"Rat u Ukrajini je pokazao koliko je EU ovisna o ruskim fosilnim gorivima, ali naftovod koji je začet kao jugoslavenski rival sovjetskoj infrastrukturi mogao bi pomoći Hrvatskoj da izađe kao pobjednik iz europske energetske krize", zanimljiva je rečenica kojom počinje danas objavljeni tekst u Financial Timesu o Hrvatskoj koji potpisuje Martin Dunai iz Budimpešte.

Tome tonu valja pridodati i podnaslov koji tumači da Zagreb priprema korake da popuni praznine koje je za cijelu regiju izazvao ruski energetski rez, a pritom se zemlja fokusira na zelenu energiju.

Kako objašnjavaju takav ton, koji obično slušamo iz ministarskih usta?

S jedne strane kažu da bi Hrvatska mogla udvostručiti kapacitet naftovoda Janafa na dva milijuna tona mjesečno, što bi bio spas za članice EU-a kao što su Mađarska, Slovačka i Slovenija kao i za Srbiju i BiH, koje imaju terminale i rafinerije povezane na Janafov naftovod i nastoje smanjiti ovisnost o ruskom plinu. Napominju također da Hrvatska namjerava povećati kapacitet uvoza ukapljenog prirodnog plina (LNG) sa sadašnjih 2,9 milijardi prostornih metara godišnje na 6,1 milijardu prostornih metara godišnje, dok će joj istodobno "veliki investicijski ciklus u vjetroelektrane i sunčane elektrane omogućiti da postane neto energetski izvoznik", kako FT navodi ocjenu analitičara.

Hrvatska kao energetska ulazna točka

Taj optimistični scenarij, koji bi se tek trebao dogoditi jer trenutno Hrvatska jako zaostaje u razvoju obnovljivih izvora energije, FT-u objašnjava Igor Dekanić, profesor na Rudarsko-geološko-naftnom fakultetu u Zagrebu. Kaže kako Hrvatska ima dobru priliku da postane energetska ulazna točka za brojne susjedne zemlje u središnjoj Europi u sadašnjoj energetskoj geopolitičkoj situaciji i teškoćama s uvozom energije iz Rusije.

U tekstu se podsjeća da je Hrvatska počela s diversifikacijom energetskih izvora puno prije ruske invazije na Ukrajinu, uvozeći rastuće količine nafte iz Azerbajdžana i Kazahstana dok je istodobno reducirala uvoz nafte iz Rusije na četvrtinu svojeg ukupnog uvoza 2020. godine, što je najniža razina od 2003. godine. LNG terminal na Krku je pak ojačao neovisnost o ruskom plinu (koji je, prema podacima MMF-a koje FT navodi, činio manje od jedan posto ukupne energetske potrošnje Hrvatske 2020. godine), a uvoz ukapljenog prirodnog plina, i to uglavnom iz SAD-a, zamijenio je rusku opskrbu.

FT ne obrazlaže dalje te tvrdnje, niti iznosi količine koje se uvoze te gdje i kako završavaju, a ne spominje niti domaću proizvodnju. Navodi, međutim, da bi Zagreb mogao profitirati od toga da postaje veći opskrbljivač svojih susjeda koji nastoje diverzificirati uvoz, naplaćujući veće iznose za naknadu transporta nafte i plina.

Janaf povisio cijene?

Opisujući mađarska nastojanja, novinar kaže da ta zemlja jača svoje energetske veze prema jugu te da bi Janafov naftovod mogao pomoći Budimpešti da smanji ovisnost o ruskoj nafti.

Molove rafinerije u blizini Budimpešte i Bratislave su, naime, ovisne o naftovodu Družba koji dovodi rusku naftu preko Ukrajine, a to je sada ugroženo što zbog EU sankcija što zbog mogućih ratnih oštećenja ili odluke Moskve da zaustavi dotok nafte, podsjeća FT. EU je, inače, isključila iz sankcija koje stupaju na snagu u prosincu naftu koja se doprema naftovodima, a Mol planira modernizirati svoje rafinerije (investicija od oko 500 milijuna eura), kako bi mogle prerađivati lakšu, ne-rusku naftu.

U tekstu nema spomena o Ininoj riječkoj rafineriji niti njenim kapacitetima ili ulozi.

Kaže se, međutim, da Janafov naftovod može transportirati milijun tona nafte mjesečno te da će s dodatnim investicijama udvostručiti kapacitet što bi moglo pokriti potrebe rafinerija u Mađarskoj, Slovačkoj i Srbiji. Citiraju odgovor koji su dobili iz Janafa koji kaže da takva odluka tek treba biti donijeta u skladu s politikama EU-a i hrvatske vlade, a da je Janaf spreman djelovati brzo.

