Vlada u eventualnim izmjenama Zakona o potrošačkom kreditiranju nikako ne planira ići u smjeru naglog smanjenja ili ukidanja minusa na tekućim računima građana, rekao je u četvrtak potpredsjednik Vlade i ministar financija Zdravko Marić.
"Naše eventualne izmjene ni u kojem slučaju ne bi smjele i neće dovesti do toga da dovedu do nekog iznenadnog, izvanrednog ili ubrzanog smanjivanja ili potpunog ukidanja tih prekoračenja", rekao je Marić nakon sjednice Vlade.
"Ni u kom slučaju ne bi bila ideja da dođe do nekakvog paničnog djelovanja banaka, a onda i dodatnih problema za građane", dodao je i i istaknuo da je Vladina namjera suprotna: osigurati određeno vrijeme u kojemu bi se dvojbene situacije regulirale.
Kako je iznio, podaci HNB-a pokazuju da je 95 posto prekoračenja prešutnih, odnosno 31 tisuća građana je u dopuštenom prekoračenju ("minusu"), a 840 tisuća u prešutnom, pri čemu je prosječna kamatna stopa na dopušteno prekoračenje 7,6 posto, a na prešutno između 10 i 11 posto.
Ministar financija iznio je i da od 2,6 milijuna tekućih računa oko 1,8 milijuna korisnika ima odobrena prekoračenja, ali da je od toga 65 posto onih koji ga koriste.
Podsjetio je da su odobrena prekoračenja ugovorna kategorija i predstavljaju kreditni posao, jer je definirana kamata i obročna otplata.
Najavio je da će Vlada analizirati podatke o prekoračenjima i nakon toga odlučiti kako najbolje zaštititi građane i vidjeti treba li predložiti izmjene i dopune Zakona o potrošačkom kreditiranju. Te bi izmjene, bude li ih, bile usmjerene zaštiti potrošača, naglasio je.
Na pitanje je li HNB trebao ranije reagirati na činjenicu da velik dio građana svakodnevno živi s minusima i prekoračenjima, odgovorio je da s obzirom na svoju poziciju ne komentira poteze neovisne monetarne vlasti.
Značajniji porast udjela i nominalnog iznosa prešutnih prekoračenja u "minusima" građana po njegovim je riječima predmet analize, ali, kako je rekao, za pretpostaviti je da to kreće od 2018. godine kada je odlukom HNB-a u izračun efektivne kamatne stope uključena naknada za vođenje tekućeg računa, što se odrazilo na građane s nižim prihodima.
Premijer Andrej Plenković u četvrtak je najavio mogućnost zakonskih izmjena kojima bi se reguliralo prešutno prekoračenje na tekućim računima građana.
Plenković je u uvodnom obraćanju na sjednici Vlade, a nakon sastanka s guvernerom Hrvatske narodne banke Borisom Vujčićem, izvijestio da je na sastanku dogovoreno da će HNB Ministarstvu financija dostaviti temeljitu analizu te teme, a da će Vlada tražiti najbolje rješenje, pri čemu će se, ako će biti potrebno, ići i sa zakonskim izmjenama.
"Vodit ćemo računa da rješenje koje ćemo predložiti, što uključuje i moguću zakonsku izmjenu i eventualno limitiranje efektivne kamatne stope, koja uključuje ne samo kamatnu stopu nego i naknade, ne ugrozi egzistenciju naših sugrađana koji koriste instrument prešutnog prekoračenja", izjavio je Plenković.
Ustvrdio je da rješenje mora omogućiti bolju informiranost, nižu kamatnu stopu, a ne dovesti do toga da banke eventualno donose odluke o smanjenju limita prekoračenja.
Dodao je da je dodatan financijski instrument prešutnog prekoračenja, koji je očito zadnjih godina u raširenoj uporabi, doveo do situacije da neki građani nisu možda bili svjesni viših kamatnih stopa kod tog instrumenta.
Za idući tjedan je najavio sastanak sa svim bankama koje klijentima omogućavaju prešutna prekoračenja, napomenuvši da prema informacijama guvernera Vujčića kamatne stope na ta prekoračenja u Hrvatskoj su praktički na razini prosjeka EU-a, dok se sam nominalni iznos minusa proteklih godina smanjio za gotovo dvije milijarde kuna.

