Pospani Joe je probudio Ameriku – naslov je The Sunday Timesa kojim se list, pozdravljajući pobjedu novog predsjednika SAD-a, poigrava s izrazom što ga je u kampanji koristio Bidenov rival Donald Trump kako bi se narugao svom protivniku. Diskreditacija, očito, nije upalila pa će Biden 20. siječnja 2021. prisegnuti za 46. predsjednika Sjedinjenih Država.

Nakon burne kampanje mnoge zanima kakva će biti politika novog lidera svjetske sile. Hoće li i Bidena najviše zaokupirati utakmica s Kinom i kako će se razvijati odnosi s Rusijom? Europska unija je prije često idealizirala svoga velikog partnera, a to se promijenilo nakon posljednje četiri godine s Trumpom. Hoće li Bidenova politika prema Europi značiti povratak u vrijeme prije Trumpa ili novi predsjednik neće donijeti bitne promjene u tom odnosu?

Kina

Dr. Branimir Vidmarović, stručnjak za geopolitiku i međunarodne odnose, ističe kako bi Bidenova politika prema Kini trebala biti retorički smirenija i racionalnija, sustavnija i dosljednija.

– Biden bi trebao odbaciti sve ono što je štetno za bilateralne odnose, poput isticanja ideoloških razlika, primjerice, naglašavanje kineskog komunizma, odnosno komunističke prirode kineske vlasti u umiješanosti kineske države u sve vrste poslovanja.

S druge strane, ne očekujem da će politika prema Kini biti mekša jer, kao demokrat, Biden će, vjerojatno, obratiti pažnju na Tibet i na probleme vjerskih zajednica u Kini te na položaj Ujgura. Također, ako će obnoviti i učvrstiti veze s američkim saveznicima na Dalekom istoku, samim tim će učvrstiti i američki položaj i sigurnosni obruč oko Kine – procijenio je stručnjak za kinesku vanjsku politiku.

Rusija

U Rusiji, čini se, malo tko vjeruje u neki značajniji napredak u odnosima sa SAD-om.

– Službena Moskva ne vjeruje da Biden može popraviti odnose Amerike i Rusije zbog toga što su odnosi tih zemalja na silaznoj putanji i osjeća se veliki manjak povjerenja. Osim toga, za demokrate je Rusija jedan od glavnih krivaca dolaska Trumpa na vlast, pa stoga možemo očekivati i nastavak čvrste politike prema Rusiji, uz fokus na ljudska prava, medije i sve kontroverzne ruske aktivnosti po svijetu i Europi, poput slučaja s trovanjem Skripalja i Navaljnog.

Naravno, ostaje vidjeti što će biti sa Sjevernim tokom 2, s obzirom na to da je projekt u strateškom interesu Njemačke i dobrog dijela europskih zemalja – rekao je vanjskopolitički analitičar.

Sjeverna Koreja

Naš sugovornik kaže kako bi Biden prema Sjevernoj Koreji trebao zauzeti umjereniju poziciju, koja će se temeljiti na diplomaciji i postupnom sporazumnom i pregovornom rješavanju problema u suradnji s Južnom Korejom i, vjerojatno, drugim zemljama regije.

– Trump je legitimizirao vlast Kim Jong-una i zato Biden sada ne može ignorirati tu činjenicu. Zato će se komunikacija sa Sjevernom Korejom morati odvijati na načelima poštovanja suvereniteta Sjeverne Koreje i njezina režima – rekao je suradnik Sveučilišta "Juraj Dobrila" u Puli.

SAD

Na domaćoj sceni, pak, Biden najprije treba implementirati mjere za suzbijanje pandemije, kao i mjere za gospodarski oporavak SAD-a. Dalje, po Bidenovu programu, slijedi zdravstvo, školstvo, porezna i socijalna politika.

– Svaka od tih zadaća je iznimno teška budući da je Amerika podijeljena, a, s obzirom na još uvijek moguću republikansku većinu u Senatu, Biden će morati ići na kompromisna rješenja – istaknuo je.

Klimatske promjene

Klimatske promjene svakako su u fokusu Bidenova političkog programa.

– Povratak Amerike u klimatski sporazum za sada bi bio najjači, najlakši i najbezbolniji signal povratka Amerike na globalnu scenu, zbog toga što je pitanje klimatskih promjena tema oko koje se slažu sve velike zemlje svijeta i to je u ovom trenutku ključno pitanje koje može stabilizirati odnose između velikih zemalja.

Nadalje, tu je i iranski nuklearni sporazum, koji bi svakako trebalo obnoviti. Iransko vodstvo se nada da će Bidenova administracija prepoznati važnost nekoć postignutog sporazuma, a to je čitavo vrijeme bila i pozicija zemalja Europske unije – podsjetio je.

EU

Trenutačno treba riješiti ekonomski spor između EU-a i SAD-a koji je nametnuo Donald Trump.

– Implementirane su brojne carine koje bi trebalo zakonodavno ukinuti, a to nije brz proces. No, na Joeu Bidenu je može li na razini političke retorike popraviti štetu koju je počinio Donald Trump i obećati Bruxellesu da su američke i europske vizije zapadnog poretka jednake i usklađene. Isto to se odnosi i na povratak povjerenja u NATO – zaključio je dr. Vidmarović.

