Sjedinjene Američke Države su se po prvi puta, otkad Međunarodna istraživačka skupina IDEA provodi svoja godišnja  izvješća, našle na popisu demokracija koje nazaduju. Osim toga, ukazano je na trend 'vidljivog pogoršanja' koje je, navodi švedska udruga, počelo 2019, prenosi Geopolitika. Svaka četvrta osoba svijeta živi u nazadnoj demokraciji, a taj udio posljednjih godina raste, prema ovom izvješću nazvanom 'Globalno stanje demokracije 2021'. 

'SAD su demokracija s visokim učinkom pa su čak i poboljšale svoj učinak u pokazateljima nepristrane uprave (korupcija i predvidljiva provedba) 2020. Međutim, pad građanskih sloboda i provjere vlade ukazuju na to da postoje ozbiljni problemi sa samim osnovama demokracije', rekao je Alexander Hudson, koautor izvješća.

'Povijesna prekretnica dogodila se 20.-21. kada je bivši predsjednik Donald Trump doveo u pitanje legitimnost izbornih rezultata', stoji u izvješću. Osim toga, Hudson je ukazao na 'pad kvalitete slobode udruživanja i okupljanja tijekom ljeta prosvjeda 2020.' i nakon ubojstva Georgea Floyda od strane policajca.

Think tank udruženje IDEA već 50 godina prati demokratske procese u oko 160 zemalja, svrstavajući ih u tri kategorije: demokracije (uključujući one koje su 'nazadne'), 'hibridne' vlade i autoritarni režimi. 'Vidljivo pogoršanje demokracije u Sjedinjenim Državama, kao što se vidi u sve većoj tendenciji osporavanja vjerodostojnih izbornih rezultata, naporima da se suzbije sudjelovanje na izborima i sve većoj polarizaciji društva su događaji koji najviše zabrinjavaju', rekao je glavni tajnik IDEA-e Kevin Casas-Zamora.

Casas-Zamora upozorio je na nove izazove za demokratske procese: 'Nasilno osporavanje izbora 2020. bez ikakvih dokaza prijevare replicirano je, na različite načine, na mjestima kao što su Mjanmar, Peru i Izrael'. Ranije ovog mjeseca, američki Državni tajnik Antony Blinken rekao je skupini čelnika u Keniji da je svjedok 'demokratske recesije' u svijetu, a u tu procjenu je uključio je i izazove u SAD-u za koje je rekao da su dokaz 'koliko naša demokracija može biti krhka'.

Osim 'etabliranih demokracija' poput SAD-a, na popisu 'nazadujućih demokracija' su i zemlje članice EU: Mađarska, Poljska i Slovenija. Dvije zemlje koje su prošle godine bile na listi, Ukrajina i Sjeverna Makedonija, ove su godine uklonjene nakon što se njihova situacija poboljšala. Još dvije države, Mali i Srbija, napustili su listu jer se više ne smatraju demokratskim državama. Dok je Mjanmar prešao direktno iz demokracije u autoritarni režim, Afganistan i Mali ušli su u ovu kategoriju iz svoje prethodne oznake hibridnih vlada.

Srbija je iz 'nazadne' demokracije postaja 'hibridna' država i više nema oznaku demokracije, niti barem nazadne. 'Ovo izvješće naglašava demokratski kolaps u Srbiji jer se nakon ozbiljnih problema s izborima 2020. više ne može smatrati demokracijom. To dovodi u pitanje budućnost članstva Srbije u Europskoj uniji', tvrdi koautor izvješća.

Petu godinu zaredom zemlje koje su skrenule prema autoritarizmu nadmašuju broj onih gdje se popravlja kvaliteta demokratskog procesa. IDEA očekuje da će se ovaj trend nastaviti i u 2021. u kojoj, prema privremenoj procjeni skupine, svijet broji 98 demokracija, 20 'hibridnih' vlada (uključujući Rusiju, Maroko i Tursku) te 47 autoritarnih režima (uključujući Kinu, Saudijsku Arabiju, Etiopiju i Iran). U izvješću se navodi da je trend demokratske erozije 'postao akutniji i zabrinjavajućiji'.

