Dok je francuski predsjednik Emmanuel Macron uoči povratka kući, na svečanom ručku u zagrebačkoj "Esplanadi", šarmirao hrvatske uglednike – od Ćire Blaževića do Tereze Kesovije – Gabrijel Escobar je u nedalekom hotelu "Westin" gotovo nacrtao novinaru Hine što će se zapravo događati na zapadnom Balkanu, prvenstveno u BiH, sljedećih mjeseci.

Posebni izaslanik američkog predsjednika Bidena za zapadni Balkan Gabriel Escobar i po staturi i po izravnom (ne)diplomatskom izričaju iznimno podsjeća na nekadašnjeg Clintonova izaslanika i brokera Daytonskog sporazuma Richarda Hollbrookea. U Zagreb je stigao na radni ministarski sastanak Američko-jadranske povelje (SAD, Hrvatska, BiH, Crna Gora, Albanija, Sjeverna Makedonija), koji se, eto, podudario s posjetom francuskog predsjednika i potpisivanjem ugovora o kupnji francuskih borbenih zrakoplova Rafale za hrvatsko ratno zrakoplovstvo. I očito je vrlo ciljano upravo iz Zagreba objavio svojevrsni nacrt američkog (zapadnog) djelovanja u BiH u sljedećim mjesecima, podcrtavajući hrvatsko-američko strateško savezništvo. Što je to poručio Escobar?

Prvo, da ga u BiH "demografski i ekonomski problemi brinu više od etničkih" i da "problem u BiH nije etnički, već sustavna korupcija i nedostatak vjerodostojnosti političkih aktera koje utječu na sposobnost državnih institucija da ispravno funkcioniraju". To znači da će se promjena političkog establišmenta u BiH dobrim dijelom voditi kroz antikorupcijsku kampanju i sudske procese tim "korumpiranim pojedincima", pri čemu je apostrofirao Milorada Dodika, kao "ne jedini, ali najveći problem", koji blokiranjem središnjih institucija nastoji sakriti korupciju.

Druga je Escobarova poruka iznimno važna za Hrvate u BiH: da je "ustroj s tri konstitutivna naroda temelj američke politike u BiH" i da "moramo imati vibrantno i politički aktivno hrvatsko stanovništvo u BiH, bez toga Dayton neće uspjeti, cilj je da se osjećaju sigurno, ugodno i ekonomski održivo u BiH". Ponovio je kako je rok za izmjenu izbornog zakona, koji će omogućiti "ograničene reforme i čuvanje strukture Daytona", do kraja ove godine. Na tom se roku ujedno testira prvo prolazno vrijeme nove američke inicijative na Balkanu.

Treća je važna poruka upućena Hrvatskoj. "Hrvatska je doista postala strateški partner", "jedan od najimpresivnijih partnera SAD-a u ovom dijelu Europe", kazao je Escobar, najavljujući da će "uskoro pokrenuti strateški dijalog o produbljivanju partnerstva" koje bi, osim vojne i političke, obuhvatilo i komercijalnu, financijsku i obrazovnu i kulturnu sferu. Uz to, založio se za nastavak procesa proširenja EU-a, najprije na Sjevernu Makedoniju i Albaniju, ne isključujući iz procesa ni Srbiju, kao glavnog ruskog igrača u regiji.

Što razlikuje ovaj Escobarov intervju od drugih naoko sličnih intervjua o stanju u regiji, stanju u BiH, strateškim partnerstvima? To su prije svega jasnoća i operabilnost poruka, kao i neki drugi događaji i poruke koji ukazuju da je SAD uistinu pokrenuo široku operaciju za državnu i političku konsolidaciju zapadnog Balkana, kao dio šire operacije sigurnosne i političke konsolidacije Europe, a nasuprot sve agresivnijem utjecaju Rusije i Kine. Tome u prilog govori i autorski tekst bivšega britanskog državnog tajnika Williama Haguea, objavljen nedavno u britanskom Timesu. Hague predlaže da snage NATO-a ojačaju u BiH postrojbe EUFOR-a, nedostatne za očuvanje stabilnosti, i to osobito na strateški važnim točkama poput Distrikta Brčko i zračne luke u Tuzli. Krivnju za destabilizaciju BiH, pak, adresira izravno ruskom predsjedniku Vladimiru Putinu, čovjeku "s nahladnijim očima koje sam ikada vidio", dok Milorada Dodika smatra samo Putinovim agentom za sprečavanje širenja NATO-a na BiH, na isti način kako to čine u Ukrajini, Gruziji, Moldovi... Hague poziva Zapad da se u BiH hrabro suprotstavi "Putinovu ledenom pogledu".

