Kako je premijer Andrej Plenković prošli tjedan najavio, danas bi se trebao održati sastanak s bankarima na kojem će razgovarati o prešutnim prekoračenjima te kako riješiti taj problem koji je zakupio pažnju cijele javnosti, piše Jutarnji.

Bit će to ujedno prilika da se iznesu prijedlozi koji bi se našli u izmijenjenom Zakonu o potrošačkom kreditiranju, za kojeg je ministar Zdravko Marić kazao da će, umjesto iduće godine, biti donesen do kraja ove godine.

Novi limiti

Pritom je ključno hoće li biti usvojeni prijedlozi HNB-a, osobita dva, onaj koji se odnosi na ograničenje prešutnog prekoračenja na 1.500 kuna, na koji se ne primjenjuje najviša efektivna kamatna stopa (EKS), te kako će ona biti definirane. Sudeći po zauzetim pozicijama samih banaka i predstavnika potrošača, čije će se mišljenje, vrlo vjerojatno, također tražiti, promjene HNB-ove inicijative s kraja srpnja čine se dosta izglednim.

Kako objašnjava direktor Hrvatske udruge banaka Zdenko Adrović, banke smatraju da treba „delimitirati“ EKS „jer toga nema u nijednoj zemlji EU“.

Istodobno, banke podržavaju limit na nominalnu kamatnu stopu, ali na razini nekih drugih zemalja.

„Suština je u transparentnosti svih podataka za klijente, odnosno potrošače, a ne u razini kamatne stope, uz uvjet da ona ne bude previsoka u odnosu na druge usporedive zemlje“, kaže Adrović. Dodaje kako bi bilo lijepo „da vlast shvati i da visina kamatnih stopa u jednoj zemlji ovisi o razini reda ili nereda u toj zemlji, a ne administrativnim ograničenjima“.

Ukoliko bi ostala najviša efektivna kamatna stopa od sadašnjih 7,61 posto (mijenja se svakih šest mjeseci) za prekoračenja na dogovorene minuse, bankari najavljuju da će mnogi građani s malim primanjima, do 5.000 kuna, ostati bez mogućnosti korištenja minusa jer je to za njih preniska cijena za tako rizičan proizvod.

Kada je, pak, riječ o predloženom razdoblju za otplatu iznosa smanjenog prekoračenja, banke su suglasne s HNB-ovom inicijativom da to bude 12 mjeseci.

Beskamatno vraćanje duga

Vladi je istodobno cilj da se građani koji sada koriste prešutna prekoračenja, u tom prijelazu prema dogovorenom i ugovorenom odnosu s bankom, ne nađu u situaciji da im banke uskrate tu uslugu, ali ni da je naplaćuju koliko požele. Denis Smajo iz udruge Potrošač predlaže da se prešutni minusi, u odnosu na prijedlog HNB-a, dignu na 3.000 kuna, barem neko prijelazno vrijeme, do tri godine. Nakon toga, objašnjava, mogli bi se smanjiti na 1500 kuna, pa i manje. Povrat razlike predstavnici potrošača također bi omogućili kroz 12 mjeseci, ali „beskamantno“, umjesto po najvišoj efektivnoj kamatnoj stopi.

Kad je riječ o delimitiranju efektivne kamate što predlažu banke, Smajo nije za to, smatra da ona treba ostati u zakonu "jer se banke i ovako previše oslanjanju na razno-razne naknade". Iako banke 'prijete' da bi u tom slučaju mnogi građani s niskim primanjima mogli ostati bez minusa, potrošači vjeruju da se one neće tako lako odreći mogućnosti da naplate najvišu kamatnu stopu, pa makar i limitiranu.

Kako je premijer Andrej Plenković prošli tjedan najavio, danas bi se trebao održati sastanak s bankarima na kojem će razgovarati o prešutnim prekoračenjima te kako riješiti taj problem koji je zakupio pažnju cijele javnosti, piše Jutarnji.

Bit će to ujedno prilika da se iznesu prijedlozi koji bi se našli u izmijenjenom Zakonu o potrošačkom kreditiranju, za kojeg je ministar Zdravko Marić kazao da će, umjesto iduće godine, biti donesen do kraja ove godine.

