Super je to što je država napravila s mjerama potpore poduzetnicima. Ta je odluka prociklična, znači da se u ciklus krize ide povećavanjem potrošnje i smanjenjem poreza.

To je ispravno djelovanje pametne Vlade koja želi dobrobit gospodarstvu. To što država radi je poticanje potrošnje. Jer, bruto domaći proizvod u konačnici nije ništa drugo nego potrošnja, i to javna, osobna i investicijska potrošnja. U prethodnoj krizi su vlade radile suprotno, sjetite se samo uvođenja harača, što je potez koji je produbljivao krizu.

Tako nam je prof. Drago Jakovčević komentirao nove stare mjere za očuvanje radnih mjesta u koje se polažu nade da će spriječiti zaustavljanje ekonomskih aktivnosti. Vlada je prekrojila mjere i visinu potpora za isplatu plaća radnicima vezala uz pad prometa te će se potpore kretati po razredima, od najmanje 2000 kuna potpore po radniku tvrtkama kojima je promet pao 40 posto do maksimalnih 4000 kuna potpore poslodavcima s padom prometa od 60 posto.

Rastu i potpore za skraćeni radni tjedan, s 2000 na 2800 kuna mjesečno te se s 50 na 70 posto povećava mogućnost skraćenja radnog vremena u tjednu. Te će prekrojene potpore do kraja godine stajati od 300 do 350 milijuna kuna.

Premijer Andrej Plenković rekao je da je na sve dosad poduzete mjere koje su omogućile zadržavanje radnih mjesta, niske stope nezaposlenosti i očuvanje likvidnosti poduzeća, radnicima i poduzetnicima u privatnom sektoru isplaćeno 6,85 milijardi kuna, a s dodatnih oko 300 do 350 milijuna kuna isplate će dosegnuti 7,5 milijardi kuna.

Tržišna igra

Hrvatska udruga poslodavaca pozdravila je te mjere i ukazala da plaće nisu jedini troškovi i da je likvidnost u mnogim djelatnostima ugrožena, da rastu troškovi za sirovine, logistiku, prijevoz i epidemiološke mjere te da za mnoge, osobito male i srednje poduzetnike, pad prihoda manji od 40 posto može značiti kraj. Stoga traže reforme, posebno u segmentu smanjenja ili ukidanja parafiskalnih nameta i administrativnog opterećenja.

- Moje mišljenje i stav se razlikuju od mišljenja analitičara neoliberalnog porijekla. Neoliberalizam isključuje socijalnu državu, isključuje državu iz svakog tržišta koje kao nevidljiva ruka radi sve, a država treba biti mala i zove se samo u slučaju javno-privatnog partnerstva gdje je akcent na privatnom. Ti liberali su cijelo vrijeme govorili pustite nas na miru, previše je države, sad je odjednom malo što je država napravila, sad je država potrebna tim homo duplexima.

Ako si prihvatio tržišnu igru, onda je korona dio te igre, pa propadni, snađi se i radi nešto drugo. Država je napravila nešto suprotno neoliberalnoj doktrini i stvara uvjete za veću potrošnju jer davanjem potpore onima kojima je prihod pao 40 i više posto, država povećava potrošnju jer će poduzetnik isplatiti plaću radniku koji će je potrošiti na artikle i usluge. Prema tome, raste potrošnja, a raste i BDP – kaže prof. Jakovčević.

Ističe da su sindikati u pravu kad traže da se kontrolira odobravanje potpore da ne bi ispalo da je neki poslodavac dobio potporu a otpustio radnika. Dodaje da bi rado da je država uključila i one kojima je promet pao 30 posto i ukazuje da iste stvari rade razvijene zemlje i da je Njemačka tisuće milijardi eura ulila u svoje poduzetništvo.

- Ugodno sam iznenađen da je ova Vlada, na teret proračunskog deficita, na teret porasta javnog duga, učinila to što je napravila. Prošle vlade nisu to radile. Harač na plaće primjer je produbljivanja krize smanjivanjem potrošnje, a ova Vlada ide u drugom smjeru, povećava potrošnju. To je ispravno - smatra prof. Drago Jakovčević.

Svjetska iskustva

U korona-krizi države pomažu gospodarstvu i građanima, male zemlje poput Hrvatske, čije će gospodarstvo ove godine pasti oko devet posto, mogu samo sanjati razinu potpora koje u svoja gospodarstva, tvrtke i građane, ulijevaju velike i razvijene zemlje koje spašavaju privatne tvrtke od propasti, poduzimajući mjere koje su izvan svake teorije o slobodi tržišta, a govori se i o nacionalizaciji strateških kompanija, što je još jučer bilo nevjerojatno.

Njemačka je, uz milijarde eura, građanima i gospodarstvu smanjila opću stopu PDV-a s 19 na 16 posto, a nižu stopu sa sedam na pet posto, država daje i potpore za plaće radnika u iznosu od 60 posto od 90 posto...

Još i prije korone počela su se u Europi mijenjati razmišljanja o strogim tržišnim regulacijama i zabrani koncentracije, jer se ispostavilo da su europske kompanije preslabe da se nose s konkurencijom američkih i kineskih tvrtki. Štoviše, neki će ekonomisti kazati da je Kina napravila gospodarski i tehnološki proboj jer je država kompanije s kvalitetnim i razvojnim projektima podržala i stala iza njih financijski, što im je omogućilo da postanu dominantni igrači u svijetu.

Kako sada stvari stoje, ove bi godine gospodarski pad u SAD -u mogao iznositi 4,3 posto, a u Europskoj uniji 7,8 posto, dok će Kina, kao jedna od rijetkih zemalja u svijetu, imati rast od 1,9 posto.