U prilog ozbiljnosti nove američke operacije govore i reakcije ruskih i proruskih srpskih medija: širenje prave histerije protiv angažmana širokog spektra aktivnih i umirovljenih američkih diplomata koji su nekoć bili Clintonovi i/ili Bushovi operativci na Balkanu. Najviše bijesa izaziva imenovanje bivše državne tajnice Madelaine Albright savjetnicom američkog ministra obrane, koju časte kvalifikacijama poput "krvava baba", "ubojica srpske dece"...

U prilog sveobuhvatnoj američkoj operaciji stabilizacije Europe i jačanja euro-atlantskog partnerstva govori i izbor zelene Annalene Baerbock za njemačku ministricu vanjskih poslova. Osim po zelenim politikama i skakanju po trampolinu, Baerbock se u kampanji pokazala i kao najoštrija kritičarka rusko-njemačkog plinovoda Sjeverni tok 2 i kao zagovornica oštrijeg političkog stava prema Rusiji i Kini. Operacija je prepoznata i u Europskom parlamentu. Devet zastupnika različitih političkih opcija zatražilo je uvođenje EU sankcija za Dodika i njegove najbliže suradnike. Svatko tko želi biti akter u novom strateškom preslagivanju na Balkanu nastoji se ugraditi u novu američku operaciju. Ona je prilika i za razigrano hrvatsko državno vodstvo. Ako ozbiljno shvate Escobarov zagrebački poučak.

Dok je francuski predsjednik Emmanuel Macron uoči povratka kući, na svečanom ručku u zagrebačkoj "Esplanadi", šarmirao hrvatske uglednike – od Ćire Blaževića do Tereze Kesovije – Gabrijel Escobar je u nedalekom hotelu "Westin" gotovo nacrtao novinaru Hine što će se zapravo događati na zapadnom Balkanu, prvenstveno u BiH, sljedećih mjeseci.

Posebni izaslanik američkog predsjednika Bidena za zapadni Balkan Gabriel Escobar i po staturi i po izravnom (ne)diplomatskom izričaju iznimno podsjeća na nekadašnjeg Clintonova izaslanika i brokera Daytonskog sporazuma Richarda Hollbrookea. U Zagreb je stigao na radni ministarski sastanak Američko-jadranske povelje (SAD, Hrvatska, BiH, Crna Gora, Albanija, Sjeverna Makedonija), koji se, eto, podudario s posjetom francuskog predsjednika i potpisivanjem ugovora o kupnji francuskih borbenih zrakoplova Rafale za hrvatsko ratno zrakoplovstvo. I očito je vrlo ciljano upravo iz Zagreba objavio svojevrsni nacrt američkog (zapadnog) djelovanja u BiH u sljedećim mjesecima, podcrtavajući hrvatsko-američko strateško savezništvo. Što je to poručio Escobar?

Prvo, da ga u BiH "demografski i ekonomski problemi brinu više od etničkih" i da "problem u BiH nije etnički, već sustavna korupcija i nedostatak vjerodostojnosti političkih aktera koje utječu na sposobnost državnih institucija da ispravno funkcioniraju". To znači da će se promjena političkog establišmenta u BiH dobrim dijelom voditi kroz antikorupcijsku kampanju i sudske procese tim "korumpiranim pojedincima", pri čemu je apostrofirao Milorada Dodika, kao "ne jedini, ali najveći problem", koji blokiranjem središnjih institucija nastoji sakriti korupciju.

