Pregovarači Vijeća EU-a i Europskog parlamenta postigli su u utorak dogovor o Višegodišnjem financijskom okviru (VFO) za razdoblje od 2021. do 2027. godine, objavilo je njemačko predsjedništvo.

"Dogovor za Europu - Vijeće i Europski parlament postigli su politički dogovor o VFO-u i paketu za oporavak", objavilo je na Twitteru njemačko predsjedništvo.

U poruci njemačkog predsjedništva još se navodi da su pojačani europski programi, što je bio zahtjev Europskog parlamenta, ali da su se pritom poštovali zaključci samita EU-a iz srpnja.

Čelnici zemalja članica Europske unije postigli su u srpnju politički dogovor o novom sedmogodišnjem proračunu za razdoblje od 2021. do 2027. u vrijednosti 1074 milijarde eura i planu za oporavak od 750 milijardi eura, od čega je 390 milijarde bespovratne pomoći, a 360 milijardi zajmova. Ukupno je to preko 1800 milijardi eura.

Da bi se taj politički dogovor mogao početi provoditi, potrebno je obaviti zakonodavni postupak, što je posao Vijeća i Europskog parlamenta. 

Veliki korak prema završetku zakonodavnog posla oko VFO-a i plana za oporavak napravljen je prošli tjedan kada su pregovarači Vijeća EU-a i Europskog parlamenta postigli kompromis o tome da se korištenje europskih fondova uvjetuje vladavinom prava. To je dosad bila jedna od ključnih zapreka za dogovor o sedmogodišnjem proračunu i planu za oporavak.

Pregovarači Europskog parlamenta u pregovorima su tražili dodatna sredstva za ključne europske programe, poput zdravstva, istraživanja, itd., dok je Vijeće bilo na stajalištu da ne može preko onoga što dogovorili čelnici država članica, nego da je jedino moguće preraspodijeliti sredstva iz jednih programa u druge i koristiti proračunske rezerve.

Dogovor Vijeća i Parlamenta sada trebaju potvrditi još obje institucije zasebno. Osim toga, ostaje još jedna prepreka za početak korištenja sredstava iz plana za oporavak nazvanog EU sljedeće generacije. Sve države članice moraju ratificirati odluku o vlastitim prihodima europskog proračuna, što je jamstvo Komisiji da se može zadužiti na financijskim tržištima za 750 milijardi eura. Taj iznos će biti podijeljen državma članicama ako bespovratna pomoć ili kroz povoljne zajmove. 

Prepreku bi mogle predstavljati Mađarska i Poljska, koje su nezadovoljne odlukom da se dodjela europskih sredstava uvjetuje poštovanjem načela vladavine prava.

Mađarska prijeti vetom i ako bi pri tome ostala to bi značilo da propada plan za oporavak, ali ne i VFO jer u zakonodavnom dijelu dogovora nije potrebna jednoglasnost. Ipak, mnogi smatraju da mađarski premijer Viktor Orban blefira jer su i njima prijeko potrebna sredstva, a osim toga na njega bi pala sva odgovornost da blokira pomoć u rješavanju posljedica pandemije koronavirusa.

Pregovarači Vijeća EU-a i Europskog parlamenta postigli su u utorak dogovor o Višegodišnjem financijskom okviru (VFO) za razdoblje od 2021. do 2027. godine, objavilo je njemačko predsjedništvo.

"Dogovor za Europu - Vijeće i Europski parlament postigli su politički dogovor o VFO-u i paketu za oporavak", objavilo je na Twitteru njemačko predsjedništvo.

U poruci njemačkog predsjedništva još se navodi da su pojačani europski programi, što je bio zahtjev Europskog parlamenta, ali da su se pritom poštovali zaključci samita EU-a iz srpnja.

Čelnici zemalja članica Europske unije postigli su u srpnju politički dogovor o novom sedmogodišnjem proračunu za razdoblje od 2021. do 2027. u vrijednosti 1074 milijarde eura i planu za oporavak od 750 milijardi eura, od čega je 390 milijarde bespovratne pomoći, a 360 milijardi zajmova. Ukupno je to preko 1800 milijardi eura.

Da bi se taj politički dogovor mogao početi provoditi, potrebno je obaviti zakonodavni postupak, što je posao Vijeća i Europskog parlamenta. 

Veliki korak prema završetku zakonodavnog posla oko VFO-a i plana za oporavak napravljen je prošli tjedan kada su pregovarači Vijeća EU-a i Europskog parlamenta postigli kompromis o tome da se korištenje europskih fondova uvjetuje vladavinom prava. To je dosad bila jedna od ključnih zapreka za dogovor o sedmogodišnjem proračunu i planu za oporavak.

Pregovarači Europskog parlamenta u pregovorima su tražili dodatna sredstva za ključne europske programe, poput zdravstva, istraživanja, itd., dok je Vijeće bilo na stajalištu da ne može preko onoga što dogovorili čelnici država članica, nego da je jedino moguće preraspodijeliti sredstva iz jednih programa u druge i koristiti proračunske rezerve.

Dogovor Vijeća i Parlamenta sada trebaju potvrditi još obje institucije zasebno. Osim toga, ostaje još jedna prepreka za početak korištenja sredstava iz plana za oporavak nazvanog EU sljedeće generacije. Sve države članice moraju ratificirati odluku o vlastitim prihodima europskog proračuna, što je jamstvo Komisiji da se može zadužiti na financijskim tržištima za 750 milijardi eura. Taj iznos će biti podijeljen državma članicama ako bespovratna pomoć ili kroz povoljne zajmove. 

Prepreku bi mogle predstavljati Mađarska i Poljska, koje su nezadovoljne odlukom da se dodjela europskih sredstava uvjetuje poštovanjem načela vladavine prava.

Mađarska prijeti vetom i ako bi pri tome ostala to bi značilo da propada plan za oporavak, ali ne i VFO jer u zakonodavnom dijelu dogovora nije potrebna jednoglasnost. Ipak, mnogi smatraju da mađarski premijer Viktor Orban blefira jer su i njima prijeko potrebna sredstva, a osim toga na njega bi pala sva odgovornost da blokira pomoć u rješavanju posljedica pandemije koronavirusa.

Pregovarači Vijeća EU-a i Europskog parlamenta postigli su u utorak dogovor o Višegodišnjem financijskom okviru (VFO) za razdoblje od 2021. do 2027. godine, objavilo je njemačko predsjedništvo.

"Dogovor za Europu - Vijeće i Europski parlament postigli su politički dogovor o VFO-u i paketu za oporavak", objavilo je na Twitteru njemačko predsjedništvo.

U poruci njemačkog predsjedništva još se navodi da su pojačani europski programi, što je bio zahtjev Europskog parlamenta, ali da su se pritom poštovali zaključci samita EU-a iz srpnja.

Čelnici zemalja članica Europske unije postigli su u srpnju politički dogovor o novom sedmogodišnjem proračunu za razdoblje od 2021. do 2027. u vrijednosti 1074 milijarde eura i planu za oporavak od 750 milijardi eura, od čega je 390...
