Rusija, koja je do sada blokirala izvoz ukrajinskog žita, je u petak u Istanbulu potpisala sporazum o omogućavanju transporta Crnim morem. Ovo, ali i ostale aktualnosti, je na N1 televiziji komentirao stručnjak za međunarodne odnose dr. sc. Goran Bandov, pravnik i politolog, redoviti sveučilišni profesorom međunarodnih odnosa i diplomacije te rukovoditelj Središnjeg sveučilišnog ureda za međunarodne odnose i održivi razvoj Sveučilišta u Zagrebu.

Profesor je istaknuo kako je po pitanju uvoza žitarica najugroženija Afrika, a naročito Egipat i Tunis.

“Oni su dobivali ukrajinske žitarice, pa ih procesuirali dalje. Cijene su narasle, pa i tko nije ovisio o ukrajinskim žitaricama, ne može si priuštiti kupovati ih od drugih dobavljača, jer ih nema dovoljno. I Indonezija i Bangladeš su kupovali žitarice od Ukrajine, koja je veliki proizvođač žita, suncokreta…”, rekao je Bandov.

Ukrajina je sada u mogućnosti 120 dana slobodno izvoziti žito, pod strogom kontrolom, ali su zapadne sile skeptične oko toga hoće li se Rusija pridržavati ovog dogovora.

“Ako ne budu, ugrozit će svoj odnos s Turskom, a to im ne odgovara. Oni su na suprotstavljenim stranama – Turska je dio NATO saveza, te su osudili invaziju i zalažu se za mir. Turska je prvi susjed Rusije, ali i Ukrajine, pa si sigurno za mir. Oni su se postavili kao država s kvalitetnim diplomatskim odnosima za obje zemlje. Turska je u određenoj samoizolaciji od migrantske krize, a ovo je prilika da se ponovno afirmira na globalnoj sceni i to i koristi. Oni ne uvode sankcije, kako bi dali diplomatski okvir, te kako bi okuražili i jednu i drugu stranu u pronalasku rješenja”, objasnio je stručnjak.

Ovaj sporazum je bitan za cijeli svijet, a Rusija je neko vrijeme koristila pitanje žitarica kao svoje oružje, dodao je.

“Države koje profitiraju su one koje izvoze oružje. One koje energetske sustave mogu kontrolirati također profitiraju. Kada profitirate i dalje profitirate – ne razmišljate mudro, dugoročno niti globalno. Države koje izvoze hranu su u boljoj poziciji. No, mnoge su zatvorile mogućnost izvoza žitarica kako bi se osigurale. Čini mi se da smo svi u gubitku. Neke bi zapadne države profitirale kada bi se Rusiju potpuno iscrpilo. No pitanje je tko onda ima veću korist. Pitanje je i rasta cijena u Rusiji, kao i u drugdje u Europi”, kazao je politolog.

EU se trudila da do rata ne dođe, ističe.

“Macron i Merkel su ponudili sporazum koji je trebao regulirati odnose u Ukrajini, EU je inzistirala na njegovoj provedbi… Globalno – svi smo u velikom gubitku. Svijet u kojem smo živjeli do prije par mjeseci više ne postoji. Idemo ka čvrstim svjetskim regionalizacijama, a to je posljedica kako rata, tako i pandemije. Vidjelo se da je u pandemiji Europa dosta ovisila o Kini, a to si više neće smjeti dopustiti. Cijene energenata divljaju, a za to nema nekog objašnjenja – stvorilo se umjetno pitanje, špekulacije. Svi i dalje proizvode kao što su proizvodili, te se kupuje kao što se kupovalo. Pad cijena je moguć, ovisno o odluci zapadnih sila. Oni mogu odobrovoljiti one koji prodaju da to bude u nekom razumnom rangu”, prognozira Bandov.

Klimatske promjene i održivi razvoj su ozbiljna pitanja te, kako god da riješimo ovo aktualno, ova prethodna će nas pojesti, naglasio je.

“Povezivanje s Kinom Rusiji odgovara, ona sigurno neće prokockati svoju budućnost. Oni su država koja se evolucijom izbila u sam vrh svijeta. Njoj velike turbulencije nisu u interesu. Pokušat će dobiti povoljnije energente, i to od Rusije, koja ih ne može prodavati kao što je do sada. Odnos Kine i Rusije teško može biti klasično partnerski – može, ali kao što smo mi i SAD partneri, jasno je kako tu stoji odnos snaga. Ne možemo odlučivati o području Pacifika, mi možemo nješto reći o zapadnom Balkanu, Europi… Ali tu je otprilike kraj dosega. Kina ima 10 puta više stanovnika, gospodarska snaga je n puta veća nego ruska”, poručio je profesor.

Istaknuo je i da smo mi odavno na listi ruskih neprijatelja – jer je na njoj već bila EU.

“Sada su Hrvatsku posebno naglasili, ali nije se nešto posebno promijenilo. Ne vidim da smo mi neprijateljska zemlja Rusije. Hrvatska se zalaže za mir, te suverenitet država koje su prema međunarodnom javnom pravu suverene. Rusija konstantno izbjegava riječ rat – jer prema međunarodnom javnom pravu ne možete voditi rat. Hrvatska ne čini neka posebna prijateljstva. Moramo stvarati uvjete za suradnju sutra i treba nam što manje tih teatralnih izjava. Koji god potez povukli, treba imati na umu da će se u budućnosti morati surađivati”, zaključio Bandov.