Druga je Escobarova poruka iznimno važna za Hrvate u BiH: da je "ustroj s tri konstitutivna naroda temelj američke politike u BiH" i da "moramo imati vibrantno i politički aktivno hrvatsko stanovništvo u BiH, bez toga Dayton neće uspjeti, cilj je da se osjećaju sigurno, ugodno i ekonomski održivo u BiH". Ponovio je kako je rok za izmjenu izbornog zakona, koji će omogućiti "ograničene reforme i čuvanje strukture Daytona", do kraja ove godine. Na tom se roku ujedno testira prvo prolazno vrijeme nove američke inicijative na Balkanu.

Treća je važna poruka upućena Hrvatskoj. "Hrvatska je doista postala strateški partner", "jedan od najimpresivnijih partnera SAD-a u ovom dijelu Europe", kazao je Escobar, najavljujući da će "uskoro pokrenuti strateški dijalog o produbljivanju partnerstva" koje bi, osim vojne i političke, obuhvatilo i komercijalnu, financijsku i obrazovnu i kulturnu sferu. Uz to, založio se za nastavak procesa proširenja EU-a, najprije na Sjevernu Makedoniju i Albaniju, ne isključujući iz procesa ni Srbiju, kao glavnog ruskog igrača u regiji.

Što razlikuje ovaj Escobarov intervju od drugih naoko sličnih intervjua o stanju u regiji, stanju u BiH, strateškim partnerstvima? To su prije svega jasnoća i operabilnost poruka, kao i neki drugi događaji i poruke koji ukazuju da je SAD uistinu pokrenuo široku operaciju za državnu i političku konsolidaciju zapadnog Balkana, kao dio šire operacije sigurnosne i političke konsolidacije Europe, a nasuprot sve agresivnijem utjecaju Rusije i Kine. Tome u prilog govori i autorski tekst bivšega britanskog državnog tajnika Williama Haguea, objavljen nedavno u britanskom Timesu. Hague predlaže da snage NATO-a ojačaju u BiH postrojbe EUFOR-a, nedostatne za očuvanje stabilnosti, i to osobito na strateški važnim točkama poput Distrikta Brčko i zračne luke u Tuzli. Krivnju za destabilizaciju BiH, pak, adresira izravno ruskom predsjedniku Vladimiru Putinu, čovjeku "s nahladnijim očima koje sam ikada vidio", dok Milorada Dodika smatra samo Putinovim agentom za sprečavanje širenja NATO-a na BiH, na isti način kako to čine u Ukrajini, Gruziji, Moldovi... Hague poziva Zapad da se u BiH hrabro suprotstavi "Putinovu ledenom pogledu".

U prilog ozbiljnosti nove američke operacije govore i reakcije ruskih i proruskih srpskih medija: širenje prave histerije protiv angažmana širokog spektra aktivnih i umirovljenih američkih diplomata koji su nekoć bili Clintonovi i/ili Bushovi operativci na Balkanu. Najviše bijesa izaziva imenovanje bivše državne tajnice Madelaine Albright savjetnicom američkog ministra obrane, koju časte kvalifikacijama poput "krvava baba", "ubojica srpske dece"...

U prilog sveobuhvatnoj američkoj operaciji stabilizacije Europe i jačanja euro-atlantskog partnerstva govori i izbor zelene Annalene Baerbock za njemačku ministricu vanjskih poslova. Osim po zelenim politikama i skakanju po trampolinu, Baerbock se u kampanji pokazala i kao najoštrija kritičarka rusko-njemačkog plinovoda Sjeverni tok 2 i kao zagovornica oštrijeg političkog stava prema Rusiji i Kini. Operacija je prepoznata i u Europskom parlamentu. Devet zastupnika različitih političkih opcija zatražilo je uvođenje EU sankcija za Dodika i njegove najbliže suradnike. Svatko tko želi biti akter u novom strateškom preslagivanju na Balkanu nastoji se ugraditi u novu američku operaciju. Ona je prilika i za razigrano hrvatsko državno vodstvo. Ako ozbiljno shvate Escobarov zagrebački poučak.
