Nakon što je vlasnik Doma za starije i nemoćne Afrodita na Duilovu najavio zatvaranje doma od svibnja, mnoge obitelji našle su se u velikom problemu kako adekvatno zbrinuti 66 starijih ljudi, trenutnih korisnika Afrodite. U doba pandemije, mjere prevencije širenja virusa su stroge, pa je do daljnjeg nemoguće ući, odnosno dobiti mjesto u nekom od županijskih ili privatnih staračkih domova, a poznavatelji prilika dobro znaju da je to inače lutrija s obzirom na prekapacitiranost svih ustanova takve vrste u državi.

Najava zatvaranja doma izazvala je burne reakcije u javnosti. Vlasnik je kao razlog naveo svoju poslovnu odluku zbog nemogućnosti daljnjeg obavljanja ove djelatnosti i moguće neisplate plaća djelatnicima, a time i neadekvatne skrbi za korisnike, što je, kako naglašava, htio izbjeći.

- Nećemo nikoga tjerati iz doma, ali obavijestili smo korisnike i njihove obitelji da od 1. svibnja zatvaramo. Može to biti i 1. lipnja, sve ovisi o situaciji s koronavirusom i mjerama koje se budu provodile. Prestajemo biti funkcionalni uslijed krize i morali smo donijeti ovu odluku - rekao nam je Ivan Šimundža, vlasnik Afrodite.

Da je ovdje riječ o domu čiji je osnivač županija ili grad, stvari bi se odvijale znatno drukčije.
- Centar za socijalnu skrb u taj dom nije smjestio nijednog korisnika jer je to privatni dom, a obitelji su sklapale ugovore s vlasnikom. U ovom trenutku obitelji bi trebale biti solidarne i pomoći oko preuzimanja smještaja, a centar će intervenirati ako za to bude potrebe. Nismo nadležni, ali s obzirom na situaciju, ukoliko bude nužno uključit ćemo se iz humanih razloga - rekli su iz Centra za socijalnu skrb Split.

Korisnici Afrodite imaju svoje obitelji koje su sad pred velikim upitnikom gdje i kako smjestiti svoje roditelje, bake ili djedove, tete i barbe u trećoj životnoj dobi, mahom teško pokretne ili posve nepokretne, nerijetko ovisne o 24-satnoj njezi i aparatima.

Također, 20 djelatnika doma ostaje bez posla.
Ministarstvo za demografiju, obitelj, mlade i socijalnu politiku u čijem Upisniku ustanova socijalne skrbi je i dom Afrodita, nije bilo upoznato sa zatvaranjem doma.

- Dom ima potrebnu dozvolu za rad s ukupnim kapacitetom od 77 mjesta. Riječ je o privatnom domu koji svoje usluge nudi isključivo slobodno na tržištu, te su korisnici u tom domu smješteni isključivo temeljem ugovora o smještaju sklopljenim s pružateljem usluge. Ovo ministarstvo nije bilo upoznato sa zatvaranjem doma. S tim u vezi navodimo da, na temelju odluke osnivača, jedinica područne (regionalne) samouprave rješenjem utvrđuje prestanak rada doma za starije i nemoćne osobe, sukladno članku 187. stavku 3. Zakona o socijalnoj skrbi.

Pritom napominjemo da je osnivač doma socijalne skrbi dužan najmanje tri mjeseca prije donošenja odluke o prestanku rada o tome izvijestiti ministarstvo kao i korisnike, članove obitelji, odnosno zakonske zastupnike korisnika. Prije prestanka rada doma socijalne skrbi korisniku smještenom temeljem ugovora o smještaju osnivač je dužan osigurati drugi primjereni smještaj - kazali su nam iz resornog ministarstva.

Njihovi inspektori su ove veljače proveli inspekcijski nadzor nad pružanjem socijalnih usluga kada su utvrđene određene nepravilnosti, no kažu kako one nisu imale za posljedicu donošenje rješenja o zabrani rada doma, već se radilo o nepravilnostima za koje su utvrđeni rokovi za otklanjanje nedostataka.

U cilju prevencije širenja zaraze virusom COVID-19 u domovima za starije osobe i drugim ustanovama u sustavu socijalne skrbi, Hrvatski zavod za javno zdravstvo objavio je krajem ožujka Upute za sprečavanje i suzbijanje epidemije Covid-19 u domovima za starije osobe i drugim ustanovama u sustavu socijalne skrbi kojima se, između ostalog, upućuje na to da se „do daljnjeg obustavlja prijam novih korisnika osim u žurnim situacijama uz obveznu izolaciju korisnika u trajanju od 14 dana".

Navedeno podrazumijeva obustavu redovnog prijema korisnika s liste čekanja, dok se žurni smještaj u kriznim situacijama kada je prema procjeni centra za socijalnu skrb kod korisnika prisutan visoki rizik uslijed kojega je ugrožen život i sigurnost korisnika smještaj ne može uskratiti.

