Istarska regionalna energetska agencija nedavno je dovršila studiju "Planiranje razvoja uključive vjetroelektrane na moru za područje Istarske županije" u kojoj se načelno predviđaju tri lokacije – u teritorijalnom moru na sjevernom Jadranu te dvije u Isključivom gospodarskom području, piše Forbes.

Hoće li se u Hrvatskoj u skorijoj budućnosti početi graditi i vjetroelektrane na moru još nije odlučeno. One sada nisu uvrštene u prostorne planove, trenutno nema pretpostavki ni za davanje koncesija, ali budu li omogućene, vrlo vjerojatno će narasti uz obalu Istre.

Pučinske vjetroelektrane su monumentalni projekti, po pitanju investicije i snage. Kako navode autori, tipično su veće od 1 gigavata instaliranog kapaciteta, obuhvaćaju prostor od 400 četvornih kilometara i više, a stoje vrtoglavih od dvije milijarde eura naviše. Kako je FORBES Hrvatska već pisao, načelno bi se u Istri radilo o 500 megavata, kako nam je rekao Andro Bačan, istraživač u Energetskom institutu Hrvoje Požar koji je sudjelovao u izradi studije.

Sudeći pak prema svemu izloženom, bit će to spor i oprezan pothvat.

Prvi koraci se moraju napraviti u prostornom planiranju Županije i Isključivog gospodarskog područja (ISG), a načelno su predvidjeli tri moguće lokacije – jednu u teritorijalnom moru na sjevernom Jadranu te dvije u ISG-u. Iako je poznato da Ina uz europsku financijsku potporu već radi na studiji izvodljivosti za pučinsku vjetroelektranu upravo za sjeverni Jadran, koja bi trebala biti gotova 2025. godine, to se u IRENA-inom dokumentu uopće ne spominje.

Osim što je u sjevernom Jadranu more pliće nego u ostatku, pa ga to čini atraktivnijim za pučinske vjetroelektrane, bitan je i energetski kontekst: u idućem desetljeću bi TE Plomin 2 trebao biti ugašen, pa se kao zamjena za električnu energiju iz ugljena predviđaju solarna energija i energija iz vjetra.

Naravno, postavlja se pitanje procjene utjecaja pučinske vjetroelektrane na okoliš i ekološku mrežu, za što će se morati izraditi studija i proći predviđena procedura u Ministarstvu gospodarstva i održivog razvoja. Valja pritom znati i da se na pučinskom dijelu sjevernog Jadrana razmatra proglašenje područja zaštite za morske sisavce i morske kornjače, kako se moglo čuti na jednoj od radionica na kojima je predstavljena studija.

Vezano za realizaciju, spominje se pak model prema kojem bi Županija osnovala posebnu tvrtku te potom pozvala privatne investitore, ali bi svakako kontrolirala određen udio u vlasništvu kako bi mogla osigurati sudjelovanje zainteresirane javnosti. "More predstavlja javno dobro, stoga je potrebno ostaviti mogućnost sudjelovanja lokalnog stanovništva u ovakvim projektima, uključivanjem kroz proces donošenja odluka te samim ulaganjem/financijskim udjelima u projektu", kaže se u uvodu ove studije zamišljene kao niz smjernica za razvoj projekta.

Na 80-ak stranica se tu govori o potencijalu vjetra na sjevernom Jadranu (manji su od onih na Sjevernom moru gdje se takve vjetroelektrane uvelike grade), različitim tipovima vjetroagregata (s fiksnim temeljima ili plutajuće), tumači hrvatsko zakonodavstvo, iznose primjeri dobre prakse u Danskoj, Ujedinjenom Kraljevstvu i Njemačkoj, kao i mogućnost proizvodnje zelenog vodika te utjecaj na zapošljavanje, turizam, ribolov, industriju…

Posebno je pak zanimljivo kako se prezentira mogući utjecaj na turizam.

"Pučinske vjetroelektrane su najbrže rastući segment plave ekonomije u Europi. Zapošljavaju više radnika nego ribarstvo. Međutim, što su bliže obali, to više ometaju nesmetan pogled na pučinu turistima, pa se primjedbe lokalne zajednice uglavnom odnose na narušavanje besprijekornog pogleda. Najmanja je zabrinutost primjećena u lučkim općinama", opservacija je iz dijela studije o utjecaju na turizam, gdje se daju primjeri iz Danske. Navodi se i da se zabrinutost vlasnika apartmana da će im prisutnost pučinske vjetroelektrane smanjiti cijenu najma apartmana, odnosno nekretnine u slučaju prodaje, pokazala bez osnove u većini slučajeva.

U dijelu studije pak koji govori o vizualnom utjecaju pučinskih vjetroelektrana, navodi se da visine rotora vjetroagregata mogu doseći i 300 metara, a u budućnosti se to može i povećavati.

Život oko pučinskih vjetroelektrana svakako nije baš jednostavan, obično ga se detaljno regulira, a u Britaniji, Danskoj i Poljskoj one su otvorene za tranzit, komercijalnu i rekreativnu upotrebu.

Iako je to možda malo teže zamisliti, ispostavlja se da vjetroelektrana može, osim osnovne funkcije proizvodnje električne energije, imati i – turističku funkciju.

"Mogu se označiti rute za rekreativnu plovidbu, ronjenje na umjetnim grebenima, označiti vjetroagregat za organizirani posjet, otvoriti restoran ili kafić ili platformu za treninge. Scroby Sands pučinska vjetroelektrana (u Engleskoj, op.ur.) privlači oko 35 tisuća posjetitelja godišnje. Ulaz je za turiste besplatan, a vjetroelektranom upravlja E.ON koji i plaća radnike", navodi se u studiji.