Pospani Joe je probudio Ameriku – naslov je The Sunday Timesa kojim se list, pozdravljajući pobjedu novog predsjednika SAD-a, poigrava s izrazom što ga je u kampanji koristio Bidenov rival Donald Trump kako bi se narugao svom protivniku. Diskreditacija, očito, nije upalila pa će Biden 20. siječnja 2021. prisegnuti za 46. predsjednika Sjedinjenih Država.

Nakon burne kampanje mnoge zanima kakva će biti politika novog lidera svjetske sile. Hoće li i Bidena najviše zaokupirati utakmica s Kinom i kako će se razvijati odnosi s Rusijom? Europska unija je prije često idealizirala svoga velikog partnera, a to se promijenilo nakon posljednje četiri godine s Trumpom. Hoće li Bidenova politika prema Europi značiti povratak u vrijeme prije Trumpa ili novi predsjednik neće donijeti bitne promjene u tom odnosu?

Kina

Dr. Branimir Vidmarović, stručnjak za geopolitiku i međunarodne odnose, ističe kako bi Bidenova politika prema Kini trebala biti retorički smirenija i racionalnija, sustavnija i dosljednija.

– Biden bi trebao odbaciti sve ono što je štetno za bilateralne odnose, poput isticanja ideoloških razlika, primjerice, naglašavanje kineskog komunizma, odnosno komunističke prirode kineske vlasti u umiješanosti kineske države u sve vrste poslovanja.

S druge strane, ne očekujem da će politika prema Kini biti mekša jer, kao demokrat, Biden će, vjerojatno, obratiti pažnju na Tibet i na probleme vjerskih zajednica u Kini te na položaj Ujgura. Također, ako će obnoviti i učvrstiti veze s američkim saveznicima na Dalekom istoku, samim tim će učvrstiti i američki položaj i sigurnosni obruč oko Kine – procijenio je stručnjak za kinesku vanjsku politiku.

Rusija

U Rusiji, čini se, malo tko vjeruje u neki značajniji napredak u odnosima sa SAD-om.

– Službena Moskva ne vjeruje da Biden može popraviti odnose Amerike i Rusije zbog toga što su odnosi tih zemalja na silaznoj putanji i osjeća se veliki manjak povjerenja. Osim toga, za demokrate je Rusija jedan od glavnih krivaca dolaska Trumpa na vlast, pa stoga možemo očekivati i nastavak čvrste politike prema Rusiji, uz fokus na ljudska prava, medije i sve kontroverzne ruske aktivnosti po svijetu i Europi, poput slučaja s trovanjem Skripalja i Navaljnog.

Naravno, ostaje vidjeti što će biti sa Sjevernim tokom 2, s obzirom na to da je projekt u strateškom interesu Njemačke i dobrog dijela europskih zemalja – rekao je vanjskopolitički analitičar.

Sjeverna Koreja

Naš sugovornik kaže kako bi Biden prema Sjevernoj Koreji trebao zauzeti umjereniju poziciju, koja će se temeljiti na diplomaciji i postupnom sporazumnom i pregovornom rješavanju problema u suradnji s Južnom Korejom i, vjerojatno, drugim zemljama regije.

– Trump je legitimizirao vlast Kim Jong-una i zato Biden sada ne može ignorirati tu činjenicu. Zato će se komunikacija sa Sjevernom Korejom morati odvijati na načelima poštovanja suvereniteta Sjeverne Koreje i njezina režima – rekao je suradnik Sveučilišta "Juraj Dobrila" u Puli.

SAD

Na domaćoj sceni, pak, Biden najprije treba implementirati mjere za suzbijanje pandemije, kao i mjere za gospodarski oporavak SAD-a. Dalje, po Bidenovu programu, slijedi zdravstvo, školstvo, porezna i socijalna politika.

– Svaka od tih zadaća je iznimno teška budući da je Amerika podijeljena, a, s obzirom na još uvijek moguću republikansku većinu u Senatu, Biden će morati ići na kompromisna rješenja – istaknuo je.

Klimatske promjene

Klimatske promjene svakako su u fokusu Bidenova političkog programa.

– Povratak Amerike u klimatski sporazum za sada bi bio najjači, najlakši i najbezbolniji signal povratka Amerike na globalnu scenu, zbog toga što je pitanje klimatskih promjena tema oko koje se slažu sve velike zemlje svijeta i to je u ovom trenutku ključno pitanje koje može stabilizirati odnose između velikih zemalja.

Nadalje, tu je i iranski nuklearni sporazum, koji bi svakako trebalo obnoviti. Iransko vodstvo se nada da će Bidenova administracija prepoznati važnost nekoć postignutog sporazuma, a to je čitavo vrijeme bila i pozicija zemalja Europske unije – podsjetio je.

EU

Trenutačno treba riješiti ekonomski spor između EU-a i SAD-a koji je nametnuo Donald Trump.

– Implementirane su brojne carine koje bi trebalo zakonodavno ukinuti, a to nije brz proces. No, na Joeu Bidenu je može li na razini političke retorike popraviti štetu koju je počinio Donald Trump i obećati Bruxellesu da su američke i europske vizije zapadnog poretka jednake i usklađene. Isto to se odnosi i na povratak povjerenja u NATO – zaključio je dr. Vidmarović.