Super je to što je država napravila s mjerama potpore poduzetnicima. Ta je odluka prociklična, znači da se u ciklus krize ide povećavanjem potrošnje i smanjenjem poreza.

To je ispravno djelovanje pametne Vlade koja želi dobrobit gospodarstvu. To što država radi je poticanje potrošnje. Jer, bruto domaći proizvod u konačnici nije ništa drugo nego potrošnja, i to javna, osobna i investicijska potrošnja. U prethodnoj krizi su vlade radile suprotno, sjetite se samo uvođenja harača, što je potez koji je produbljivao krizu.

Tako nam je prof. Drago Jakovčević komentirao nove stare mjere za očuvanje radnih mjesta u koje se polažu nade da će spriječiti zaustavljanje ekonomskih aktivnosti. Vlada je prekrojila mjere i visinu potpora za isplatu plaća radnicima vezala uz pad prometa te će se potpore kretati po razredima, od najmanje 2000 kuna potpore po radniku tvrtkama kojima je promet pao 40 posto do maksimalnih 4000 kuna potpore poslodavcima s padom prometa od 60 posto.

Rastu i potpore za skraćeni radni tjedan, s 2000 na 2800 kuna mjesečno te se s 50 na 70 posto povećava mogućnost skraćenja radnog vremena u tjednu. Te će prekrojene potpore do kraja godine stajati od 300 do 350 milijuna kuna.

Premijer Andrej Plenković rekao je da je na sve dosad poduzete mjere koje su omogućile zadržavanje radnih mjesta, niske stope nezaposlenosti i očuvanje likvidnosti poduzeća, radnicima i poduzetnicima u privatnom sektoru isplaćeno 6,85 milijardi kuna, a s dodatnih oko 300 do 350 milijuna kuna isplate će dosegnuti 7,5 milijardi kuna.

Tržišna igra

Hrvatska udruga poslodavaca pozdravila je te mjere i ukazala da plaće nisu jedini troškovi i da je likvidnost u mnogim djelatnostima ugrožena, da rastu troškovi za sirovine, logistiku, prijevoz i epidemiološke mjere te da za mnoge, osobito male i srednje poduzetnike, pad prihoda manji od 40 posto može značiti kraj. Stoga traže reforme, posebno u segmentu smanjenja ili ukidanja parafiskalnih nameta i administrativnog opterećenja.

- Moje mišljenje i stav se razlikuju od mišljenja analitičara neoliberalnog porijekla. Neoliberalizam isključuje socijalnu državu, isključuje državu iz svakog tržišta koje kao nevidljiva ruka radi sve, a država treba biti mala i zove se samo u slučaju javno-privatnog partnerstva gdje je akcent na privatnom. Ti liberali su cijelo vrijeme govorili pustite nas na miru, previše je države, sad je odjednom malo što je država napravila, sad je država potrebna tim homo duplexima.

Ako si prihvatio tržišnu igru, onda je korona dio te igre, pa propadni, snađi se i radi nešto drugo. Država je napravila nešto suprotno neoliberalnoj doktrini i stvara uvjete za veću potrošnju jer davanjem potpore onima kojima je prihod pao 40 i više posto, država povećava potrošnju jer će poduzetnik isplatiti plaću radniku koji će je potrošiti na artikle i usluge. Prema tome, raste potrošnja, a raste i BDP – kaže prof. Jakovčević.

Ističe da su sindikati u pravu kad traže da se kontrolira odobravanje potpore da ne bi ispalo da je neki poslodavac dobio potporu a otpustio radnika. Dodaje da bi rado da je država uključila i one kojima je promet pao 30 posto i ukazuje da iste stvari rade razvijene zemlje i da je Njemačka tisuće milijardi eura ulila u svoje poduzetništvo.

- Ugodno sam iznenađen da je ova Vlada, na teret proračunskog deficita, na teret porasta javnog duga, učinila to što je napravila. Prošle vlade nisu to radile. Harač na plaće primjer je produbljivanja krize smanjivanjem potrošnje, a ova Vlada ide u drugom smjeru, povećava potrošnju. To je ispravno - smatra prof. Drago Jakovčević.

Svjetska iskustva

U korona-krizi države pomažu gospodarstvu i građanima, male zemlje poput Hrvatske, čije će gospodarstvo ove godine pasti oko devet posto, mogu samo sanjati razinu potpora koje u svoja gospodarstva, tvrtke i građane, ulijevaju velike i razvijene zemlje koje spašavaju privatne tvrtke od propasti, poduzimajući mjere koje su izvan svake teorije o slobodi tržišta, a govori se i o nacionalizaciji strateških kompanija, što je još jučer bilo nevjerojatno.

Njemačka je, uz milijarde eura, građanima i gospodarstvu smanjila opću stopu PDV-a s 19 na 16 posto, a nižu stopu sa sedam na pet posto, država daje i potpore za plaće radnika u iznosu od 60 posto od 90 posto...

Još i prije korone počela su se u Europi mijenjati razmišljanja o strogim tržišnim regulacijama i zabrani koncentracije, jer se ispostavilo da su europske kompanije preslabe da se nose s konkurencijom američkih i kineskih tvrtki. Štoviše, neki će ekonomisti kazati da je Kina napravila gospodarski i tehnološki proboj jer je država kompanije s kvalitetnim i razvojnim projektima podržala i stala iza njih financijski, što im je omogućilo da postanu dominantni igrači u svijetu.

Kako sada stvari stoje, ove bi godine gospodarski pad u SAD -u mogao iznositi 4,3 posto, a u Europskoj uniji 7,8 posto, dok će Kina, kao jedna od rijetkih zemalja u svijetu, imati rast od 1,9 posto.