Rusija, koja je do sada blokirala izvoz ukrajinskog žita, je u petak u Istanbulu potpisala sporazum o omogućavanju transporta Crnim morem. Ovo, ali i ostale aktualnosti, je na N1 televiziji komentirao stručnjak za međunarodne odnose dr. sc. Goran Bandov, pravnik i politolog, redoviti sveučilišni profesorom međunarodnih odnosa i diplomacije te rukovoditelj Središnjeg sveučilišnog ureda za međunarodne odnose i održivi razvoj Sveučilišta u Zagrebu.

Profesor je istaknuo kako je po pitanju uvoza žitarica najugroženija Afrika, a naročito Egipat i Tunis.

“Oni su dobivali ukrajinske žitarice, pa ih procesuirali dalje. Cijene su narasle, pa i tko nije ovisio o ukrajinskim žitaricama, ne može si priuštiti kupovati ih od drugih dobavljača, jer ih nema dovoljno. I Indonezija i Bangladeš su kupovali žitarice od Ukrajine, koja je veliki proizvođač žita, suncokreta…”, rekao je Bandov.

Ukrajina je sada u mogućnosti 120 dana slobodno izvoziti žito, pod strogom kontrolom, ali su zapadne sile skeptične oko toga hoće li se Rusija pridržavati ovog dogovora.

“Ako ne budu, ugrozit će svoj odnos s Turskom, a to im ne odgovara. Oni su na suprotstavljenim stranama – Turska je dio NATO saveza, te su osudili invaziju i zalažu se za mir. Turska je prvi susjed Rusije, ali i Ukrajine, pa si sigurno za mir. Oni su se postavili kao država s kvalitetnim diplomatskim odnosima za obje zemlje. Turska je u određenoj samoizolaciji od migrantske krize, a ovo je prilika da se ponovno afirmira na globalnoj sceni i to i koristi. Oni ne uvode sankcije, kako bi dali diplomatski okvir, te kako bi okuražili i jednu i drugu stranu u pronalasku rješenja”, objasnio je stručnjak.

Ovaj sporazum je bitan za cijeli svijet, a Rusija je neko vrijeme koristila pitanje žitarica kao svoje oružje, dodao je.

“Države koje profitiraju su one koje izvoze oružje. One koje energetske sustave mogu kontrolirati također profitiraju. Kada profitirate i dalje profitirate – ne razmišljate mudro, dugoročno niti globalno. Države koje izvoze hranu su u boljoj poziciji. No, mnoge su zatvorile mogućnost izvoza žitarica kako bi se osigurale. Čini mi se da smo svi u gubitku. Neke bi zapadne države profitirale kada bi se Rusiju potpuno iscrpilo. No pitanje je tko onda ima veću korist. Pitanje je i rasta cijena u Rusiji, kao i u drugdje u Europi”, kazao je politolog.

EU se trudila da do rata ne dođe, ističe.

“Macron i Merkel su ponudili sporazum koji je trebao regulirati odnose u Ukrajini, EU je inzistirala na njegovoj provedbi… Globalno – svi smo u velikom gubitku. Svijet u kojem smo živjeli do prije par mjeseci više ne postoji. Idemo ka čvrstim svjetskim regionalizacijama, a to je posljedica kako rata, tako i pandemije. Vidjelo se da je u pandemiji Europa dosta ovisila o Kini, a to si više neće smjeti dopustiti. Cijene energenata divljaju, a za to nema nekog objašnjenja – stvorilo se umjetno pitanje, špekulacije. Svi i dalje proizvode kao što su proizvodili, te se kupuje kao što se kupovalo. Pad cijena je moguć, ovisno o odluci zapadnih sila. Oni mogu odobrovoljiti one koji prodaju da to bude u nekom razumnom rangu”, prognozira Bandov.

Klimatske promjene i održivi razvoj su ozbiljna pitanja te, kako god da riješimo ovo aktualno, ova prethodna će nas pojesti, naglasio je.

“Povezivanje s Kinom Rusiji odgovara, ona sigurno neće prokockati svoju budućnost. Oni su država koja se evolucijom izbila u sam vrh svijeta. Njoj velike turbulencije nisu u interesu. Pokušat će dobiti povoljnije energente, i to od Rusije, koja ih ne može prodavati kao što je do sada. Odnos Kine i Rusije teško može biti klasično partnerski – može, ali kao što smo mi i SAD partneri, jasno je kako tu stoji odnos snaga. Ne možemo odlučivati o području Pacifika, mi možemo nješto reći o zapadnom Balkanu, Europi… Ali tu je otprilike kraj dosega. Kina ima 10 puta više stanovnika, gospodarska snaga je n puta veća nego ruska”, poručio je profesor.

Istaknuo je i da smo mi odavno na listi ruskih neprijatelja – jer je na njoj već bila EU.

“Sada su Hrvatsku posebno naglasili, ali nije se nešto posebno promijenilo. Ne vidim da smo mi neprijateljska zemlja Rusije. Hrvatska se zalaže za mir, te suverenitet država koje su prema međunarodnom javnom pravu suverene. Rusija konstantno izbjegava riječ rat – jer prema međunarodnom javnom pravu ne možete voditi rat. Hrvatska ne čini neka posebna prijateljstva. Moramo stvarati uvjete za suradnju sutra i treba nam što manje tih teatralnih izjava. Koji god potez povukli, treba imati na umu da će se u budućnosti morati surađivati”, zaključio Bandov.