Istarska regionalna energetska agencija nedavno je dovršila studiju "Planiranje razvoja uključive vjetroelektrane na moru za područje Istarske županije" u kojoj se načelno predviđaju tri lokacije – u teritorijalnom moru na sjevernom Jadranu te dvije u Isključivom gospodarskom području, piše Forbes.

Hoće li se u Hrvatskoj u skorijoj budućnosti početi graditi i vjetroelektrane na moru još nije odlučeno. One sada nisu uvrštene u prostorne planove, trenutno nema pretpostavki ni za davanje koncesija, ali budu li omogućene, vrlo vjerojatno će narasti uz obalu Istre.

Pučinske vjetroelektrane su monumentalni projekti, po pitanju investicije i snage. Kako navode autori, tipično su veće od 1 gigavata instaliranog kapaciteta, obuhvaćaju prostor od 400 četvornih kilometara i više, a stoje vrtoglavih od dvije milijarde eura naviše. Kako je FORBES Hrvatska već pisao, načelno bi se u Istri radilo o 500 megavata, kako nam je rekao Andro Bačan, istraživač u Energetskom institutu Hrvoje Požar koji je sudjelovao u izradi studije.

Sudeći pak prema svemu izloženom, bit će to spor i oprezan pothvat.

Prvi koraci se moraju napraviti u prostornom planiranju Županije i Isključivog gospodarskog područja (ISG), a načelno su predvidjeli tri moguće lokacije – jednu u teritorijalnom moru na sjevernom Jadranu te dvije u ISG-u. Iako je poznato da Ina uz europsku financijsku potporu već radi na studiji izvodljivosti za pučinsku vjetroelektranu upravo za sjeverni Jadran, koja bi trebala biti gotova 2025. godine, to se u IRENA-inom dokumentu uopće ne spominje.

Osim što je u sjevernom Jadranu more pliće nego u ostatku, pa ga to čini atraktivnijim za pučinske vjetroelektrane, bitan je i energetski kontekst: u idućem desetljeću bi TE Plomin 2 trebao biti ugašen, pa se kao zamjena za električnu energiju iz ugljena predviđaju solarna energija i energija iz vjetra.

Naravno, postavlja se pitanje procjene utjecaja pučinske vjetroelektrane na okoliš i ekološku mrežu, za što će se morati izraditi studija i proći predviđena procedura u Ministarstvu gospodarstva i održivog razvoja. Valja pritom znati i da se na pučinskom dijelu sjevernog Jadrana razmatra proglašenje područja zaštite za morske sisavce i morske kornjače, kako se moglo čuti na jednoj od radionica na kojima je predstavljena studija.

Vezano za realizaciju, spominje se pak model prema kojem bi Županija osnovala posebnu tvrtku te potom pozvala privatne investitore, ali bi svakako kontrolirala određen udio u vlasništvu kako bi mogla osigurati sudjelovanje zainteresirane javnosti. "More predstavlja javno dobro, stoga je potrebno ostaviti mogućnost sudjelovanja lokalnog stanovništva u ovakvim projektima, uključivanjem kroz proces donošenja odluka te samim ulaganjem/financijskim udjelima u projektu", kaže se u uvodu ove studije zamišljene kao niz smjernica za razvoj projekta.

Na 80-ak stranica se tu govori o potencijalu vjetra na sjevernom Jadranu (manji su od onih na Sjevernom moru gdje se takve vjetroelektrane uvelike grade), različitim tipovima vjetroagregata (s fiksnim temeljima ili plutajuće), tumači hrvatsko zakonodavstvo, iznose primjeri dobre prakse u Danskoj, Ujedinjenom Kraljevstvu i Njemačkoj, kao i mogućnost proizvodnje zelenog vodika te utjecaj na zapošljavanje, turizam, ribolov, industriju…

Posebno je pak zanimljivo kako se prezentira mogući utjecaj na turizam.

"Pučinske vjetroelektrane su najbrže rastući segment plave ekonomije u Europi. Zapošljavaju više radnika nego ribarstvo. Međutim, što su bliže obali, to više ometaju nesmetan pogled na pučinu turistima, pa se primjedbe lokalne zajednice uglavnom odnose na narušavanje besprijekornog pogleda. Najmanja je zabrinutost primjećena u lučkim općinama", opservacija je iz dijela studije o utjecaju na turizam, gdje se daju primjeri iz Danske. Navodi se i da se zabrinutost vlasnika apartmana da će im prisutnost pučinske vjetroelektrane smanjiti cijenu najma apartmana, odnosno nekretnine u slučaju prodaje, pokazala bez osnove u većini slučajeva.

U dijelu studije pak koji govori o vizualnom utjecaju pučinskih vjetroelektrana, navodi se da visine rotora vjetroagregata mogu doseći i 300 metara, a u budućnosti se to može i povećavati.

Život oko pučinskih vjetroelektrana svakako nije baš jednostavan, obično ga se detaljno regulira, a u Britaniji, Danskoj i Poljskoj one su otvorene za tranzit, komercijalnu i rekreativnu upotrebu.

Iako je to možda malo teže zamisliti, ispostavlja se da vjetroelektrana može, osim osnovne funkcije proizvodnje električne energije, imati i – turističku funkciju.

"Mogu se označiti rute za rekreativnu plovidbu, ronjenje na umjetnim grebenima, označiti vjetroagregat za organizirani posjet, otvoriti restoran ili kafić ili platformu za treninge. Scroby Sands pučinska vjetroelektrana (u Engleskoj, op.ur.) privlači oko 35 tisuća posjetitelja godišnje. Ulaz je za turiste besplatan, a vjetroelektranom upravlja E.ON koji i plaća radnike", navodi se u studiji.
