Pučka pravobraniteljica Tena Šimonović Einwalter zatražila je od Vlade i Stožera civilne zaštite hitnu objavu odluke o obaveznim COVID potvrdama s obzirom da bi ta mjera trebala stupiti na snagu za nekoliko dana, a tekst odluke, kao ni detalji oko njezina provođenja, nisu poznati.

- Te informacije nužne su tijelima i ustanovama kako bi Odluku mogli provoditi, njihovim zaposlenicima koji je moraju poštivati, kao i građanima čiji cijeli niz prava ovisi o fizičkom dolasku na ova mjesta. Zato je pučka pravobraniteljica dala preporuku da se žurno objavi Odluka i daju potpune i jasne upute o tome kako je provoditi - stoji u objavi na web stranici pučke pravobraniteljice koja se obratila Vladi i Stožeru preporukama koje se odnose na širenje uporabe COVID potvrda na čitavi državni i javni sektor.
Kako je najava te mjere povećala interes građana za cijepljenjem, potrebno je na njega i brže i bolje odgovoriti, s obzirom da svjedočimo velikim redovima čekanja. No, ti građani neće moći dobiti COVID potvrdu odmah nakon primanja cjepiva pa će se u narednom razdoblju trebati testirati. Zato je, navela je pučka pravobraniteljica, potrebno osigurati široko dostupnu mogućnost cijepljenja te osobito testiranja građana, kao i pojasniti građanima na koji način mogu ostvariti svoja prava pred tijelima javne vlasti dok ne ostvare uvjete za dobivanje potvrda.

Upozorila je i kako, minimalno u prijelaznom periodu, mora biti osigurano besplatno testiranje za najsiromašnije građane, kao i za one koji zbog narušenog zdravstvenog stanja ne mogu primiti cjepivo, jer posljedica ove Odluke ne smije biti da najranjiviji ne mogu ostvariti nužne usluge zato što nemaju sredstava za testiranje, što može dovesti do diskriminacije i povrede njihovih prava.

Cilj ovih preporuka jest, imajući na umu protok vremena, potrebe provoditelja Odluke, prava njihovih zaposlenika i građana te nedostatak informacija, doprinijeti spremnosti sustava na provođenje najavljene Odluke.
Pravobraniteljica je podsjetila kako je nužno voditi računa o razmjernosti ograničenja prava građana s ciljem koji se time želi postići. U slučaju najavljene mjere, to je sprečavanje daljnjeg rasta oboljelih i umrlih, kao i sprječavanje preopterećenosti zdravstvenog sustava, u kojem je sve veći broj oboljelih kojima je potrebna bolnička skrb.

Pučka pravobraniteljica Tena Šimonović Einwalter zatražila je od Vlade i Stožera civilne zaštite hitnu objavu odluke o obaveznim COVID potvrdama s obzirom da bi ta mjera trebala stupiti na snagu za nekoliko dana, a tekst odluke, kao ni detalji oko njezina provođenja, nisu poznati.

- Te informacije nužne su tijelima i ustanovama kako bi Odluku mogli provoditi, njihovim zaposlenicima koji je moraju poštivati, kao i građanima čiji cijeli niz prava ovisi o fizičkom dolasku na ova mjesta. Zato je pučka pravobraniteljica dala preporuku da se žurno objavi Odluka i daju potpune i jasne upute o tome kako je provoditi - stoji u objavi na web stranici pučke pravobraniteljice koja se obratila Vladi i Stožeru preporukama koje se odnose na širenje uporabe COVID potvrda na čitavi državni i javni sektor.
Kako je najava te mjere povećala interes građana za cijepljenjem, potrebno je na njega i brže i bolje odgovoriti, s obzirom da svjedočimo velikim redovima čekanja. No, ti građani neće moći dobiti COVID potvrdu odmah nakon primanja cjepiva pa će se u narednom razdoblju trebati testirati. Zato je, navela je pučka pravobraniteljica, potrebno osigurati široko dostupnu mogućnost cijepljenja te osobito testiranja građana, kao i pojasniti građanima na koji način mogu ostvariti svoja prava pred tijelima javne vlasti dok ne ostvare uvjete za dobivanje potvrda.