Novi limiti

Pritom je ključno hoće li biti usvojeni prijedlozi HNB-a, osobita dva, onaj koji se odnosi na ograničenje prešutnog prekoračenja na 1.500 kuna, na koji se ne primjenjuje najviša efektivna kamatna stopa (EKS), te kako će ona biti definirane. Sudeći po zauzetim pozicijama samih banaka i predstavnika potrošača, čije će se mišljenje, vrlo vjerojatno, također tražiti, promjene HNB-ove inicijative s kraja srpnja čine se dosta izglednim.

Kako objašnjava direktor Hrvatske udruge banaka Zdenko Adrović, banke smatraju da treba „delimitirati“ EKS „jer toga nema u nijednoj zemlji EU“.

Istodobno, banke podržavaju limit na nominalnu kamatnu stopu, ali na razini nekih drugih zemalja.

„Suština je u transparentnosti svih podataka za klijente, odnosno potrošače, a ne u razini kamatne stope, uz uvjet da ona ne bude previsoka u odnosu na druge usporedive zemlje“, kaže Adrović. Dodaje kako bi bilo lijepo „da vlast shvati i da visina kamatnih stopa u jednoj zemlji ovisi o razini reda ili nereda u toj zemlji, a ne administrativnim ograničenjima“.

Ukoliko bi ostala najviša efektivna kamatna stopa od sadašnjih 7,61 posto (mijenja se svakih šest mjeseci) za prekoračenja na dogovorene minuse, bankari najavljuju da će mnogi građani s malim primanjima, do 5.000 kuna, ostati bez mogućnosti korištenja minusa jer je to za njih preniska cijena za tako rizičan proizvod.

Kada je, pak, riječ o predloženom razdoblju za otplatu iznosa smanjenog prekoračenja, banke su suglasne s HNB-ovom inicijativom da to bude 12 mjeseci.

Beskamatno vraćanje duga

Vladi je istodobno cilj da se građani koji sada koriste prešutna prekoračenja, u tom prijelazu prema dogovorenom i ugovorenom odnosu s bankom, ne nađu u situaciji da im banke uskrate tu uslugu, ali ni da je naplaćuju koliko požele. Denis Smajo iz udruge Potrošač predlaže da se prešutni minusi, u odnosu na prijedlog HNB-a, dignu na 3.000 kuna, barem neko prijelazno vrijeme, do tri godine. Nakon toga, objašnjava, mogli bi se smanjiti na 1500 kuna, pa i manje. Povrat razlike predstavnici potrošača također bi omogućili kroz 12 mjeseci, ali „beskamantno“, umjesto po najvišoj efektivnoj kamatnoj stopi.

Kad je riječ o delimitiranju efektivne kamate što predlažu banke, Smajo nije za to, smatra da ona treba ostati u zakonu "jer se banke i ovako previše oslanjanju na razno-razne naknade". Iako banke 'prijete' da bi u tom slučaju mnogi građani s niskim primanjima mogli ostati bez minusa, potrošači vjeruju da se one neće tako lako odreći mogućnosti da naplate najvišu kamatnu stopu, pa makar i limitiranu.

Kako je premijer Andrej Plenković prošli tjedan najavio, danas bi se trebao održati sastanak s bankarima na kojem će razgovarati o prešutnim prekoračenjima te kako riješiti taj problem koji je zakupio pažnju cijele javnosti, piše Jutarnji.

Bit će to ujedno prilika da se iznesu prijedlozi koji bi se našli u izmijenjenom Zakonu o potrošačkom kreditiranju, za kojeg je ministar Zdravko Marić kazao da će, umjesto iduće godine, biti donesen do kraja ove godine.

Novi limiti

Pritom je ključno hoće li biti usvojeni prijedlozi HNB-a, osobita dva, onaj koji se odnosi na ograničenje prešutnog prekoračenja na 1.500 kuna, na koji se ne primjenjuje najviša efektivna kamatna stopa (EKS), te kako će ona biti definirane. Sudeći po zauzetim pozicijama samih banaka i predstavnika...
