Predsjednica Europske komisije Ursula von der Leyen nastoji umanjiti značenje toga problema: „Proizvođači cjepiva su naši partneri, ni oni nikada nisu bili suočeni s ovakvim izazovom." To je predsjednica rekla u intervjuu njemačkom dnevnom listu Augsburger Allgemeine Zeitung, piše Deutsche Welle.

Ona je time pokazala razumijevanje za farmaceutski koncern AstraZeneca, koji je u utorak (23.2.) priznao da u drugom kvartalu ove godine Europskoj uniji može isporučiti samo polovicu dogovorene količine cjepiva koju proizvodi u EU-u. Uslijedilo je i obećanje koncerna da će to nadoknaditi isporukama iz svojih inozemnih tvornica. Pitanje je do koje mjere su takva obećana vjerodostojna.

Manfred Weber, predsjednik zastupničkoga kluba Europske pučke stranke, najveće grupacije u Europskom parlamentu, kaže: „Kada govorimo o povjerenju, onda je u međuvremenu to teško u odnosu na koncern AstraZeneca." Weber dodaje da se nada najboljem, ali da je i dalje skeptičan.

Taj kršćansko-demokratski političar prijeti posljedicama za koncern: „Ako se poduzeća ubuduće ne budu ponašala razumno i konstruktivno, onda bismo morali razgovarati o sprječavanju pristupa tržištu i o budućim novčanim poticajima za istraživanje." Weber objašnjava da politika posjeduje instrumente za tako nešto i da su oni na stolu. „Moramo stvoriti pritisak", konstatira on.

Njegova nizozemska kolegica Esther de Lange reagira zajedljivo: „Nema transparentnosti u pogledu brojeva, a sve počinje s transparentnošću i povjerenjem. Možda su proizvod prodali na više adresa znajući da ga ne mogu isporučiti." Ova zastupnica je u jednom nizozemskom dnevnom listu usporedila AstraZenecu s vještim dilerom polovnih automobila i stoji iza te izjave. Ona kaže da bi joj suradnja puna povjerenja bila draža, ali na kraju će doći do zabrane izvoza.

Međutim, ne zna se točno koliko cjepiva je već proizvedeno u Belgiji i Nizozemskoj i kamo ide cjepivo. Ali u postupku davanja dozvole za izvoz može se doći do pravih podataka.

Taj postupak postoji od kraja siječnja i provode ga zemlje-članice u kojima se nalaze proizvodni pogoni. Do sada je podneseno – i odobreno – 140 dozvola za izvoz. Europska komisija kaže da ne želi podrivati ugovore s trećim zemljama. U njezinoj direktivi postoji toliko iznimaka da je lako zaobići pravila. To može dovesti do nedovoljne opskrbe cjepivom.

Peter Liese je stručnjak za područje cjepiva kod kršćanskih demokrata. On sažima svoj stav u jednu rečenicu: „To je dobro cjepivo i ja bih ga primio, ali poduzeće je problematično." On dodaje da onaj tko se ponaša kao AstraZeneca gubi povjerenje ljudi. „Nismo sretni s tim koncernom", kaže Liese.

Njegov stranački kolega Christian Ehler vjeruje da je koncern žrtva „vlastite ambicije i britanskog populizma“. On objašnjava da AstraZeneca nije isporučila Europskoj uniji dogovorene količine cjepiva u posljednjem kvartalu 2020. i da su te količine koje su nedostajale upotrijebljene u Velikoj Britaniji. Oba proizvodna pogona u Britaniji bila su dio ugovora, ali London je posegnuo za mehanizmom „odlučivanja u slučaju nužde“ i preuzeo svo cjepivo iz skladišta.

Ehler se zabrinuo i zbog isporuka preko programa COVAX koje su nedavno počele i za Afriku i za neke druge zemlje. Usprkos naporima da se izgrade novi proizvodni pogoni u Europi, ona „ne može postane drogerija za cijeli svijet" jer je proizvodnja preskupa. Ehler se zalaže za to da se razmisli o proizvodnji u zemljama Trećeg svijeta.