Novinar se poziva i na neimenovani izvor koji mu je rekao da je Janaf već povećao cijene transporta nafte koju dovodi susjedima, ali iz Janafa to nisu potvrdili odnosno specificirali.

Hrvatska zakasnila?

Navodi se tvrdnja premijera Andreja Plenkovića da će zahvaljujući udvostručenja kapaciteta LNG terminala Hrvatska imati ulogu regionalnog energetskog huba, ali potom i objašnjava kako je Hrvatska već mogla imati znatno veću ulogu da nije jedno desetljeće odgađala gradnju krčkog terminala i smanjila mu kapacitet, kako podsjeća stručnjak za energetiku András Simonyi iz Atlantic Council. On tvrdi da je Hrvatska zakasnila jer će Amerikanci povećati proizvodnju LNG-a, te će plina (koji se smatra tranzicijskim gorivom dok obnovljivi izvori ne preuzmu teren) u Europi biti, ali ne i infrastrukture za uvoz LNG-a. "Nitko neće čekati Hrvatsku koja je mogla preuzimati puno više plina da je imala veće ambicije", komentirao je.

S druge strane, takav hrvatski odmjereni pristup mogao bi se ipak isplatiti, piše FT.

Navodi Dražena Jakšića, direktora zagrebačkog Instituta Hrvoje Požar, koji govori o snažnom interesu investitora za nove projekte obnovljivih izvora energije koji bi mogli znatno povećati hrvatske trenutne kapacitete u proizvodnji čiste električne energije koji su na oko 1 GW. Savjetnik predsjednika države Julije Domac pak dodaje da hrvatska vlada cilja na širenje kapaciteta proizvodnje energije iz sunca na 7GW (sa sadašnjih 160 MW) te udvostručenje kapaciteta vjetroeleketrana sa sadašnjih 1GW, te radi na unapređenju regulative te prijenosne mreže. Sve to bi trebalo voditi tome da Hrvatska izbaci iz upotrebe elektrane na ugljen do 2033. godine te da ima i višak struje za izvoz, kako je Domac rekao FT-u.

"Rat u Ukrajini je pokazao koliko je EU ovisna o ruskim fosilnim gorivima, ali naftovod koji je začet kao jugoslavenski rival sovjetskoj infrastrukturi mogao bi pomoći Hrvatskoj da izađe kao pobjednik iz europske energetske krize", zanimljiva je rečenica kojom počinje danas objavljeni tekst u Financial Timesu o Hrvatskoj koji potpisuje Martin Dunai iz Budimpešte.

Tome tonu valja pridodati i podnaslov koji tumači da Zagreb priprema korake da popuni praznine koje je za cijelu regiju izazvao ruski energetski rez, a pritom se zemlja fokusira na zelenu energiju.

Kako objašnjavaju takav ton, koji obično slušamo iz ministarskih usta?

S jedne strane kažu da bi Hrvatska mogla udvostručiti kapacitet naftovoda Janafa na dva milijuna tona mjesečno, što bi bio spas za članice EU-a kao što su Mađarska, Slovačka i Slovenija kao i za Srbiju i BiH, koje imaju terminale i rafinerije povezane na Janafov naftovod i nastoje smanjiti ovisnost o ruskom plinu. Napominju također da Hrvatska namjerava povećati kapacitet uvoza ukapljenog prirodnog plina (LNG) sa sadašnjih 2,9 milijardi prostornih metara godišnje na 6,1 milijardu prostornih metara godišnje, dok će joj istodobno "veliki investicijski ciklus u vjetroelektrane i sunčane elektrane omogućiti da postane neto energetski izvoznik", kako FT navodi ocjenu analitičara.

Hrvatska kao energetska ulazna točka

Taj optimistični scenarij, koji bi se tek trebao dogoditi jer trenutno Hrvatska jako zaostaje u razvoju obnovljivih izvora energije, FT-u objašnjava Igor Dekanić, profesor na Rudarsko-geološko-naftnom fakultetu u Zagrebu. Kaže kako Hrvatska ima dobru priliku da postane energetska ulazna točka za brojne susjedne zemlje u središnjoj Europi u sadašnjoj energetskoj geopolitičkoj situaciji i teškoćama s uvozom energije iz Rusije.