Nakon što je vlasnik Doma za starije i nemoćne Afrodita na Duilovu najavio zatvaranje doma od svibnja, mnoge obitelji našle su se u velikom problemu kako adekvatno zbrinuti 66 starijih ljudi, trenutnih korisnika Afrodite. U doba pandemije, mjere prevencije širenja virusa su stroge, pa je do daljnjeg nemoguće ući, odnosno dobiti mjesto u nekom od županijskih ili privatnih staračkih domova, a poznavatelji prilika dobro znaju da je to inače lutrija s obzirom na prekapacitiranost svih ustanova takve vrste u državi.

Najava zatvaranja doma izazvala je burne reakcije u javnosti. Vlasnik je kao razlog naveo svoju poslovnu odluku zbog nemogućnosti daljnjeg obavljanja ove djelatnosti i moguće neisplate plaća djelatnicima, a time i neadekvatne skrbi za korisnike, što je, kako naglašava, htio izbjeći.

- Nećemo nikoga tjerati iz doma, ali obavijestili smo korisnike i njihove obitelji da od 1. svibnja zatvaramo. Može to biti i 1. lipnja, sve ovisi o situaciji s koronavirusom i mjerama koje se budu provodile. Prestajemo biti funkcionalni uslijed krize i morali smo donijeti ovu odluku - rekao nam je Ivan Šimundža, vlasnik Afrodite.

Da je ovdje riječ o domu čiji je osnivač županija ili grad, stvari bi se odvijale znatno drukčije.
- Centar za socijalnu skrb u taj dom nije smjestio nijednog korisnika jer je to privatni dom, a obitelji su sklapale ugovore s vlasnikom. U ovom trenutku obitelji bi trebale biti solidarne i pomoći oko preuzimanja smještaja, a centar će intervenirati ako za to bude potrebe. Nismo nadležni, ali s obzirom na situaciju, ukoliko bude nužno uključit ćemo se iz humanih razloga - rekli su iz Centra za socijalnu skrb Split.

Korisnici Afrodite imaju svoje obitelji koje su sad pred velikim upitnikom gdje i kako smjestiti svoje roditelje, bake ili djedove, tete i barbe u trećoj životnoj dobi, mahom teško pokretne ili posve nepokretne, nerijetko ovisne o 24-satnoj njezi i aparatima.

Također, 20 djelatnika doma ostaje bez posla.
Ministarstvo za demografiju, obitelj, mlade i socijalnu politiku u čijem Upisniku ustanova socijalne skrbi je i dom Afrodita, nije bilo upoznato sa zatvaranjem doma.

- Dom ima potrebnu dozvolu za rad s ukupnim kapacitetom od 77 mjesta. Riječ je o privatnom domu koji svoje usluge nudi isključivo slobodno na tržištu, te su korisnici u tom domu smješteni isključivo temeljem ugovora o smještaju sklopljenim s pružateljem usluge. Ovo ministarstvo nije bilo upoznato sa zatvaranjem doma. S tim u vezi navodimo da, na temelju odluke osnivača, jedinica područne (regionalne) samouprave rješenjem utvrđuje prestanak rada doma za starije i nemoćne osobe, sukladno članku 187. stavku 3. Zakona o socijalnoj skrbi.

Pritom napominjemo da je osnivač doma socijalne skrbi dužan najmanje tri mjeseca prije donošenja odluke o prestanku rada o tome izvijestiti ministarstvo kao i korisnike, članove obitelji, odnosno zakonske zastupnike korisnika. Prije prestanka rada doma socijalne skrbi korisniku smještenom temeljem ugovora o smještaju osnivač je dužan osigurati drugi primjereni smještaj - kazali su nam iz resornog ministarstva.

Njihovi inspektori su ove veljače proveli inspekcijski nadzor nad pružanjem socijalnih usluga kada su utvrđene određene nepravilnosti, no kažu kako one nisu imale za posljedicu donošenje rješenja o zabrani rada doma, već se radilo o nepravilnostima za koje su utvrđeni rokovi za otklanjanje nedostataka.

U cilju prevencije širenja zaraze virusom COVID-19 u domovima za starije osobe i drugim ustanovama u sustavu socijalne skrbi, Hrvatski zavod za javno zdravstvo objavio je krajem ožujka Upute za sprečavanje i suzbijanje epidemije Covid-19 u domovima za starije osobe i drugim ustanovama u sustavu socijalne skrbi kojima se, između ostalog, upućuje na to da se „do daljnjeg obustavlja prijam novih korisnika osim u žurnim situacijama uz obveznu izolaciju korisnika u trajanju od 14 dana".

Navedeno podrazumijeva obustavu redovnog prijema korisnika s liste čekanja, dok se žurni smještaj u kriznim situacijama kada je prema procjeni centra za socijalnu skrb kod korisnika prisutan visoki rizik uslijed kojega je ugrožen život i sigurnost korisnika smještaj ne može uskratiti.
