Ministarstvo zdravstva u zakonskim izmjenama, upućenima u javnu raspravu, predlaže povećanje maksimalnog iznosa participacije s dvije na četiri tisuće kuna, a povećavaju se i iznosi participacije za razne bolničke usluge pacijentima koji nemaju dopunsko zdravstveno osiguranje.

Uz ostalo, za pacijente bez dopunskog zdravstvenog osiguranja raste i participacija za specijalističku zdravstvenu zaštitu s 25 na 33 kune, za specijalističku dijagnostiku s 50 kuna na 67 kuna, kao i za troškove bolničkog liječenja sa sto na 134 kune.

Predlagatelj - Ministarstvo zdravstva očekuje da će te promjene, uz ostalo, pridonijeti održivosti zdravstvenog sustava.

Uz izmjene Zakona o obveznom zakonskom osiguranju u javnoj su raspravi do 3. studenoga i izmjene Zakona o zdravstvenoj zaštiti, a riječ je o dva ključna zdravstvena zakona, najavljena kao početak reforme zdravstvenog sustava.

Zakonskim izmjenama predviđa se i uvođenje preventivnih zdravstvenih pregleda, no detalji cjelokupnog koncepta obaveznih sistematskih pregleda tek će naknadno biti utvrđeni pravilnikom.

Jedinstvena lista lijekova

Novost je i uvođenje jedinstvene HZZO-ove liste lijekova, ortopedskih pomagala i drugih medicinskih proizvoda, bez dosadašnjih naznaka za osnovnu, dopunsku ili dodatnu listu.

Povećava se i dobna granica osiguranika koji imaju pravo na naknadu za bolovanje na teret HZZO-a sa 65 na 70 godina, uz uvjet navršenih 15 godina mirovinskog staža.

Kako je bilo i najavljivano, uvodi se stroža kontrola bolovanja. Uz kontrolu rada doktora primarne zdravstvene zaštite, kontrolori HZZO-a ubuduće će moći doći zakucati na vrata pacijentu na bolovanju. Za liječnika koji neosnovano propiše bolovanje, predlaže se prekršajna novčana kazna od 660 do 2650 eura. Predviđena je i kazna za pacijente na "lažnom bolovanju", u iznosu od 1060 do 1990 eura ako "namjerno sprječavaju ozdravljenje" ili tijekom bolovanja rade neke druge, primjerice poljoprivredne poslove.

Prijedlogom izmjena Zakona o zdravstvenoj zaštiti jača uloga domova zdravlja, a predviđeno je i smanjivanje njihova broja tako da bi ubuduće svaka županija trebala imati jedan dom zdravlja koji bi pružao veću mogućnost specijalističkih pregleda. Očekuje se da će se u domovima zdravlja posljedično zaposliti više specijalista ili da će se sklapati ugovori s bolnicama o radu njihovih specijalista "na terenu". Ravnatelj doma zdravlja dobit će ovlasti organizacije primarne zdravstvene zaštite na svom području, a uključivanjem bolničkih specijalista u domove zdravlja povećat će se dostupnost njihovih usluga.

Županijske bolnice postaju državne

Na razini bolničkog sustava, prenijet će se osnivačka prava nad općim bolnicama sa županija na državu, tako da će sve bolnice, izuzev specijalnih, postati državne. Svaka županija imat će samo jednu opću bolnicu te se predlaže funkcionalna integracija bolnica.

Otvara se i mogućnost pojedinim bolnicama da se organiziraju kao centri izvrsnosti za pojedine bolesti, dijagnostičke i terapijske postupke, uvodi se načelo kvalitete, umjesto kvantitete, a kao važan cilj navodi se jednaka dostupnost zdravstvene zaštite u svim dijelovima Hrvatske.

Županije zadržavaju svoja osnivačka prava nad domovima zdravlja, zavodima za hitnu medicinu i zavodima za javno zdravstvo.

U okviru zdravstvenog turizma, lječilišne usluge i usluge medicinskog wellnessa uređuju se kao zdravstvene usluge, a mogu se pružati samo izvan kapaciteta ugovorenih sa HZZO-om.

Bolnička Povjerenstva za lijekove dobivaju zadaću da svaka tri mjeseca izvještavaju ravnatelje o ishodima liječenja i potrošnji skupih lijekova.

Uvodi se i novi uvjet za doktore medicine, tj. jedna godina radnog iskustva u primarnoj zdravstvenoj zaštiti prije odobravanja specijalizacije.

Novine se uvode i u Hrvatski zavod za hitnu medicinu koji će biti nadležan i za sanitetski prijevoz i telemedicinu. Donijet će se i Mreža hitne medicine i sanitetskog prijevoza te će se pravilnikom urediti njihova organizacija.

Ministarstvo zdravstva u zakonskim izmjenama, upućenima u javnu raspravu, predlaže povećanje maksimalnog iznosa participacije s dvije na četiri tisuće kuna, a povećavaju se i iznosi participacije za razne bolničke usluge pacijentima koji nemaju dopunsko zdravstveno osiguranje.