U tekstu se podsjeća da je Hrvatska počela s diversifikacijom energetskih izvora puno prije ruske invazije na Ukrajinu, uvozeći rastuće količine nafte iz Azerbajdžana i Kazahstana dok je istodobno reducirala uvoz nafte iz Rusije na četvrtinu svojeg ukupnog uvoza 2020. godine, što je najniža razina od 2003. godine. LNG terminal na Krku je pak ojačao neovisnost o ruskom plinu (koji je, prema podacima MMF-a koje FT navodi, činio manje od jedan posto ukupne energetske potrošnje Hrvatske 2020. godine), a uvoz ukapljenog prirodnog plina, i to uglavnom iz SAD-a, zamijenio je rusku opskrbu.

FT ne obrazlaže dalje te tvrdnje, niti iznosi količine koje se uvoze te gdje i kako završavaju, a ne spominje niti domaću proizvodnju. Navodi, međutim, da bi Zagreb mogao profitirati od toga da postaje veći opskrbljivač svojih susjeda koji nastoje diverzificirati uvoz, naplaćujući veće iznose za naknadu transporta nafte i plina.

Janaf povisio cijene?

Opisujući mađarska nastojanja, novinar kaže da ta zemlja jača svoje energetske veze prema jugu te da bi Janafov naftovod mogao pomoći Budimpešti da smanji ovisnost o ruskoj nafti.

Molove rafinerije u blizini Budimpešte i Bratislave su, naime, ovisne o naftovodu Družba koji dovodi rusku naftu preko Ukrajine, a to je sada ugroženo što zbog EU sankcija što zbog mogućih ratnih oštećenja ili odluke Moskve da zaustavi dotok nafte, podsjeća FT. EU je, inače, isključila iz sankcija koje stupaju na snagu u prosincu naftu koja se doprema naftovodima, a Mol planira modernizirati svoje rafinerije (investicija od oko 500 milijuna eura), kako bi mogle prerađivati lakšu, ne-rusku naftu.

U tekstu nema spomena o Ininoj riječkoj rafineriji niti njenim kapacitetima ili ulozi.

Kaže se, međutim, da Janafov naftovod može transportirati milijun tona nafte mjesečno te da će s dodatnim investicijama udvostručiti kapacitet što bi moglo pokriti potrebe rafinerija u Mađarskoj, Slovačkoj i Srbiji. Citiraju odgovor koji su dobili iz Janafa koji kaže da takva odluka tek treba biti donijeta u skladu s politikama EU-a i hrvatske vlade, a da je Janaf spreman djelovati brzo.

Novinar se poziva i na neimenovani izvor koji mu je rekao da je Janaf već povećao cijene transporta nafte koju dovodi susjedima, ali iz Janafa to nisu potvrdili odnosno specificirali.

Hrvatska zakasnila?

Navodi se tvrdnja premijera Andreja Plenkovića da će zahvaljujući udvostručenja kapaciteta LNG terminala Hrvatska imati ulogu regionalnog energetskog huba, ali potom i objašnjava kako je Hrvatska već mogla imati znatno veću ulogu da nije jedno desetljeće odgađala gradnju krčkog terminala i smanjila mu kapacitet, kako podsjeća stručnjak za energetiku András Simonyi iz Atlantic Council. On tvrdi da je Hrvatska zakasnila jer će Amerikanci povećati proizvodnju LNG-a, te će plina (koji se smatra tranzicijskim gorivom dok obnovljivi izvori ne preuzmu teren) u Europi biti, ali ne i infrastrukture za uvoz LNG-a. "Nitko neće čekati Hrvatsku koja je mogla preuzimati puno više plina da je imala veće ambicije", komentirao je.

S druge strane, takav hrvatski odmjereni pristup mogao bi se ipak isplatiti, piše FT.

Navodi Dražena Jakšića, direktora zagrebačkog Instituta Hrvoje Požar, koji govori o snažnom interesu investitora za nove projekte obnovljivih izvora energije koji bi mogli znatno povećati hrvatske trenutne kapacitete u proizvodnji čiste električne energije koji su na oko 1 GW. Savjetnik predsjednika države Julije Domac pak dodaje da hrvatska vlada cilja na širenje kapaciteta proizvodnje energije iz sunca na 7GW (sa sadašnjih 160 MW) te udvostručenje kapaciteta vjetroeleketrana sa sadašnjih 1GW, te radi na unapređenju regulative te prijenosne mreže. Sve to bi trebalo voditi tome da Hrvatska izbaci iz upotrebe elektrane na ugljen do 2033. godine te da ima i višak struje za izvoz, kako je Domac rekao FT-u.
