Dosadašnjim aktivnostima Vlada je u procesu osiguravanja 3,8 milijardi eura ili oko 28,5 milijardi kuna za obnovu i revitalizaciju potresom pogođenih područja, istaknuo je predsjednik Vlade Andrej Plenković u ponedjeljak na Prvoj hrvatskoj konferenciji o potresnom inženjerstvu – 1CroCEE.

Konferencija u organizaciji zagrebačkog Građevinskog fakulteta održana je na prvu godišnjicu snažnog potresa koji je lani pogodio Zagreb i okolicu. Kako je istaknuo predsjednik Vlade Andrej Plenković, razmjeri štete u Zagrebu i okolici, a potom i na Banovini, koju je razoran potres pogodio krajem prošle godine, su zaista veliki.

Naime, riječ je o 86 milijardi kuna za Zagreb i okolicu i 41,6 milijardi kuna za Banovinu, što je ukupno oko 128 milijardi kuna.

Stoga, da bi se skup i dug proces obnove uopće mogao provesti, ključno je osigurati potrebna financijska sredstva, osobito europska i međunarodna, rekao je Plenković.

Kako je istaknuo, dosad je intenzivnim aktivnostima na svim razinama za obnovu, rekonstrukciju i revitalizaciju pogođenih područja, Vlada u procesu osiguravanja 3,8 milijardi eura, odnosno oko 28,5 milijardi kuna, što je oko 22 posto potrebnih sredstava.

Od toga, naveo je Plenković, gotovo 1,4 milijarde eura je iz europskih izvora, a 2,4 milijarde eura kroz međunarodne financijske institucije. 

Europska sredstva uključuju 684 milijuna eura iz Fonda solidarnosti EU-a za obnovu Zagreba , gotovo 600 milijuna eura planira se iz Mehanizma za oporavak i otpornost (NPOO), a iz postojećeg VFO-a, realocirat će se 111 milijuna eura iz Operativnog programa Konkurentnost i kohezija.

Usto, nastojat će se osigurati sredstva i iz novog Višegodišnjeg financijskog okvira EU-a, čije je programiranje u tijeku i u kojemu će financiranje obnove imati posebnu stavku, izvijestio je Plenković.

Kada je riječ o međunarodnim financijskim institucijama, uz već potpisan zajam od 184 milijuna eura od Svjetske banke, vode se razgovori o dodatnih milijardu eura od Europske investicijske banke (EIB), 900 milijuna eura od Razvojne banke Vijeća Europe (CEB) i 300 milijuna eura od Europske banke za obnovu u razvoj (EBRD).

Tome svemu treba pridodati 319,2 milijuna eura koja je Hrvatska zatražila iz Europskog fonda solidarnosti za sanaciju šteta od potresa na Banovini, rekao je Plenković.

Plenković je naveo i da se vode kontinuirani razgovori s nizom razvojnih i poslovnih banaka kako bi se dogovorila rješenja koji će građanima omogućiti kreditne linije s povoljnim kamatnim stopama za potrebe financiranja obnove. To bi se ponajprije trebalo odnositi na financiranje njihovog udjela od 20 posto troškova obnove, na financiranje razlike troškova između konstrukcijske i cjelovite obnove, na financiranje obnove višestambenih zgrada, ali i državne obnove javnih zgrada.

Plenković je zahvalio svima koji su nesebično pružili pomoć unesrećenim sugrađanima. Poručio je da svakoj kvalitetnoj obnovi prethodi zahtjevna i cjelokupna institucionalna priprema, prikupljanje opširne dokumentacije, razrada dobrih idejnih rješenja, kao i uspostava transparentnih i učinkovitih procedura.  

"Sve to je danas iza nas i pojedini natječaji su već raspisani. Uskoro ulazimo u fazu organizirane konstrukcijske te potom cjelovite obnove, ne samo Zagreba već i susjednih županija", poručio je Plenković.

Istaknuo je i da se obnovom želi pokrenuti nov i velik razvojni ciklus u Zagrebu i okolnim županijama te na revitaliziranoj Banovini.

Dekan Građevinskog fakulteta u Zagrebu Stjepan Lakušić istaknuo je da je zagrebački potres još jednom nepobitno pokazao nužnost jačanja otpornosti zajednice prema katastrofama, te da bi trebao poslužiti kao upozorenje svim bitnim dionicima. 

Apostrofirao je da se Građevinski fakultet od prvih minuta potresa prije godinu dana stavio na raspolaganje, između ostalog i putem organizacije volontera za brze preglede potresom oštećenih građevina.

