Europski parlament je u četvrtak na plenarnoj sjednici izglasao nova pravila o objavljivanju plaćenog poreza na dobit po kojima će multinacionalna poduzeća morati objavljivati količinu poreza koju isplaćuju svakoj državi članici Europske unije u svrhu suzbijanja prakse neplaćanja poreza. 

„Današnje usvajanje zakonodavstva dugo je očekivani korak u povećanju transparentnosti poduzeća, što je presedan u svijetu. EU mora stati na kraj tajnovitosti oko toga gdje i kako multinacionalne kompanije posluju i koliko poreza plaćaju u svakoj zemlji“, kazao je na plenarnoj sjednici suizvjestitelj Ibán García Del Blanco iz Progresivnog saveza socijalista i demokrata (S&D).

Izvješća o iznosu poreza koje plaćaju državama članicama morat će objavljivati multinacionalne kompanije i njihova društva kćeri čiji su godišnji prihodi veći od 750 milijuna eura i aktivne su u više država članica EU-a.

Društva kćeri i podružnice ispod navedenog praga prihoda od 750 milijuna eura također će morati objavljivati porezne informacije ako se utvrdi da su osnovani samo zato da bi poduzeće moglo izbjeći nove obveze izvješćivanja.

Neke odredbe omogućuju multinacionalnim kompanijama privremeno izuzeće od određenih obveza izvješćivanja, ali ta su izuzeća strogo ograničena.

Isto tako, izvješća o poreznoj transparentnosti morat će objavljivati i kompanije iz određenih zemalja koje nisu dio EU-a, ali su na njegovom popisu nekooperativnih jurisdikcija u porezne svrhe. Zastupnici su tražili još strože odredbe za suzbijanje premještanja dobiti u porezne oaze izvan EU-a i ova nova pravila omogućit će razotkrivanje poreznih prihoda koji se gube kroz porezne oaze.

U rezoluciji iz siječnja 2021. Parlament je utvrdio da su šest od 20 najvećih poreznih oaza države članice Unije te da su među šest najvećih čak dvije EU članice.

Suizvjestiteljica Evelyn Regner iz S&D-a rekla je da se upornost EP-a isplatila te da su poduzeća predugo radila što su htjela. „Zahvaljujući transparentnosti koju pruža javno izvješćivanje po zemljama, sada ćemo moći rasvijetliti tu mutnu korporativnu džunglu“, naglasila je Regner.

Navedena izvješća morat će biti javno dostupna na internetu, na jedinstvenom obrascu i u strojnom čitljivom formatu. Isto tako, morat će biti detaljna te podijeljena na određene stavke radi lakše upotrebe informacija i povećanja transparentnosti. Sadržavat će podatke o prirodi poslovanja poduzeća, broju stalnih zaposlenika, iznosu dobiti ili gubitka prije oporezivanja, akumuliranom i plaćenom porezu na dobit te akumuliranoj dobiti. 

Direktiva, za koju države članice imaju 18 mjeseci da prenesu u nacionalno zakonodavstvo, stupit će na snagu 20 dana nakon što bude objavljena u Službenom listu Europske unije, objavio je Europski parlament.

Europski parlament je u četvrtak na plenarnoj sjednici izglasao nova pravila o objavljivanju plaćenog poreza na dobit po kojima će multinacionalna poduzeća morati objavljivati količinu poreza koju isplaćuju svakoj državi članici Europske unije u svrhu suzbijanja prakse neplaćanja poreza. 

„Današnje usvajanje zakonodavstva dugo je očekivani korak u povećanju transparentnosti poduzeća, što je presedan u svijetu. EU mora stati na kraj tajnovitosti oko toga gdje i kako multinacionalne kompanije posluju i koliko poreza plaćaju u svakoj zemlji“, kazao je na plenarnoj sjednici suizvjestitelj Ibán García Del Blanco iz Progresivnog saveza socijalista i demokrata (S&D).

Izvješća o iznosu poreza koje plaćaju državama članicama morat će objavljivati multinacionalne kompanije i njihova društva kćeri čiji su godišnji prihodi veći od 750 milijuna eura i aktivne su u više država članica EU-a.

Društva kćeri i podružnice ispod navedenog praga prihoda od 750 milijuna eura također će morati objavljivati porezne informacije ako se utvrdi da su osnovani samo zato da bi poduzeće moglo izbjeći nove obveze izvješćivanja.

Neke odredbe omogućuju multinacionalnim kompanijama privremeno izuzeće od određenih obveza izvješćivanja, ali ta su izuzeća strogo ograničena.

Isto tako, izvješća o poreznoj transparentnosti morat će objavljivati i kompanije iz određenih zemalja koje nisu dio EU-a, ali su na njegovom popisu nekooperativnih jurisdikcija u porezne svrhe. Zastupnici su tražili još strože odredbe za suzbijanje premještanja dobiti u porezne oaze izvan EU-a i ova nova pravila omogućit će razotkrivanje poreznih prihoda koji se gube kroz porezne oaze.

U rezoluciji iz siječnja 2021. Parlament je utvrdio da su šest od 20 najvećih poreznih oaza države članice Unije te da su među šest najvećih čak dvije EU članice.

Suizvjestiteljica Evelyn Regner iz S&D-a rekla je da se upornost EP-a isplatila te da su poduzeća predugo radila što su htjela. „Zahvaljujući transparentnosti koju pruža javno izvješćivanje po zemljama, sada ćemo moći rasvijetliti tu mutnu korporativnu džunglu“, naglasila je Regner.

Navedena izvješća morat će biti javno dostupna na internetu, na jedinstvenom obrascu i u strojnom čitljivom formatu. Isto tako, morat će biti detaljna te podijeljena na određene stavke radi lakše upotrebe informacija i povećanja transparentnosti. Sadržavat će podatke o prirodi poslovanja poduzeća, broju stalnih zaposlenika, iznosu dobiti ili gubitka prije oporezivanja, akumuliranom i plaćenom porezu na dobit te akumuliranoj dobiti. 

Direktiva, za koju države članice imaju 18 mjeseci da prenesu u nacionalno zakonodavstvo, stupit će na snagu 20 dana nakon što bude objavljena u Službenom listu Europske unije, objavio je Europski parlament.

Europski parlament je u četvrtak na plenarnoj sjednici izglasao nova pravila o objavljivanju plaćenog poreza na dobit po kojima će multinacionalna poduzeća morati objavljivati količinu poreza koju isplaćuju svakoj državi članici Europske unije u svrhu suzbijanja prakse neplaćanja poreza. 

„Današnje usvajanje zakonodavstva dugo je očekivani korak u povećanju transparentnosti poduzeća, što je presedan u svijetu. EU mora stati na kraj tajnovitosti oko toga gdje i kako multinacionalne kompanije posluju i koliko poreza plaćaju u svakoj zemlji“, kazao je na plenarnoj sjednici suizvjestitelj Ibán García Del Blanco iz Progresivnog saveza socijalista i demokrata (S&D).
