- Do sada smo imali nevjerojatnu sreću. No usred rastućih globalnih napetosti, čovječanstvo je sada samo jedan nesporazum ili jednu pogrešnu procjenu udaljeno od nuklearnog uništenja - upozorio je glavni tajnik Ujedinjenih naroda Antonio Guterres u New Yorku na otvaranju konferencije za zemlje potpisnice Ugovora o neširenju nuklearnog oružja, prenosi BBC.
Nakon stravičnih posljedica napada na Japan na kraju Drugog svjetskog rata i niza hladnoratovskih nuklearnih pokusa provedenih od strane nuklearnih sila, svijet je 1968. godine odlučio da je vrijeme za zajedničku akciju u pogledu kontrole, širenja i korištenja nuklearne energije kako u vojne tako i u civilne svrhe, piše Jutarnji.
Iako su i prije postojale različite inicijative koje su imale zadatak uspostave mehanizama za kontrolu nuklearnog naoružanja, kao što je Baruchov plan iz 1946. kojega je predložila Trumanova administracija i Eisenhowerov program „Atomi za mir“ iz 1953., tek je razvoj kineskog nuklearnog programa šezdesetih godina prošlog stoljeća doveo do svijesti o potrebi sprečavanja širenja takve vrste naoružanja.
Godine 1970. na snagu je stupio Ugovor o neširenju nuklearnog oružja (Nuclear Non-proliferation Treaty - NPT) kao odgovor na rastuću prijetnju od nuklearnog rata. Ugovor je od njegova potpisivanja, 1968. godine, do danas ratificiralo 190 država što ga čini najmasovnijim ugovorom o kontroli naoružanja u svijetu.
Gotovo svaka nacija na Zemlji potpisala je NPT, uključujući pet najvećih nuklearnih sila. No četiri države za koje se zna ili sumnja da imaju nuklearno oružje - Indija, Izrael, Sjeverna Koreja i Pakistan - odbili su potpisati Ugovor.
Glavni tajnik Guterres rekao je da "sreća" neće potrajati vječno te je pozvao sve države svijeta da obnove napor prema uklanjanju svog nuklearnog oružja.

- Sreća nije strategija. Niti je ona štit od geopolitičkih napetosti koje prerastaju u nuklearni sukob - dodao je.
Rusija je optužena za eskalaciju napetosti kada je nekoliko dana nakon invazije na Ukrajinu u veljači, predsjednik Vladimir Putin ruske nuklearne snage stavio u stanje visoke pripravnosti.Također je zaprijetio svima koji Rusiji stanu na put posljedicama "kakve nisu vidjeli u svojoj povijesti".
U ponedjeljak je pak Putin na adresu gore spomenute konferencije odaslao pismo, u kome stoji da "ne može biti pobjednika u nuklearnom ratu i da on nikada ne bi trebao biti pokrenut".
No Rusija se ipak našla na udaru kritika na konferenciji NPT-a.
Američki državni tajnik Antony Blinken osudio je rusko zveckanje oružjem - i istaknuo da je Ukrajina predala svoje nuklearno oružje iz sovjetske ere 1994. godine, nakon što je od Rusije i drugih dobila jamstvo sigurnosti.

- Do sada smo imali nevjerojatnu sreću. No usred rastućih globalnih napetosti, čovječanstvo je sada samo jedan nesporazum ili jednu pogrešnu procjenu udaljeno od nuklearnog uništenja - upozorio je glavni tajnik Ujedinjenih naroda Antonio Guterres u New Yorku na otvaranju konferencije za zemlje potpisnice Ugovora o neširenju nuklearnog oružja, prenosi BBC.
Nakon stravičnih posljedica napada na Japan na kraju Drugog svjetskog rata i niza hladnoratovskih nuklearnih pokusa provedenih od strane nuklearnih sila, svijet je 1968. godine odlučio da je vrijeme za zajedničku akciju u pogledu kontrole, širenja i korištenja nuklearne energije kako u vojne tako i u civilne svrhe, piše Jutarnji.
Iako su i prije postojale različite inicijative koje su imale zadatak uspostave mehanizama za kontrolu nuklearnog naoružanja, kao što je Baruchov plan iz 1946. kojega je predložila Trumanova administracija i Eisenhowerov program „Atomi za mir“ iz 1953., tek je razvoj kineskog nuklearnog programa šezdesetih godina prošlog stoljeća doveo do svijesti o potrebi sprečavanja širenja takve vrste naoružanja.
Godine 1970. na snagu je stupio Ugovor o neširenju nuklearnog oružja (Nuclear Non-proliferation Treaty - NPT) kao odgovor na rastuću prijetnju od nuklearnog rata. Ugovor je od njegova potpisivanja, 1968. godine, do danas ratificiralo 190 država što ga čini najmasovnijim ugovorom o kontroli naoružanja u svijetu.
Gotovo svaka nacija na Zemlji potpisala je NPT, uključujući pet najvećih nuklearnih sila. No četiri države za koje se zna ili sumnja da imaju nuklearno oružje - Indija, Izrael, Sjeverna Koreja i Pakistan - odbili su potpisati Ugovor.
Glavni tajnik Guterres rekao je da "sreća" neće potrajati vječno te je pozvao sve države svijeta da obnove napor prema uklanjanju svog nuklearnog oružja.

- Sreća nije strategija. Niti je ona štit od geopolitičkih napetosti koje prerastaju u nuklearni sukob - dodao je.
Rusija je optužena za eskalaciju napetosti kada je nekoliko dana nakon invazije na Ukrajinu u veljači, predsjednik Vladimir Putin ruske nuklearne snage stavio u stanje visoke pripravnosti.Također je zaprijetio svima koji Rusiji stanu na put posljedicama "kakve nisu vidjeli u svojoj povijesti".
U ponedjeljak je pak Putin na adresu gore spomenute konferencije odaslao pismo, u kome stoji da "ne može biti pobjednika u nuklearnom ratu i da on nikada ne bi trebao biti pokrenut".
No Rusija se ipak našla na udaru kritika na konferenciji NPT-a.
Američki državni tajnik Antony Blinken osudio je rusko zveckanje oružjem - i istaknuo da je Ukrajina predala svoje nuklearno oružje iz sovjetske ere 1994. godine, nakon što je od Rusije i drugih dobila jamstvo sigurnosti.

Smatra se da je danas oko 13.000 komada nuklearnog oružja ostalo u upotrebi u arsenalima devet država, što je daleko manje od procijenjenih 60.000 komada zaliha tijekom vrhunca sredinom 1980-ih.
