptom rastućih napetosti i da bi dodatno pogoršalo te napetosti."

Ruski parlament usvojio je prošli tjedan posljednju fazu zakona o povlačenju moskovske ratifikacije Sporazuma o sveobuhvatnoj zabrani testiranja nuklearnog oružja (CTBT) i uputio ga predsjedniku Vladimiru Putinu na potpisivanje.

CTBT, dogovoren 1996., zabranjuje "svaku probnu eksploziju nuklearnog oružja ili bilo koju drugu nuklearnu eksploziju" bilo gdje u svijetu, s ciljem smanjenja i konačnog uklanjanja nuklearnog oružja.

Njegova preambula kaže da je usmjerena na potporu razoružanju i neširenju nuklearnog naoružanja ograničavanjem razvoja nuklearnog oružja i zaustavljanjem zemalja u proizvodnji naprednijeg oružja.

Ukupno 187 država potpisalo je sporazum, a 178 ga je ratificiralo u svojim parlamentima.

Od devet zemalja koje posjeduju nuklearno oružje Britanija i Francuska su ga potpisale i ratificirale, Sjedinjene Države, Izrael i Kina su potpisali, ali nisu ratificirali a Rusija je potpisala i ratificirala, ali sada povlači ratifikaciju, rekavši da "oslikava" stajalište SAD-a.

Indija, Pakistan i Sjeverna Koreja tek trebaju potpisati ili ratificirati. Sporazum nije pravno valjan dok ga 44 navedene zemlje ne potpišu i ratificiraju - svih devet koje imaju nuklearno oružje i 35 ostalih koje posjeduju nuklearnu energiju i istraživačke reaktore.

Ima li CTBT onda ikakvog praktičnog učinka?

Da, u praksi je sporazum stvorio tabu protiv eksplozivnih nuklearnih pokusa. Nijedna zemlja nije provela takav test od 1990-ih osim Sjeverne Koreje, koja je provela posljednji od svojih šest testova 2017. godine.

Sporazumom je uspostavljena globalna mreža promatračkih postaja koje mogu detektirati zvuk, udarne valove ili radioaktivne padavine od nuklearne eksplozije. Kada bude dovršena, sadržavat će 321 stanicu za praćenje i 16 laboratorija, čiji će domaćini biti 89 zemalja. Otprilike 90% toga već je operativno, uključujući Rusiju i Sjedinjene Države.

Što znači ruska promjena stava?

Rusija kaže da ne planira provesti testiranje osim ako to ne naprave Amerikanci. 

Ali neki analitičari smatraju da je ruski test sada vjerojatniji. Putin objavljuje ono što Zapad vidi kao nuklearne prijetnje od početka rata u Ukrajini i možda drži testiranja u rezervi u slučaju da ruski položaj u sukobu naglo opadne, kada bi to mogao iskoristiti da upozori Zapad da odstupi. Javno se nije izjasnio smatra li da je test potreban ili ne.

Što bi se postiglo nuklearnim testiranjem?

Ne mnogo u znanstvenom smislu, kažu stručnjaci, jer se detonacije u punom opsegu mogu točno simulirati pomoću testova bez nuklearne lančane reakcije.

I Rusija i Sjedinjene Države imaju napredne istraživačke programe za razumijevanje performansi i ponašanja oružja, rekao je Dylan Spaulding, viši znanstvenik u Union of Concerned Scientists: "Ta vrsta istraživanja ne zahtijeva pravo testiranje, ono zahtijeva računalno modeliranje."  

Ali stručnjaci kažu da bi test poslao snažan politički signal.

Andrey Baklitskiy, viši istraživač na Institutu UN-a za istraživanje razoružanja, rekao je da bi svaka država s nuklearnim oružjem to učinila samo u iznimnim okolnostima: "Argument ‘možda će naše nuklearne bojeve glave biti malo bolje‘ nije baš dobar razlog da se to učini". 

Treba li biti zabrinut oko nastavka nuklearnog testiranja?

Sigurnosni analitičari kažu da bi nuklearna proba gotovo sigurno potaknula druge zemlje da slijede njihov primjer, uništivši CTBT i pokrenuvši novu utrku u naoružanju.

Borci protiv nuklearnog oružja kažu da bi to moglo uzrokovati štetu okolišu, iako bi se testiranja - za razliku od ranih desetljeća Hladnog rata - provodila duboko pod zemljom.

Ali to bi također ukazivalo na širu nestabilnost. "Ako se nalazimo u svijetu u kojem se testiranja odvijaju, prva stvar koju nam to pokazuje jest da su nuklearni rizici porasli", rekao je James Acton, suvoditelj programa nuklearne politike pri Zakladi Carnegie za međunarodni mir.