Obnašateljica dužnosti gradonačelnice Zagreba Jelena Pavičić Vukičević također je posebno izdvojila više od tri stotine statičara koji su se stavili na raspolaganje i mjesecima obilazili zagrebačke domove nakon potresa.

Ustvrdila je da prirodnu katastrofu treba iskoristiti kao poticaj za novi iskorak u promišljanju urbane revitalizacije Zagreba, podsjetivši da je pokojni zagrebački gradonačelnik Milan Bandić odmah nakon potresa osnovao Savjet za za urbanu obnovu, koji je u proteklih 12 mjeseci osmislio rješenja za obnovu.

U suradnji zagrebačkih stručnjaka i fakulteta, tako je razrađeno i 12 sektorskih modela obnove, a taj program cjelovite obnove jezgre Grada Zagreba sadrži viziju Zagreba 21. stoljeća, a rezultat je rada 120 eksperata u različitim znanstvenim područjima, rekla je Pavičić Vukičević.

Model je projektno razrađen na bloku 19, primjenjiv je na svaki od 168 donjogradskih blokova, a projekt bloka 19 se planira i prvi prijaviti za financiranje iz bespovratnih sredstava europskog Fonda za oporavak, dodala je Pavičić Vukičević.

Savjetnik predsjednika RH za ekonomiju Velibor Mačkić poručio je da treba analizirati učinjeno proteklih godinu dana, a da s druge strane, kada je riječ o cjelovitoj obnovi kojoj moramo pristupiti, moramo znati što želimo, odnosno kakve bi Zagreb i Banija trebali biti u budućnosti.

Poručio je i da je ovo trenutak kada se pokazuje zašto je država ovdje, pa se stoga svi trebaju potruditi da obnova bude krajnje transparentna, kako bi i to legitimiralo državu.

Rekao je i da država mora pomagati onim slabijima, a naposljetku, jednom kada obnova završi, da se ne smije dogoditi da na pogođenim područjima živi manje ljudi nego prije potresa.

Direktorica Svjetske banke za Hrvatsku i Sloveniju Elisabetta Capannelli poručila je da su potresi u Zagrebu te kasnije na Banovini utjecali na živote tisuća ljudi, a kako procijenjena šteta od tih nepredvidljivih događaja doseže oko 30 posto hrvatskog BDP-a.

Dosadašnjim aktivnostima Vlada je u procesu osiguravanja 3,8 milijardi eura ili oko 28,5 milijardi kuna za obnovu i revitalizaciju potresom pogođenih područja, istaknuo je predsjednik Vlade Andrej Plenković u ponedjeljak na Prvoj hrvatskoj konferenciji o potresnom inženjerstvu – 1CroCEE.

Konferencija u organizaciji zagrebačkog Građevinskog fakulteta održana je na prvu godišnjicu snažnog potresa koji je lani pogodio Zagreb i okolicu. Kako je istaknuo predsjednik Vlade Andrej Plenković, razmjeri štete u Zagrebu i okolici, a potom i na Banovini, koju je razoran potres pogodio krajem prošle godine, su zaista veliki.

Naime, riječ je o 86 milijardi kuna za Zagreb i okolicu i 41,6 milijardi kuna za Banovinu, što je ukupno oko 128 milijardi kuna.

Stoga, da bi se skup i dug proces obnove uopće mogao provesti, ključno je osigurati potrebna financijska sredstva, osobito europska i međunarodna, rekao je Plenković.

Kako je istaknuo, dosad je intenzivnim aktivnostima na svim razinama za obnovu, rekonstrukciju i revitalizaciju pogođenih područja, Vlada u procesu osiguravanja 3,8 milijardi eura, odnosno oko 28,5 milijardi kuna, što je oko 22 posto potrebnih sredstava.

Od toga, naveo je Plenković, gotovo 1,4 milijarde eura je iz europskih izvora, a 2,4 milijarde eura kroz međunarodne financijske institucije. 

Europska sredstva uključuju 684 milijuna eura iz Fonda solidarnosti EU-a za obnovu Zagreba , gotovo 600 milijuna eura planira se iz Mehanizma za oporavak i otpornost (NPOO), a iz postojećeg VFO-a, realocirat će se 111 milijuna eura iz Operativnog programa Konkurentnost i kohezija.

Usto, nastojat će se osigurati sredstva i iz novog Višegodišnjeg financijskog okvira EU-a, čije je programiranje u tijeku i u kojemu će financiranje obnove imati posebnu stavku, izvijestio je Plenković.