Upozorila je i kako, minimalno u prijelaznom periodu, mora biti osigurano besplatno testiranje za najsiromašnije građane, kao i za one koji zbog narušenog zdravstvenog stanja ne mogu primiti cjepivo, jer posljedica ove Odluke ne smije biti da najranjiviji ne mogu ostvariti nužne usluge zato što nemaju sredstava za testiranje, što može dovesti do diskriminacije i povrede njihovih prava.

Cilj ovih preporuka jest, imajući na umu protok vremena, potrebe provoditelja Odluke, prava njihovih zaposlenika i građana te nedostatak informacija, doprinijeti spremnosti sustava na provođenje najavljene Odluke.
Pravobraniteljica je podsjetila kako je nužno voditi računa o razmjernosti ograničenja prava građana s ciljem koji se time želi postići. U slučaju najavljene mjere, to je sprečavanje daljnjeg rasta oboljelih i umrlih, kao i sprječavanje preopterećenosti zdravstvenog sustava, u kojem je sve veći broj oboljelih kojima je potrebna bolnička skrb.

Pučka pravobraniteljica traži od Vlade i Stožera hitnu objavu odluke o COVID potvrdama: na snagu stupa za nekoliko dana, a detalji još nisu poznati

Pučka pravobraniteljica Tena Šimonović Einwalter zatražila je od Vlade i Stožera civilne zaštite hitnu objavu odluke o obaveznim COVID potvrdama s obzirom da bi ta mjera trebala stupiti na snagu za nekoliko dana, a tekst odluke, kao ni detalji oko njezina provođenja, nisu poznati.

- Te informacije nužne su tijelima i ustanovama kako bi Odluku mogli provoditi, njihovim zaposlenicima koji je moraju poštivati, kao i građanima čiji cijeli niz prava ovisi o fizičkom dolasku na ova mjesta. Zato je pučka pravobraniteljica dala preporuku da se žurno objavi Odluka i daju potpune i jasne upute o tome kako je provoditi - stoji u objavi na web stranici pučke pravobraniteljice koja se obratila Vladi i Stožeru preporukama koje se odnose na širenje uporabe COVID potvrda na čitavi državni i javni sektor.
Kako je najava te mjere povećala interes građana za cijepljenjem, potrebno je na njega i brže i bolje odgovoriti, s obzirom da svjedočimo velikim redovima čekanja. No, ti građani neće moći dobiti COVID potvrdu odmah nakon primanja cjepiva pa će se u narednom razdoblju trebati testirati. Zato je, navela je pučka pravobraniteljica, potrebno osigurati široko dostupnu mogućnost cijepljenja te osobito testiranja građana, kao i pojasniti građanima na koji način mogu ostvariti svoja prava pred tijelima javne vlasti dok ne ostvare uvjete za dobivanje potvrda.

Upozorila je i kako, minimalno u prijelaznom periodu, mora biti osigurano besplatno testiranje za najsiromašnije građane, kao i za one koji zbog narušenog zdravstvenog stanja ne mogu primiti cjepivo, jer posljedica ove Odluke ne smije biti da najranjiviji ne mogu ostvariti nužne usluge zato što nemaju sredstava za testiranje, što može dovesti do diskriminacije i povrede njihovih prava.

Cilj ovih preporuka jest, imajući na umu protok vremena, potrebe provoditelja Odluke, prava njihovih zaposlenika i građana te nedostatak informacija, doprinijeti spremnosti sustava na provođenje najavljene Odluke.
Pravobraniteljica je podsjetila kako je nužno voditi računa o razmjernosti ograničenja prava građana s ciljem koji se time želi postići. U slučaju najavljene mjere, to je sprečavanje daljnjeg rasta oboljelih i umrlih, kao i sprječavanje preopterećenosti zdravstvenog sustava, u kojem je sve veći broj oboljelih kojima je potrebna bolnička skrb.