Sjedinjene Američke Države su se po prvi puta, otkad Međunarodna istraživačka skupina IDEA provodi svoja godišnja  izvješća, našle na popisu demokracija koje nazaduju. Osim toga, ukazano je na trend 'vidljivog pogoršanja' koje je, navodi švedska udruga, počelo 2019, prenosi Geopolitika. Svaka četvrta osoba svijeta živi u nazadnoj demokraciji, a taj udio posljednjih godina raste, prema ovom izvješću nazvanom 'Globalno stanje demokracije 2021'. 

'SAD su demokracija s visokim učinkom pa su čak i poboljšale svoj učinak u pokazateljima nepristrane uprave (korupcija i predvidljiva provedba) 2020. Međutim, pad građanskih sloboda i provjere vlade ukazuju na to da postoje ozbiljni problemi sa samim osnovama demokracije', rekao je Alexander Hudson, koautor izvješća.

Osim toga, Hudson je ukazao na 'pad kvalitete slobode udruživanja i okupljanja tijekom ljeta prosvjeda 2020.' i nakon ubojstva Georgea Floyda od strane policajca.

Think tank udruženje IDEA već 50 godina prati demokratske procese u oko 160 zemalja, svrstavajući ih u tri kategorije: demokracije (uključujući one koje su 'nazadne'), 'hibridne' vlade i autoritarni režimi. Casas-Zamora upozorio je na nove izazove za demokratske procese: 'Nasilno osporavanje izbora 2020. bez ikakvih dokaza prijevare replicirano je, na različite načine, na mjestima kao što su Mjanmar, Peru i Izrael'. Ranije ovog mjeseca, američki Državni tajnik Antony Blinken rekao je skupini čelnika u Keniji da je svjedok 'demokratske recesije' u svijetu, a u tu procjenu je uključio je i izazove u SAD-u za koje je rekao da su dokaz 'koliko naša demokracija može biti krhka'.

Osim 'etabliranih demokracija' poput SAD-a, na popisu 'nazadujućih demokracija' su i zemlje članice EU: Mađarska, Poljska i Slovenija. Dvije zemlje koje su prošle godine bile na listi, Ukrajina i Sjeverna Makedonija, ove su godine uklonjene nakon što se njihova situacija poboljšala. Još dvije države, Mali i Srbija, napustili su listu jer se više ne smatraju demokratskim državama. Dok je Mjanmar prešao direktno iz demokracije u autoritarni režim, Afganistan i Mali ušli su u ovu kategoriju iz svoje prethodne oznake hibridnih vlada.

Srbija je iz 'nazadne' demokracije postaja 'hibridna' država i više nema oznaku demokracije, niti barem nazadne. 'Ovo izvješće naglašava demokratski kolaps u Srbiji jer se nakon ozbiljnih problema s izborima 2020. više ne može smatrati demokracijom. To dovodi u pitanje budućnost članstva Srbije u Europskoj uniji', tvrdi koautor izvješća.

Petu godinu zaredom zemlje koje su skrenule prema autoritarizmu nadmašuju broj onih gdje se popravlja kvaliteta demokratskog procesa. IDEA očekuje da će se ovaj trend nastaviti i u 2021. u kojoj, prema privremenoj procjeni skupine, svijet broji 98 demokracija, 20 'hibridnih' vlada (uključujući Rusiju, Maroko i Tursku) te 47 autoritarnih režima (uključujući Kinu, Saudijsku Arabiju, Etiopiju i Iran). U izvješću se navodi da je trend demokratske erozije 'postao akutniji i zabrinjavajućiji'.

Sjedinjene Američke Države su se po prvi puta, otkad Međunarodna istraživačka skupina IDEA provodi svoja godišnja  izvješća, našle na popisu demokracija koje nazaduju. Osim toga, ukazano je na trend 'vidljivog pogoršanja' koje je, navodi švedska udruga, počelo 2019, prenosi Geopolitika. Svaka četvrta osoba svijeta živi u nazadnoj demokraciji, a taj udio posljednjih godina raste, prema ovom izvješću nazvanom 'Globalno stanje demokracije 2021'. 

'SAD su demokracija s visokim učinkom pa su čak i poboljšale svoj učinak u pokazateljima nepristrane uprave (korupcija i predvidljiva provedba) 2020.