Kada je riječ o međunarodnim financijskim institucijama, uz već potpisan zajam od 184 milijuna eura od Svjetske banke, vode se razgovori o dodatnih milijardu eura od Europske investicijske banke (EIB), 900 milijuna eura od Razvojne banke Vijeća Europe (CEB) i 300 milijuna eura od Europske banke za obnovu u razvoj (EBRD).

Tome svemu treba pridodati 319,2 milijuna eura koja je Hrvatska zatražila iz Europskog fonda solidarnosti za sanaciju šteta od potresa na Banovini, rekao je Plenković.

Plenković je naveo i da se vode kontinuirani razgovori s nizom razvojnih i poslovnih banaka kako bi se dogovorila rješenja koji će građanima omogućiti kreditne linije s povoljnim kamatnim stopama za potrebe financiranja obnove. To bi se ponajprije trebalo odnositi na financiranje njihovog udjela od 20 posto troškova obnove, na financiranje razlike troškova između konstrukcijske i cjelovite obnove, na financiranje obnove višestambenih zgrada, ali i državne obnove javnih zgrada.

Plenković je zahvalio svima koji su nesebično pružili pomoć unesrećenim sugrađanima. Poručio je da svakoj kvalitetnoj obnovi prethodi zahtjevna i cjelokupna institucionalna priprema, prikupljanje opširne dokumentacije, razrada dobrih idejnih rješenja, kao i uspostava transparentnih i učinkovitih procedura.  

"Sve to je danas iza nas i pojedini natječaji su već raspisani. Uskoro ulazimo u fazu organizirane konstrukcijske te potom cjelovite obnove, ne samo Zagreba već i susjednih županija", poručio je Plenković.

Istaknuo je i da se obnovom želi pokrenuti nov i velik razvojni ciklus u Zagrebu i okolnim županijama te na revitaliziranoj Banovini.

Dekan Građevinskog fakulteta u Zagrebu Stjepan Lakušić istaknuo je da je zagrebački potres još jednom nepobitno pokazao nužnost jačanja otpornosti zajednice prema katastrofama, te da bi trebao poslužiti kao upozorenje svim bitnim dionicima. 

Apostrofirao je da se Građevinski fakultet od prvih minuta potresa prije godinu dana stavio na raspolaganje, između ostalog i putem organizacije volontera za brze preglede potresom oštećenih građevina.

Obnašateljica dužnosti gradonačelnice Zagreba Jelena Pavičić Vukičević također je posebno izdvojila više od tri stotine statičara koji su se stavili na raspolaganje i mjesecima obilazili zagrebačke domove nakon potresa.

Ustvrdila je da prirodnu katastrofu treba iskoristiti kao poticaj za novi iskorak u promišljanju urbane revitalizacije Zagreba, podsjetivši da je pokojni zagrebački gradonačelnik Milan Bandić odmah nakon potresa osnovao Savjet za za urbanu obnovu, koji je u proteklih 12 mjeseci osmislio rješenja za obnovu.

U suradnji zagrebačkih stručnjaka i fakulteta, tako je razrađeno i 12 sektorskih modela obnove, a taj program cjelovite obnove jezgre Grada Zagreba sadrži viziju Zagreba 21. stoljeća, a rezultat je rada 120 eksperata u različitim znanstvenim područjima, rekla je Pavičić Vukičević.

Model je projektno razrađen na bloku 19, primjenjiv je na svaki od 168 donjogradskih blokova, a projekt bloka 19 se planira i prvi prijaviti za financiranje iz bespovratnih sredstava europskog Fonda za oporavak, dodala je Pavičić Vukičević.

Savjetnik predsjednika RH za ekonomiju Velibor Mačkić poručio je da treba analizirati učinjeno proteklih godinu dana, a da s druge strane, kada je riječ o cjelovitoj obnovi kojoj moramo pristupiti, moramo znati što želimo, odnosno kakve bi Zagreb i Banija trebali biti u budućnosti.

Poručio je i da je ovo trenutak kada se pokazuje zašto je država ovdje, pa se stoga svi trebaju potruditi da obnova bude krajnje transparentna, kako bi i to legitimiralo državu.

Rekao je i da država mora pomagati onim slabijima, a naposljetku, jednom kada obnova završi, da se ne smije dogoditi da na pogođenim područjima živi manje ljudi nego prije potresa.

Direktorica Svjetske banke za Hrvatsku i Sloveniju Elisabetta Capannelli poručila je da su potresi u Zagrebu te kasnije na Banovini utjecali na živote tisuća ljudi, a kako procijenjena šteta od tih nepredvidljivih događaja doseže oko 30 posto hrvatskog BDP-a.