I Peter Liese i predsjednica Europske komisije Ursula von der Leyen su optimisti i smatraju da će većina Europljana, usprkos poteškoćama, primiti cjepivo do kraja ljeta. Sredinom ožujka je novi proizvođač cjepiva Johnson&Johnson u igri – on donosi tu prednost da će biti dovoljna jedna doza cjepiva. Međutim, postoje i informacije o manjoj djelotvornosti cjepiva. A ne zna se ni koliko doza može biti isporučeno u Europu.

Ima problema i s isporukama proizvođača Moderna. To cjepivo pripada u najnovija tehnološka dostignuća, ali je proces proizvodnje kompliciran i raspoređen na nekoliko europskih zemalja. Italija se već uvelike žali da ne dobiva dovoljno doza od tog proizvođača, a on je priznao da isporučuje 20 posto manje od dogovorenog.

Vlade zemalja Europske unije okupljene u Europskom vijeću za sada ne reagiraju. „Transparentnost i jasnoća su ključevi“, kaže jedan diplomat pri Europskoj uniji. On dodaje da nije jasno što se događa s isporukama koncerna AstraZeneca, kao ni drugim isporukama, ali i da su proizvođači izloženi velikom pritisku.

Ovog četvrtka će predstavnici farmaceutskih koncerna odgovarati na pitanja u Europskom parlamentu. Mnogi će sa zanimanjem saslušati to što imaju reći.

Predsjednica Europske komisije Ursula von der Leyen nastoji umanjiti značenje toga problema: „Proizvođači cjepiva su naši partneri, ni oni nikada nisu bili suočeni s ovakvim izazovom." To je predsjednica rekla u intervjuu njemačkom dnevnom listu Augsburger Allgemeine Zeitung, piše Deutsche Welle.

Ona je time pokazala razumijevanje za farmaceutski koncern AstraZeneca, koji je u utorak (23.2.) priznao da u drugom kvartalu ove godine Europskoj uniji može isporučiti samo polovicu dogovorene količine cjepiva koju proizvodi u EU-u. Uslijedilo je i obećanje koncerna da će to nadoknaditi isporukama iz svojih inozemnih tvornica. Pitanje je do koje mjere su takva obećana vjerodostojna.

Manfred Weber, predsjednik zastupničkoga kluba Europske pučke stranke, najveće grupacije u Europskom parlamentu, kaže: „Kada govorimo o povjerenju, onda je u međuvremenu to teško u odnosu na koncern AstraZeneca." Weber dodaje da se nada najboljem, ali da je i dalje skeptičan.

Taj kršćansko-demokratski političar prijeti posljedicama za koncern: „Ako se poduzeća ubuduće ne budu ponašala razumno i konstruktivno, onda bismo morali razgovarati o sprječavanju pristupa tržištu i o budućim novčanim poticajima za istraživanje." Weber objašnjava da politika posjeduje instrumente za tako nešto i da su oni na stolu. „Moramo stvoriti pritisak", konstatira on.

Njegova nizozemska kolegica Esther de Lange reagira zajedljivo: „Nema transparentnosti u pogledu brojeva, a sve počinje s transparentnošću i povjerenjem. Možda su proizvod prodali na više adresa znajući da ga ne mogu isporučiti." Ova zastupnica je u jednom nizozemskom dnevnom listu usporedila AstraZenecu s vještim dilerom polovnih automobila i stoji iza te izjave. Ona kaže da bi joj suradnja puna povjerenja bila draža, ali na kraju će doći do zabrane izvoza.

Međutim, ne zna se točno koliko cjepiva je već proizvedeno u Belgiji i Nizozemskoj i kamo ide cjepivo. Ali u postupku davanja dozvole za izvoz može se doći do pravih podataka.

