U jednoj od najdubljih kriza u mandatu Andreja Plenkovića nastupio je time out. Zbog smrti premijerova oca, poznatoga sveučilišnog profesora komunikologije Marija Plenkovića, idućih će dana vladati određeno zatišje.

Nakon toga, u to nema nikakve sumnje, slijedi nova ofenziva oporbe.

Ipak, jedna stvar se čini prilično sigurnom: izvanrednih izbora u Hrvatskoj ipak neće biti.

– Izbori ne odgovaraju Plenkoviću i zato će on 100 posto ići na to da ih izbjegne. Nema naprosto jamstva da će on sastaviti Vladu nakon njih. HDZ bi imao najviše mandata, ali pitanje je bi li imali dovoljno za novu većinu – ističe u izjavi za Slobodnu Dalmaciju komunikacijski strateg Krešimir Macan, koji je do sada u karijeri imao priliku biti u savjetničkom timu dvojice hrvatskih predsjednika – Franje Tuđmana i Ive Josipovića – a savjetovao je i dvojicu premijera, Andreja Plenkovića i Ivicu Račana. HDZ-u, upozorava on, nedostaju koalicijski partneri.

– Da ih HDZ ima, onda bi i izbori bili opcija. Ovako, čini mi se da nisu realni. To više što je Milanović taj koji daje mandat nakon izbora. A nije sigurno bi li on Plenkoviću uopće htio dati mandat za sastavljanje Vlade – upozorava Macan. Osim toga, ni ostalim strankama previše ne odgovaraju izbori.

Spremni 'spavači'

– Oporba je u rasulu. Kad se zbroji rejting SDP-a i platforme Možemo (13,5% i 9,4% po Ipsosu), oni ne prelaze rejting koji ima HDZ (30,4%). S Agrokorom i Istanbulskom konvencijom Plenković je bio u puno težoj situaciji, pa je ostao na vlasti i nije išao na izbore. Zašto bi išao na njih kad mu je većina u Saboru stabilna? HSU je podržao mjere za umirovljenike, Hrvoje Zekanović je isto tu, a pitanje je koliko još ima HDZ-ovih "spavača" u Saboru – ocjenjuje Macan.

Prema njegovu mišljenju, čak ni rekonstrukcija Vlade nije nužna da se hitno napravi.

– Sada je važno da nađe novog ministra graditeljstva, a rekonstrukcije će biti, ali samo po premijerovim uvjetima. HDZ sada mora procijeniti stvarne razmjere afere s Josipom Rimac. Ona je uletjela u mrežu i sada je pitanje koga će sve oni koji su uhićeni pokušati "uvaliti". Tu i USKOK mora imati čvrste dokaze prije akcije, a ne samo nagodbe nastale na "rekla-kazala". Vidimo to u slučaju ministra Horvata – njegova bivša suradnica je naložila bas sve, pitanje je kakvu je nagodbu dobila – upozorava naš sugovornik. Komentirajući pak Plenkovićeve kritike na račun DORH-a i USKOK-a koje su izazvale nepodijeljenu osudu u javnosti, on povlači paralelu s vremenom u kojemu je Vladu vodila Jadranka Kosor. I optužnicama koje su DORH i USKOK podizale u to vrijeme, i koje su uvelike trasirale put HDZ-ovu porazu 2011. godine.

– Jadranka Kosor pustila je tada duha iz boce, a poslije ga nije mogla vratiti. Plenković je naučio lekciju. Jasno je dokazao da se ne petlja u pravosuđe jer je za uhićenje ministra Horvata doista doznao iz medija. Plenkoviću je sada važno da se ovo ne pretvori u potpuno divljanje pravosuđa. I zato je ono što je u subotu rekao zapravo poruka njegovu HDZ-u da neće proći kao u mandatu Jadranke Kosor, kada su svi bili na meti – zaključuje ovaj stručnjak za politički marketing.

Strateška rezerva

Plenković u ovom trenutku ima 76 ruku u Saboru. I za sada tu većinu, u kojoj ga podržava osam manjinskih zastupnika, Reformisti i HNS, ima na svojoj strani. No ako istrage pokažu da postoji sumnja u kaznenu odgovornost i drugih članova Vlade – potpredsjednika Vlade iz redova SDSS-a Borisa Miloševića te ministra rada, mirovinskoga sustava, obitelji i socijalne politike Josipa Aladrovića, ne samo Horvata – ako se na meti USKOK-a doista nađe i Tomislav Ćorić, onda je moguće da će neki partneri pokazati ambiciju da se povuku iz tako duboko kompromitirane Vlade. U prvom redu Reformisti Radimira Čačića.

U tom bi slučaju HDZ morao naći stratešku rezervu. Zastupnik Hrvatske stranke umirovljenika Silvano Hrelja uvijek je isticao da je spreman podržati kvalitetna rješenja za umirovljeničku populaciju. Hrvoje Zekanović, suverenist kojega su istjerali iz Kluba suverenista jer je imao ispravne stavove o cijepljenju – i usudio se to jasno i glasno reći – nije želio demantirati da će ubuduće podržati HDZ-ovu Vladu. SDP-ovci bi rado u nekoj novoj Plenkovićevoj većini vidjeli i pokojeg člana Kluba socijaldemokrata. Čisto da opravdaju njihovo brutalno, dobrim dijelom i potpuno bezrazložno izbacivanje iz redova SDP-a. A dugo se spekuliralo i da HDZ "spavače" ima i u Domovinskom pokretu.

Rezerve, dakle, ima. Samo je pitanje hoće li je Plenković i u kakvim okolnostima trebati aktivirati.