Vlada u eventualnim izmjenama Zakona o potrošačkom kreditiranju nikako ne planira ići u smjeru naglog smanjenja ili ukidanja minusa na tekućim računima građana, rekao je u četvrtak potpredsjednik Vlade i ministar financija Zdravko Marić.
"Naše eventualne izmjene ni u kojem slučaju ne bi smjele i neće dovesti do toga da dovedu do nekog iznenadnog, izvanrednog ili ubrzanog smanjivanja ili potpunog ukidanja tih prekoračenja", rekao je Marić nakon sjednice Vlade.
"Ni u kom slučaju ne bi bila ideja da dođe do nekakvog paničnog djelovanja banaka, a onda i dodatnih problema za građane", dodao je i i istaknuo da je Vladina namjera suprotna: osigurati određeno vrijeme u kojemu bi se dvojbene situacije regulirale.
Kako je iznio, podaci HNB-a pokazuju da je 95 posto prekoračenja prešutnih, odnosno 31 tisuća građana je u dopuštenom prekoračenju ("minusu"), a 840 tisuća u prešutnom, pri čemu je prosječna kamatna stopa na dopušteno prekoračenje 7,6 posto, a na prešutno između 10 i 11 posto.
Ministar financija iznio je i da od 2,6 milijuna tekućih računa oko 1,8 milijuna korisnika ima odobrena prekoračenja, ali da je od toga 65 posto onih koji ga koriste.
Podsjetio je da su odobrena prekoračenja ugovorna kategorija i predstavljaju kreditni posao, jer je definirana kamata i obročna otplata.
Najavio je da će Vlada analizirati podatke o prekoračenjima i nakon toga odlučiti kako najbolje zaštititi građane i vidjeti treba li predložiti izmjene i dopune Zakona o potrošačkom kreditiranju. Te bi izmjene, bude li ih, bile usmjerene zaštiti potrošača, naglasio je.
Na pitanje je li HNB trebao ranije reagirati na činjenicu da velik dio građana svakodnevno živi s minusima i prekoračenjima, odgovorio je da s obzirom na svoju poziciju ne komentira poteze neovisne monetarne vlasti.
Značajniji porast udjela i nominalnog iznosa prešutnih prekoračenja u "minusima" građana po njegovim je riječima predmet analize, ali, kako je rekao, za pretpostaviti je da to kreće od 2018. godine kada je odlukom HNB-a u izračun efektivne kamatne stope uključena naknada za vođenje tekućeg računa, što se odrazilo na građane s nižim prihodima.
Premijer Andrej Plenković u četvrtak je najavio mogućnost zakonskih izmjena kojima bi se reguliralo prešutno prekoračenje na tekućim računima građana.
Plenković je u uvodnom obraćanju na sjednici Vlade, a nakon sastanka s guvernerom Hrvatske narodne banke Borisom Vujčićem, izvijestio da je na sastanku dogovoreno da će HNB Ministarstvu financija dostaviti temeljitu analizu te teme, a da će Vlada tražiti najbolje rješenje, pri čemu će se, ako će biti potrebno, ići i sa zakonskim izmjenama.
"Vodit ćemo računa da rješenje koje ćemo predložiti, što uključuje i moguću zakonsku izmjenu i eventualno limitiranje efektivne kamatne stope, koja uključuje ne samo kamatnu stopu nego i naknade, ne ugrozi egzistenciju naših sugrađana koji koriste instrument prešutnog prekoračenja", izjavio je Plenković.
Ustvrdio je da rješenje mora omogućiti bolju informiranost, nižu kamatnu stopu, a ne dovesti do toga da banke eventualno donose odluke o smanjenju limita prekoračenja.
Dodao je da je dodatan financijski instrument prešutnog prekoračenja, koji je očito zadnjih godina u raširenoj uporabi, doveo do situacije da neki građani nisu možda bili svjesni viših kamatnih stopa kod tog instrumenta.
Za idući tjedan je najavio sastanak sa svim bankama koje klijentima omogućavaju prešutna prekoračenja, napomenuvši da prema informacijama guvernera Vujčića kamatne stope na ta prekoračenja u Hrvatskoj su praktički na razini prosjeka EU-a, dok se sam nominalni iznos minusa proteklih godina smanjio za gotovo dvije milijarde kuna.