Uz ostalo, za pacijente bez dopunskog zdravstvenog osiguranja raste i participacija za specijalističku zdravstvenu zaštitu s 25 na 33 kune, za specijalističku dijagnostiku s 50 kuna na 67 kuna, kao i za troškove bolničkog liječenja sa sto na 134 kune.

Predlagatelj - Ministarstvo zdravstva očekuje da će te promjene, uz ostalo, pridonijeti održivosti zdravstvenog sustava.

Uz izmjene Zakona o obveznom zakonskom osiguranju u javnoj su raspravi do 3. studenoga i izmjene Zakona o zdravstvenoj zaštiti, a riječ je o dva ključna zdravstvena zakona, najavljena kao početak reforme zdravstvenog sustava.

Zakonskim izmjenama predviđa se i uvođenje preventivnih zdravstvenih pregleda, no detalji cjelokupnog koncepta obaveznih sistematskih pregleda tek će naknadno biti utvrđeni pravilnikom.

Jedinstvena lista lijekova

Novost je i uvođenje jedinstvene HZZO-ove liste lijekova, ortopedskih pomagala i drugih medicinskih proizvoda, bez dosadašnjih naznaka za osnovnu, dopunsku ili dodatnu listu.

Povećava se i dobna granica osiguranika koji imaju pravo na naknadu za bolovanje na teret HZZO-a sa 65 na 70 godina, uz uvjet navršenih 15 godina mirovinskog staža.

Kako je bilo i najavljivano, uvodi se stroža kontrola bolovanja. Uz kontrolu rada doktora primarne zdravstvene zaštite, kontrolori HZZO-a ubuduće će moći doći zakucati na vrata pacijentu na bolovanju. Za liječnika koji neosnovano propiše bolovanje, predlaže se prekršajna novčana kazna od 660 do 2650 eura. Predviđena je i kazna za pacijente na "lažnom bolovanju", u iznosu od 1060 do 1990 eura ako "namjerno sprječavaju ozdravljenje" ili tijekom bolovanja rade neke druge, primjerice poljoprivredne poslove.

Prijedlogom izmjena Zakona o zdravstvenoj zaštiti jača uloga domova zdravlja, a predviđeno je i smanjivanje njihova broja tako da bi ubuduće svaka županija trebala imati jedan dom zdravlja koji bi pružao veću mogućnost specijalističkih pregleda. Očekuje se da će se u domovima zdravlja posljedično zaposliti više specijalista ili da će se sklapati ugovori s bolnicama o radu njihovih specijalista "na terenu". Ravnatelj doma zdravlja dobit će ovlasti organizacije primarne zdravstvene zaštite na svom području, a uključivanjem bolničkih specijalista u domove zdravlja povećat će se dostupnost njihovih usluga.

Županijske bolnice postaju državne

Na razini bolničkog sustava, prenijet će se osnivačka prava nad općim bolnicama sa županija na državu, tako da će sve bolnice, izuzev specijalnih, postati državne. Svaka županija imat će samo jednu opću bolnicu te se predlaže funkcionalna integracija bolnica.

Otvara se i mogućnost pojedinim bolnicama da se organiziraju kao centri izvrsnosti za pojedine bolesti, dijagnostičke i terapijske postupke, uvodi se načelo kvalitete, umjesto kvantitete, a kao važan cilj navodi se jednaka dostupnost zdravstvene zaštite u svim dijelovima Hrvatske.

Županije zadržavaju svoja osnivačka prava nad domovima zdravlja, zavodima za hitnu medicinu i zavodima za javno zdravstvo.

U okviru zdravstvenog turizma, lječilišne usluge i usluge medicinskog wellnessa uređuju se kao zdravstvene usluge, a mogu se pružati samo izvan kapaciteta ugovorenih sa HZZO-om.

Bolnička Povjerenstva za lijekove dobivaju zadaću da svaka tri mjeseca izvještavaju ravnatelje o ishodima liječenja i potrošnji skupih lijekova.

Uvodi se i novi uvjet za doktore medicine, tj. jedna godina radnog iskustva u primarnoj zdravstvenoj zaštiti prije odobravanja specijalizacije.

Novine se uvode i u Hrvatski zavod za hitnu medicinu koji će biti nadležan i za sanitetski prijevoz i telemedicinu. Donijet će se i Mreža hitne medicine i sanitetskog prijevoza te će se pravilnikom urediti njihova organizacija.

Beroš uvodi strože sankcije za ‘lažna bolovanja‘: kontrolori će dolaziti na vrata, kazne će biti paprene

Ministarstvo zdravstva u zakonskim izmjenama, upućenima u javnu raspravu, predlaže povećanje maksimalnog iznosa participacije s dvije na četiri tisuće kuna, a povećavaju se i iznosi participacije za razne bolničke usluge pacijentima koji nemaju dopunsko zdravstveno osiguranje.

Uz ostalo, za pacijente bez dopunskog zdravstvenog osiguranja raste i participacija za specijalističku zdravstvenu zaštitu s 25 na 33 kune, za specijalističku dijagnostiku s 50 kuna na 67 kuna, kao i za troškove bolničkog liječenja sa sto na 134 kune.

Predlagatelj - Ministarstvo zdravstva očekuje da će te promjene, uz ostalo, pridonijeti održivosti zdravstvenog sustava.