Taj postupak postoji od kraja siječnja i provode ga zemlje-članice u kojima se nalaze proizvodni pogoni. Do sada je podneseno – i odobreno – 140 dozvola za izvoz. Europska komisija kaže da ne želi podrivati ugovore s trećim zemljama. U njezinoj direktivi postoji toliko iznimaka da je lako zaobići pravila. To može dovesti do nedovoljne opskrbe cjepivom.

Peter Liese je stručnjak za područje cjepiva kod kršćanskih demokrata. On sažima svoj stav u jednu rečenicu: „To je dobro cjepivo i ja bih ga primio, ali poduzeće je problematično." On dodaje da onaj tko se ponaša kao AstraZeneca gubi povjerenje ljudi. „Nismo sretni s tim koncernom", kaže Liese.

Njegov stranački kolega Christian Ehler vjeruje da je koncern žrtva „vlastite ambicije i britanskog populizma“. On objašnjava da AstraZeneca nije isporučila Europskoj uniji dogovorene količine cjepiva u posljednjem kvartalu 2020. i da su te količine koje su nedostajale upotrijebljene u Velikoj Britaniji. Oba proizvodna pogona u Britaniji bila su dio ugovora, ali London je posegnuo za mehanizmom „odlučivanja u slučaju nužde“ i preuzeo svo cjepivo iz skladišta.

Ehler se zabrinuo i zbog isporuka preko programa COVAX koje su nedavno počele i za Afriku i za neke druge zemlje. Usprkos naporima da se izgrade novi proizvodni pogoni u Europi, ona „ne može postane drogerija za cijeli svijet" jer je proizvodnja preskupa. Ehler se zalaže za to da se razmisli o proizvodnji u zemljama Trećeg svijeta.

I Peter Liese i predsjednica Europske komisije Ursula von der Leyen su optimisti i smatraju da će većina Europljana, usprkos poteškoćama, primiti cjepivo do kraja ljeta. Sredinom ožujka je novi proizvođač cjepiva Johnson&Johnson u igri – on donosi tu prednost da će biti dovoljna jedna doza cjepiva. Međutim, postoje i informacije o manjoj djelotvornosti cjepiva. A ne zna se ni koliko doza može biti isporučeno u Europu.

Ima problema i s isporukama proizvođača Moderna. To cjepivo pripada u najnovija tehnološka dostignuća, ali je proces proizvodnje kompliciran i raspoređen na nekoliko europskih zemalja. Italija se već uvelike žali da ne dobiva dovoljno doza od tog proizvođača, a on je priznao da isporučuje 20 posto manje od dogovorenog.

Vlade zemalja Europske unije okupljene u Europskom vijeću za sada ne reagiraju. „Transparentnost i jasnoća su ključevi“, kaže jedan diplomat pri Europskoj uniji. On dodaje da nije jasno što se događa s isporukama koncerna AstraZeneca, kao ni drugim isporukama, ali i da su proizvođači izloženi velikom pritisku.

Ovog četvrtka će predstavnici farmaceutskih koncerna odgovarati na pitanja u Europskom parlamentu. Mnogi će sa zanimanjem saslušati to što imaju reći.

Dobro cjepivo, težak proizvođač: AstraZeneca ponovo ljuti naručitelje, Europljani cijepljeni do kraja ljeta?

Predsjednica Europske komisije Ursula von der Leyen nastoji umanjiti značenje toga problema: „Proizvođači cjepiva su naši partneri, ni oni nikada nisu bili suočeni s ovakvim izazovom." To je predsjednica rekla u intervjuu njemačkom dnevnom listu Augsburger Allgemeine Zeitung, piše Deutsche Welle.

Ona je time pokazala razumijevanje za farmaceutski koncern AstraZeneca, koji je u utorak (23.2.) priznao da u drugom kvartalu ove godine Europskoj uniji može isporučiti samo polovicu dogovorene količine cjepiva koju proizvodi u EU-u. Uslijedilo je i obećanje koncerna da će to nadoknaditi isporukama iz svojih inozemnih tvornica. Pitanje je do koje mjere su takva obećana vjerodostojna.