U jednoj od najdubljih kriza u mandatu Andreja Plenkovića nastupio je time out. Zbog smrti premijerova oca, poznatoga sveučilišnog profesora komunikologije Marija Plenkovića, idućih će dana vladati određeno zatišje.

Nakon toga, u to nema nikakve sumnje, slijedi nova ofenziva oporbe.

Ipak, jedna stvar se čini prilično sigurnom: izvanrednih izbora u Hrvatskoj ipak neće biti.

– Izbori ne odgovaraju Plenkoviću i zato će on 100 posto ići na to da ih izbjegne. Nema naprosto jamstva da će on sastaviti Vladu nakon njih. HDZ bi imao najviše mandata, ali pitanje je bi li imali dovoljno za novu većinu – ističe u izjavi za Slobodnu Dalmaciju komunikacijski strateg Krešimir Macan, koji je do sada u karijeri imao priliku biti u savjetničkom timu dvojice hrvatskih predsjednika – Franje Tuđmana i Ive Josipovića – a savjetovao je i dvojicu premijera, Andreja Plenkovića i Ivicu Račana. HDZ-u, upozorava on, nedostaju koalicijski partneri.

– Da ih HDZ ima, onda bi i izbori bili opcija. Ovako, čini mi se da nisu realni. To više što je Milanović taj koji daje mandat nakon izbora. A nije sigurno bi li on Plenkoviću uopće htio dati mandat za sastavljanje Vlade – upozorava Macan. Osim toga, ni ostalim strankama previše ne odgovaraju izbori.

Spremni 'spavači'

– Oporba je u rasulu. Kad se zbroji rejting SDP-a i platforme Možemo (13,5% i 9,4% po Ipsosu), oni ne prelaze rejting koji ima HDZ (30,4%). S Agrokorom i Istanbulskom konvencijom Plenković je bio u puno težoj situaciji, pa je ostao na vlasti i nije išao na izbore. Zašto bi išao na njih kad mu je većina u Saboru stabilna? HSU je podržao mjere za umirovljenike, Hrvoje Zekanović je isto tu, a pitanje je koliko još ima HDZ-ovih "spavača" u Saboru – ocjenjuje Macan.

Prema njegovu mišljenju, čak ni rekonstrukcija Vlade nije nužna da se hitno napravi.

– Sada je važno da nađe novog ministra graditeljstva, a rekonstrukcije će biti, ali samo po premijerovim uvjetima. HDZ sada mora procijeniti stvarne razmjere afere s Josipom Rimac. Ona je uletjela u mrežu i sada je pitanje koga će sve oni koji su uhićeni pokušati "uvaliti". Tu i USKOK mora imati čvrste dokaze prije akcije, a ne samo nagodbe nastale na "rekla-kazala". Vidimo to u slučaju ministra Horvata – njegova bivša suradnica je naložila bas sve, pitanje je kakvu je nagodbu dobila – upozorava naš sugovornik. Komentirajući pak Plenkovićeve kritike na račun DORH-a i USKOK-a koje su izazvale nepodijeljenu osudu u javnosti, on povlači paralelu s vremenom u kojemu je Vladu vodila Jadranka Kosor. I optužnicama koje su DORH i USKOK podizale u to vrijeme, i koje su uvelike trasirale put HDZ-ovu porazu 2011. godine.

– Jadranka Kosor pustila je tada duha iz boce, a poslije ga nije mogla vratiti. Plenković je naučio lekciju. Jasno je dokazao da se ne petlja u pravosuđe jer je za uhićenje ministra Horvata doista doznao iz medija. Plenkoviću je sada važno da se ovo ne pretvori u potpuno divljanje pravosuđa. I zato je ono što je u subotu rekao zapravo poruka njegovu HDZ-u da neće proći kao u mandatu Jadranke Kosor, kada su svi bili na meti – zaključuje ovaj stručnjak za politički marketing.

Strateška rezerva

Plenković u ovom trenutku ima 76 ruku u Saboru. I za sada tu većinu, u kojoj ga podržava osam manjinskih zastupnika, Reformisti i HNS, ima na svojoj strani. No ako istrage pokažu da postoji sumnja u kaznenu odgovornost i drugih članova Vlade – potpredsjednika Vlade iz redova SDSS-a Borisa Miloševića te ministra rada, mirovinskoga sustava, obitelji i socijalne politike Josipa Aladrovića, ne samo Horvata – ako se na meti USKOK-a doista nađe i Tomislav Ćorić, onda je moguće da će neki partneri pokazati ambiciju da se povuku iz tako duboko kompromitirane Vlade. U prvom redu Reformisti Radimira Čačića.

U tom bi slučaju HDZ morao naći stratešku rezervu. Zastupnik Hrvatske stranke umirovljenika Silvano Hrelja uvijek je isticao da je spreman podržati kvalitetna rješenja za umirovljeničku populaciju. Hrvoje Zekanović, suverenist kojega su istjerali iz Kluba suverenista jer je imao ispravne stavove o cijepljenju – i usudio se to jasno i glasno reći – nije želio demantirati da će ubuduće podržati HDZ-ovu Vladu. SDP-ovci bi rado u nekoj novoj Plenkovićevoj većini vidjeli i pokojeg člana Kluba socijaldemokrata. Čisto da opravdaju njihovo brutalno, dobrim dijelom i potpuno bezrazložno izbacivanje iz redova SDP-a. A dugo se spekuliralo i da HDZ "spavače" ima i u Domovinskom pokretu.

Rezerve, dakle, ima. Samo je pitanje hoće li je Plenković i u kakvim okolnostima trebati aktivirati.
