Predsjednik Hrvatske udruge banaka Zdenko Adrović bio je gost N1 Studija uživo i govorio o prešutnim prekoračenjima.
Pojasnio je da je namjera HNB-a je da prešutni minusi ostanu još u manjem obimu, a da se postojeći prešutni zapravo pretvore u dopušteni.
“Intencija je da oni postaju istovrsni. To je želja regulatora. Dosad smo imali dva proizvoda, gdje su oba instituta bila jednakopravno tretirana. Suština je da je kod dopušteno prekoračenja bila obveza ispitivanja kreditne sposobnosti građana, a kod prešutnog prekoračenja ne mora biti ispitivanja kreditne sposobnosti. Ako svedemo sve ipak na kreditnu sposobnost, bit će restrikcija u svemu tome i više neće biti tako liberalno”, objašnjava.
Na sastanku s premijerom u srijedu, predsjednici uprava banaka prenijeli su iskustva premijeru i njegovom timu.
“Zasad nije bilo nekih većih problema povezano s tim. HNB je skupio otprilike 1000 raznoraznih žalbi građana, međutim samo 7 se odnosilo na prešutna prekoračenja”, ističe.
Na upit jesu li banke bile zatečene odlukom HNB-a da se jače reguliraju prešutna prekoračenja, Adrović je rekao:
“Bili smo iznenađeni, jer nismo znali da se radi analiza i istraživanje”.
Sastanak premijera i predsjednika uprava banaka
Istaknuo je da je na jučerašnjem sastanku napravljena i jedna simulacija:
“Imali smo plaću od 7 tisuća kuna s mogućnošću za dvostruko prešutno prekoračenje – dakle 14 tisuća kuna, to smo stavili u usporedbu s istom situacijom u dopuštenom prekoračenju, dakle 7 tisuća kuna i mogućnost dvostrukog prekoračenja i ispalo je da je ukupan trošak koji je netko platio na prešutno prekoračenje za godinu dana veći za 66 kuna. Ne bih rekao da je to nešto puno”.
Na pitanje zašto su se banke odlučivale za prešutne minuse, ako su to rizičniji proizvodi, kaže:
“To je dobro pitanje. Postoji čitav niz faktora koji su doprinijeli tome. Hrvatska ima regulaciju koja je malo strana i čudna. U Europskoj uniji nitko osim nas i Rumunja nema limitiranu efektivnu kamatnu stopu (EKS). Imamo puno faktora koji označavaju da je taj proizvod rizičan i zato on mora biti skuplji”.
Adrović je spomenuo i da se udio loših kredite u kreditima stanovništva smanjio na 7,1 posto te da je situacija više manje pod kontrolom.
CIlj HNB-a je, kaže, da se prije svega dobije proizvod uz nešto nižu kamatnu stopu i da se napravi bolja zaštita potrošača.
“Jasna mi je želja da se pojača zaštita potrošača”, rekao je.
Alternativni proizvodi
Adrović je istaknuo da ako se uklope u limitirani EKS, da su poprilično iscrpili sve moguće varijacije za neke slične proizvode.
“Kod EKS koja je limitirana, onda se računa u skladu s odlukom HNB-a. Sad razgovaramo s HNB-om možemo li obračun EKS-a napraviti drugačije da bismo mogli ostaviti ove male minuse”, ističe.
Banke rade na tehnologiji kako da se prešutni minusi transformiraju, a da ljudi ne moraju dolaziti u banke.
“Jedno od mogućih rješenja je da se izmijeni Zakon o potrošačkom kreditiranju. Jedna od drugih varijanti, ako se bude moglo izvesti je da se u obračunu kamatne stope naprave izmjene”, kazao je zaključno predsjednik Hrvatske udruge banaka za N1.

Predsjednik Hrvatske udruge banaka Zdenko Adrović bio je gost N1 Studija uživo i govorio o prešutnim prekoračenjima.
Pojasnio je da je namjera HNB-a je da prešutni minusi ostanu još u manjem obimu, a da se postojeći prešutni zapravo pretvore u dopušteni.
“Intencija je da oni postaju istovrsni. To je želja regulatora. Dosad smo imali dva proizvoda, gdje su oba instituta bila jednakopravno tretirana. Suština je da je kod dopušteno prekoračenja bila obveza ispitivanja kreditne sposobnosti građana, a kod prešutnog prekoračenja ne mora biti ispitivanja kreditne sposobnosti. Ako svedemo sve ipak na kreditnu sposobnost, bit će restrikcija u svemu tome i više neće biti tako liberalno”, objašnjava.
Na sastanku s premijerom u srijedu, predsjednici uprava banaka prenijeli su iskustva premijeru i njegovom timu.
“Zasad nije bilo nekih većih problema povezano s tim. HNB je skupio otprilike 1000 raznoraznih žalbi građana, međutim samo 7 se odnosilo na prešutna prekoračenja”, ističe.
Na upit jesu li banke bile zatečene odlukom HNB-a da se jače reguliraju prešutna prekoračenja, Adrović je rekao:
“Bili smo iznenađeni, jer nismo znali da se radi analiza i istraživanje”.

“Imali smo plaću od 7 tisuća kuna s mogućnošću za dvostruko prešutno prekoračenje – dakle 14 tisuća kuna, to smo stavili u usporedbu s istom situacijom u dopuštenom prekoračenju, dakle 7 tisuća kuna i mogućnost dvostrukog prekoračenja i ispalo je da je ukupan trošak koji je netko platio na prešutno prekoračenje za godinu dana veći za 66 kuna. Ne bih rekao da je to nešto puno”.
Na pitanje zašto su se banke odlučivale za prešutne minuse, ako su to rizičniji proizvodi, kaže:
“To je dobro pitanje. Postoji čitav niz faktora koji su doprinijeli tome. Hrvatska ima regulaciju koja je malo strana i čudna. U Europskoj uniji nitko osim nas i Rumunja nema limitiranu efektivnu kamatnu stopu (EKS). Imamo puno faktora koji označavaju da je taj proizvod rizičan i zato on mora biti skuplji”.
Adrović je spomenuo i da se udio loših kredite u kreditima stanovništva smanjio na 7,1 posto te da je situacija više manje pod kontrolom.
CIlj HNB-a je, kaže, da se prije svega dobije proizvod uz nešto nižu kamatnu stopu i da se napravi bolja zaštita potrošača.
“Jasna mi je želja da se pojača zaštita potrošača”, rekao je.
Alternativni proizvodi
Adrović je istaknuo da ako se uklope u limitirani EKS, da su poprilično iscrpili sve moguće varijacije za neke slične proizvode.
“Kod EKS koja je limitirana, onda se računa u skladu s odlukom HNB-a. Sad razgovaramo s HNB-om možemo li obračun EKS-a napraviti drugačije da bismo mogli ostaviti ove male minuse”, ističe.
Banke rade na tehnologiji kako da se prešutni minusi transformiraju, a da ljudi ne moraju dolaziti u banke.
“Jedno od mogućih rješenja je da se izmijeni Zakon o potrošačkom kreditiranju. Jedna od drugih varijanti, ako se bude moglo izvesti je da se u obračunu kamatne stope naprave izmjene”, kazao je zaključno predsjednik Hrvatske udruge banaka za N1.
